Neither on-site generation nor a grid connection is inherently cheaper or faster for every data centre. Grid service can draw on regional generation and reliability resources, but local capacity, interconnection studies and network upgrades may delay a project. On-site or co-located supply may help bring a facility online sooner, but a behind-the-meter arrangement can also shift supply, delivery, backup and operating responsibilities to the data-centre operator. The practical comparison is between complete, site-specific service arrangements—not simply a generator’s cost and a utility’s quoted rate.

What “grid” and “on-site power” actually mean

These labels cover different arrangements, and the details in the contract determine what a facility can rely on. A data centre may take ordinary utility service, connect a generator near the facility while retaining grid service, or operate without a grid connection. A hybrid arrangement may combine grid supply with customer-provided generation or other capacity and allow conditional service during constrained periods.

Grid-supplied service

A grid connection gives a facility access to the service specified in its tariff or contract, subject to network capacity, system conditions and applicable curtailment terms. It does not mean every requested amount of power is immediately available. Interconnection studies and network work can be part of the schedule, and the project’s cost depends on which service it receives and which costs it is assigned.

Co-located generation is not necessarily off-grid

A generator beside or near a data centre may operate alongside a grid connection. In its explanation of a PJM order, the Federal Energy Regulatory Commission (FERC) describes firm and non-firm contract-demand service for co-located loads and generators. The contracted service level affects planning and exposure to curtailment. Unless the facility and generator are completely disconnected from the grid, the facility may continue to receive grid benefits and face charges associated with the service and benefits it retains. That explanation concerns FERC’s approach to PJM; it is not a universal tariff rule.

A genuinely off-grid arrangement

“Off-grid” has a stricter meaning than simply having an on-site generator. In testimony in July 2024, Michael Kormos described a configuration unable to take energy or services from the grid. In that arrangement, the facility has to rely on co-located generators, batteries or other backup resources if supply trips. It is one possible configuration, not a description of all co-location.

How the options compare

In the strict off-grid configuration described in the 2024 testimony, the operator bears the behind-the-meter delivery facilities and supply risk. Clarify charges for actual withdrawals and continuing grid benefits, along with the cost of any customer-provided capacity.
Emissions and resource mix Depends on regional supply and the procurement arrangement. Depends on technology, fuel, efficiency and operating pattern; the sources cited here do not establish a comparable site-specific emissions result. Assess both grid energy and resources used during constrained periods; flexibility alone does not establish lower emissions.

Compare the full delivered cost, not just the power source

A generator’s busbar cost—the cost of electricity at the generator—does not by itself show what it costs to serve a data centre. Likewise, a quoted grid energy rate is not a complete estimate if the project also needs upgrades, different contracted service or backup resources.

Build the comparison around the facility’s actual proposed service and operating needs. Include the costs each arrangement adds, the costs it retains, and any costs shifted to the operator or other customers. Keep recurring costs separate from one-time construction costs, and make the assumed commissioning date explicit: a nominally cheaper option may be unattractive if it cannot provide power when the facility needs it.

  • Grid service: Include energy, the level and terms of contracted service, interconnection work and network costs assigned to the project.
  • On-site supply: Include generation, fuel or purchased energy, equipment to deliver power to the facility, backup resources, and operating responsibility.
  • Hybrid service: Include the remaining grid charges as well as the generation, storage or other capacity needed to meet the agreed firm requirement.
  • All options: Identify curtailment exposure, reliability provisions, the party responsible for each cost, and any continuing grid benefits for which the project may pay.

There is no universal, apples-to-apples lifecycle-cost comparison in the cited material for a named data-centre project. A useful project estimate therefore needs local utility studies and tariff terms alongside vendor-backed estimates for site-specific generation, storage, delivery and backup.

What a flexible connection can change

Flexible service can make earlier access possible if a facility accepts limits on its grid service during defined conditions and has resources or operating plans to manage those limits. The trade-off is not simply “less power for less money”: the agreement needs to define what is firm, what is conditional, when curtailment can occur, and what the facility must do when it does.

A study by Camus, encoord and Princeton University’s Zero Lab, reported by the American Public Power Association in 2025, modeled six candidate sites within one PJM utility territory. In that scenario, a 500 MW data centre using flexible grid connection plus bring-your-own capacity (BYOC) could reach full operation three to five years sooner than with traditional interconnection. This is a modeled result for those sites and assumptions, not a schedule promise for projects elsewhere.

The same study’s modeled cost figures describe system impacts, not a standard customer bill or equipment quote:

These values are not interchangeable with a project’s own capital or operating costs. They are scenario results for the study’s stated geography and assumptions; a site-specific analysis must establish the actual service, capacity and cost allocation.

Why location and network planning matter

Interconnection timelines and costs are not uniform. A Lawrence Berkeley National Laboratory report from September 2026 covers distributed-energy interconnection data from 188 utilities in 24 states and examines variation by state, project size, technology and time. That dataset is useful context for variation in distribution-system processes; it is not a direct comparison of grid supply and dedicated generation for large data centres.

Network capacity also has value beyond a single site. The U.S. Department of Energy’s 2024 national transmission assessment modeled $320 billion in present-value costs through 2050 as a national benefit from enhanced regional and interregional transmission deployment. The assessment describes system-level modeled benefits, including access to lower-cost generation and shared reliability resources. It does not establish savings on an individual data centre’s bill.

The Department of Energy’s Distributed Energy Resource Interconnection Roadmap emphasizes process and data improvements for distribution and sub-transmission interconnection. For a project, the relevant timeline and cost still depend on local utility and market arrangements; a national figure or broad process description cannot substitute for a site-specific study.

Questions to settle before choosing

  1. What service is actually available? Obtain the utility’s applicable study results and proposed service terms. For co-located facilities, establish whether service is firm or non-firm, what can be curtailed, and under what conditions.
  2. What must be built, and who pays? Separate generation and delivery facilities from grid interconnection and network work. Confirm how each cost is assigned and whether the facility continues to pay for grid service or benefits it retains.
  3. What happens when a resource is unavailable? Define the operating plan for generator trips, maintenance, fuel constraints, battery limitations, grid stress and permitted curtailment. A strict off-grid design needs a plan that does not depend on grid support.
  4. When can the facility reach each operating level? Compare realistic dates for interim and full service, and note any conditions attached to each date. A scenario study from another territory cannot establish the schedule for this site.
  5. What are the emissions under the actual operating plan? Assess the regional grid supply and on-site resources, including when they run. The cited sources do not establish a universal technology-level lifecycle emissions ranking for a specific data centre.

Bottom line

Choose by comparing site-specific delivered cost, time to power, firmness and curtailment terms, reliability and backup, emissions, and cost allocation. Grid service can bring access to network resources but may depend on studies and upgrades; on-site supply can change the schedule while placing more supply and operating responsibility on the operator; and flexible service can trade constrained-hour limits for earlier access. No generic price, payback period or schedule identifies a universal winner.
