Use endpoint data loss prevention (DLP) to detect or restrict sensitive files being copied to USB, and pair it with device control when you also need to limit which removable devices users can access. DLP can target files by sensitivity; device control can restrict peripherals more broadly. Neither encrypted USB drives nor a single USB rule covers every path data can take.

Choose the control that matches the risk

There are two related but distinct jobs: control what happens to sensitive files, and control which removable devices can be used.

Microsoft Learn explicitly says, “To prevent copying of files to USB based on file sensitivity use Endpoint DLP,” in its device control guidance. Encryption can reduce exposure if approved media goes missing, but does not prevent someone from copying a file onto a drive.

How to set up sensitivity-based USB restrictions

1. Map devices, data, and legitimate workflows

Inventory the endpoints and operating systems in scope, the sensitive information types or labels the organization uses, and legitimate transfer workflows such as approved field work or offline operations. Identify who needs removable media and what the approved exception should look like before selecting an enforcement action.

2. Onboard supported endpoints

Endpoint DLP policy monitoring and enforcement depend on supported devices being onboarded to the endpoint service. Microsoft’s onboarding guidance covers onboarded Windows 10 and Windows 11 devices and onboarded macOS devices running any of the three latest released versions. Check the current onboarding guidance and prerequisites against the actual fleet; this is not a guarantee of coverage for every operating system or configuration.

3. Define the sensitive-file condition and USB action

In the DLP policy, create conditions based on the organization’s sensitivity labels or sensitive information types, then configure the USB activity response. Microsoft documents three useful choices: audit the activity, block while allowing a user override, or block without that override. Choose notification and alert behavior to fit the operational need so users understand what happened and administrators can review relevant events. 4. Identify approved devices when exceptions are needed

Where the organization permits only selected removable storage, use removable USB device groups to distinguish approved devices and apply different policy actions to each group. Microsoft documents identifying devices with properties such as friendly name, vendor and product IDs, serial number, and device identifiers. Decide how devices are enrolled and how replacements are handled; relying on an informal label or user assertion alone may not provide a reliable exception boundary. 5. Expand to broad device restrictions if needed

If the goal is to stop use of personal or unknown removable devices regardless of file sensitivity, assess device-control policies or Windows device-installation restrictions in addition to file-level DLP. Device-control policy can deny removable media broadly or allow designated devices, while DLP can still apply stricter rules to sensitive files. Decide how strict enforcement should be

A hard block minimizes the chance that a covered copy occurs, but can interrupt legitimate work if approved exceptions and platform coverage have not been validated. An audit action helps establish which workflows will be affected; block with override allows a controlled exception path where that is acceptable. A practical rollout is to review audit events and exceptions before enforcing a hard block when business continuity depends on removable media. This is an operational approach, not a Microsoft-mandated sequence.

  • Use audit where visibility is the immediate goal and teams need to assess real workflows.
  • Use block with override when exceptions are legitimate but should be visible and accountable.
  • Use block where policy requires no user-authorized copying for the covered activity.
  • Use separate actions for approved device groups rather than weakening the rule for every user.

Account for transfer routes beyond USB

USB is only one route out of an endpoint. Depending on the activity, platform, and app, endpoint policies can also cover network-share copies, printing, certain Bluetooth app transfers, remote desktop (RDP) transfer, and uploads to configured cloud-service domains. Review the applicable activity settings in the policy reference and service-domain controls in endpoint DLP settings.

Coverage is activity-specific rather than universal. For example, Microsoft’s policy reference says the unallowed-Bluetooth-app activity is not supported on macOS. Microsoft also documents restrictions on browser-based monitoring in certain Azure Virtual Desktop configurations. Check the current documentation for the exact endpoint, browser, app, and virtual desktop configuration before relying on a rule.

Special case: virtualized USB storage

In virtualized environments, USB storage can be treated as a network share for monitoring. Include the corresponding network-share activity if copies to virtualized USB storage need to be monitored. Microsoft’s endpoint DLP onboarding guidance describes this behavior; do not assume a USB-only activity setting will capture it.

Verify fit before deployment

  • Confirm current operating-system support, onboarding prerequisites, and the exact activity coverage for your endpoint and app combinations.
  • Confirm that the required Microsoft Purview and Defender capabilities are available under your organization’s current licensing and configuration; licensing requirements can change.
  • Test approved and unapproved devices, each intended DLP action, user notifications, alert handling, and legitimate transfer workflows.
  • Review adjacent channels—network shares, cloud uploads, printing, Bluetooth, and remote desktop—rather than treating a USB rule as complete endpoint protection.
