No method guarantees zero downtime: the achievable interruption depends on the source and target, workload write behavior, data volume and change rate, network capacity, and the outage the business can accept.
What should you establish before choosing a migration method?
Start with a workload-level inventory, not a platform-wide assumption. A single enterprise environment may include block, file, and object data with different protocols, dependencies, and outage tolerances. Record the facts that determine whether a proposed source-to-target path is compatible and operable.
- Storage and data: source platform, data type, protocol, capacity, file or object characteristics, metadata, snapshots, and identity or permission requirements.
- Workload behavior: read and write patterns, change rate, performance needs, consistency requirements, and dependencies on applications or other storage.
- Business guardrails: workload criticality, acceptable outage, recovery objectives, maintenance window, security controls, and compliance requirements. Agree these with workload owners.
- Transfer conditions: available bandwidth, connectivity, data volume, and whether the source can remain available during transfer.
Microsoft’s Plan your migration guidance identifies inventory, access patterns, business and performance requirements, replication, change rate, resiliency, downtime tolerance, and security and compliance as assessment factors. Use those findings to set the target requirements before comparing tools.
How do the main migration methods differ?
Choose a method for each workload rather than selecting one technique for the entire estate. The table describes general trade-offs; actual outage and feasibility depend on the chosen platform, source-target combination, and workload.

Near-zero-downtime approaches rely on continuous replication and cutover techniques, as described in Microsoft’s Cloud Adoption Framework. They require an architecture and operating process that can sustain replication and switch the workload safely; do not treat “near-zero” as a universal service setting or a quantified promise.
How do you verify that the tool and target are compatible?
Check the exact source-target path, not just whether a product supports “migration.” Confirm the data protocol, required metadata, snapshots, identity configuration, connectivity, and operational prerequisites. Compatibility can rule out an otherwise attractive method.

- Azure Storage Mover: Microsoft’s service overview describes moving files and folders from on-premises sources or AWS S3 buckets to Azure Storage, while supported source-target combinations vary by release and scenario. Validate the current eligibility for the specific path.
- Azure NetApp Files migration assistant: Microsoft’s guidance describes using ONTAP replication for qualifying ONTAP-based sources, including volume content, metadata, and existing snapshots, with connectivity to the target volume required. Microsoft points to other tools for non-ONTAP sources or when on-premises connectivity cannot be established.
- AWS Application Migration Service: AWS documents a block-level method for directly attached block storage. That method does not support NFS or CIFS/SMB shares, so it is not a fit for those file-share migrations.
These examples are path-specific, not interchangeable storage-migration recipes. Confirm protocol and feature support in the relevant Microsoft or AWS documentation before committing to a design.
How should you plan and rehearse the migration?
- Map dependencies and sequence workloads. Identify which applications, shares, volumes, or services must move together and which can be migrated independently. Assign an owner to each workload and each migration decision.
- Choose the target against documented requirements. Check performance, reliability, security and compliance, operations, and cost against the workload inventory. Confirm that the target can provide the required protocol, metadata, identity behavior, and recovery model.
- Design the transfer path. Estimate baseline data and ongoing change against available connectivity. For replication-based plans, verify that the network can carry both and that the target is configured before the final switch. Consider bulk transfer plus online catch-up only where the specific source-target scenario supports it.
- Write the cutover and rollback runbook. Name the person authorized to proceed, the conditions to pause or reverse, the routing or access changes, the write-control sequence, validation checks, and the rollback actions. Specify how long the source will remain available under the organization’s change controls.
- Rehearse the end-to-end path where practical. Validate connectivity, transfer, synchronization, cutover, and recovery in a nonproduction environment or representative test. Record timing and issues from the rehearsal rather than relying on a generic downtime estimate.
Microsoft’s migration planning guidance emphasizes assessment, target selection, planning, tool selection, and execution. The exact runbook remains specific to the platform architecture and the organization’s change controls.

What should happen during cutover?
Cutover is the controlled handoff of workload access from source to target. Its exact sequence varies, but the plan should prevent uncontrolled writes to both copies and make it clear when the target becomes authoritative.
- Confirm the target is ready and the transfer or replication state meets the plan’s cutover criteria.
- Apply the agreed write-control and routing changes so applications and users use the intended copy.
- Run final consistency checks and validate the workload against its pre-agreed business and technical criteria.
- Decide whether to accept the target, pause for investigation, or execute the documented rollback path.
AWS’s cutover guidance says phased cutover is more complex and time-consuming than a big-bang approach, but is typically associated with lower downtime requirements and faster rollback options. Those are tendencies, not guarantees; the result depends on implementation.

How do you verify the migration and close it safely?
After the switch, monitor application behavior and storage performance against thresholds agreed before the migration. Check that required data, permissions, metadata, and dependent services behave as expected. Resolve issues through the planned decision process, and retain the source and rollback capability until stakeholders accept the target. Then update operational documentation, access controls, backup and recovery plans, and ownership before decommissioning the old platform.
Do not equate a healthy migration service with a successful end-to-end move. Microsoft notes that Azure Storage Mover’s reliability depends not only on the service but also on agents, source systems, connectivity, and target storage. The service typically is not in the production workload’s runtime path, so a delayed migration job need not mean a production outage; it also does not remove the risks of transferring or cutting over the workload.

What determines the downtime you can actually achieve?
A credible estimate requires the named source and target, protocol, dataset size and characteristics, write rate, available bandwidth, replication behavior, application dependencies, and agreed service objectives. Those details are not specified by a platform-agnostic migration plan, so no precise downtime figure, replication frequency, or bandwidth requirement applies universally.
