Find potential waste by inventorying storage, adding ownership and retention context, and validating access signals against real workload schedules. Then choose the least destructive action that solves the problem: move cold data to a suitable tier, right-size over-provisioned capacity, or clean up copies. Low or absent recent access is a reason to investigate—not permission to delete.

What “unused” storage means—and why inactivity is not proof

Enterprise storage can look idle for several different reasons: a workload may run quarterly, a dataset may be needed only for disaster recovery, or monitoring may not record every meaningful access path. Some data is also retained deliberately for legal, business, or recovery reasons. Treat an inactivity signal as a candidate-finding tool, not a data-retirement decision.

Keep three decisions separate:

  • Placement: Does the data need its current performance tier, or can it move to slower or archival storage?
  • Capacity: Is more storage provisioned than the workload needs, even if the data itself must remain?
  • Retention: Is there an approved basis to delete the data and all related copies?

“Cold data” describes low activity in the context of a particular platform’s access signal and observation period. It does not mean obsolete. Google Cloud uses dark data for data whose utility or owner is unknown, and shadow data for unauthorized copies. In either case, uncertainty calls for investigation and governance—not automatic cleanup.

Build an inventory that distinguishes capacity from consumption

Start with the full storage footprint: file systems, volumes, object buckets, databases, attached disks, snapshots, replicas, and backup copies. For each resource, record the platform’s authoritative measures of provisioned and used capacity, utilization, growth, storage and performance tiers, and available access telemetry.

Do not assume that a single “used” number means the same thing across platforms. Snapshots, deduplication, compression, thin provisioning, and reserved or provisioned capacity can affect reported figures differently. Keep metric definitions consistent within each platform, and note what the reported value includes.

Join every resource or dataset to the context needed to make a safe decision:

  • Service or application, environment, and technical and business owners
  • Purpose, sensitivity or data class, and authoritative system of record
  • Retention requirement, legal hold status, and recovery objective
  • Known consumers, dependencies, scheduled jobs, and related snapshots or backups

Google Cloud guidance recommends consistent labels for owner, purpose, and retention, and auditing for duplicated, dark, and shadow data. Put resources with missing or conflicting metadata into an exception queue. An unknown owner is a blocker to deletion, not a cleanup rule.

Find candidates, then test whether the signal is meaningful

Useful candidates include resources with sustained low reads or writes, cold-tier data, old snapshots, duplicate copies, stale development or test volumes, large temporary datasets, and capacity provisioned but not consumed. These are leads to validate; none establishes that a resource is safe to remove.

Choose an observation period that covers the workload’s real operating cycle: normal business, batch processing, month-end or quarterly close, seasonal demand, analytics rebuilds, and disaster-recovery activity. There is no universal inactivity period that proves data is unused.

Check what the telemetry actually captures. It may record client reads but not metadata inspections, cache hits, restores, or every access path. Azure Blob Storage illustrates the limitation: a last-access lifecycle condition depends on access-time tracking, and property, metadata, and tag reads do not update a blob’s last-access time. A low recorded access count can therefore be misleading.

Ask the application owner whether a scheduled job, legal hold, test recovery, analytics rebuild, model retraining, or disaster-recovery run depends on the data. Confirm whether it is authoritative, reproducible, or a duplicate, and whether slower retrieval or retrieval charges would affect the workload. If no accountable owner can answer, hold the candidate for ownership resolution.

Choose the least destructive action that meets the goal

Action When it fits What to check before acting
Tier cold data The data must be retained, but it does not need its current performance tier. Retrieval latency, online versus asynchronous access, storage-duration requirements, retrieval and request charges, and whether reads promote data to a hotter tier.
Right-size a disk or volume The workload needs the data but appears to have more provisioned capacity than it can use. Performance headroom, growth, failover behavior, and snapshot requirements. Check capacity allocation as well as consumed bytes.
Consolidate copies Multiple copies exist and the system of record and consumers can be identified. Owner approval, dependencies, replication purpose, and the impact of changing where consumers retrieve data.
Expire temporary or derived content A documented retention rule permits removal of a defined class, such as eligible temporary or intermediate data. Owner approval, scope, retention rules, holds, recovery needs, and lifecycle behavior for versions or snapshots.
Delete snapshots or backups An authorized policy permits removal after recovery coverage has been checked. What the copy protects, whether a newer valid recovery point exists, restore expectations, immutability, and whether the protected data can be regenerated.

Tiering: keep the data, change its placement

Tiering can free premium capacity while retaining data, but each service has its own retrieval model and lifecycle behavior. Compare latency, online availability, storage and retrieval charges, minimum storage duration, and the effect on application performance before moving data.

Options include AWS S3 lifecycle and storage-class controls, Azure Blob lifecycle management, and Google Cloud Storage lifecycle controls. AWS S3 Intelligent-Tiering is a provider-specific option for changing or unknown access patterns; its monitoring and automation have fees. An AWS FSx for ONTAP example is not a general rule for all file storage: for its Auto and Snapshot-only policies, AWS documents a configurable cooling-period range of 2–183 days, with tiering occurring as a background process 24–48 hours after that period expires.

For AWS FSx for ONTAP, AWS recommends not exceeding 80% utilization of the SSD storage tier so tiering can function and capacity remains available for new data. This service-specific recommendation is not a universal storage target. Its documentation also describes product-specific behavior at 50%, 90%, and 98% SSD-tier utilization; those thresholds should be evaluated only in the context of that service and its documented volume and I/O behavior.

AWS S3 Intelligent-Tiering documents movement into its Infrequent Access tier after 30 consecutive days without access, and into Archive Instant Access after 90 consecutive days without access. These are access-tier timings for that service, not enterprise-wide definitions of cold data.

Right-sizing: reduce allocation without retiring the data

Compare provisioned space with actual use, but do not shrink a disk or volume solely because current consumption is low. Check growth, performance headroom, failover requirements, and how snapshots depend on the resource. Google Cloud specifically recommends auditing attached Persistent Disks for over-provisioning.

Copy cleanup: establish what is authoritative first

Before consolidating or removing a duplicate, establish which copy is the system of record, who and what consumes each copy, and who has authority to approve the change. Central repositories and controlled replication can prevent unnecessary copies, but a copy that looks redundant may still support recovery, analytics, or another approved use.

Expiration and deletion: apply a retention decision, not an inactivity guess

TTL policies can be appropriate for non-essential logs, temporary model artifacts, or outdated intermediate results when an approved retention rule defines the scope. That is an example of a possible policy, not a universal retention schedule.

Before deleting any snapshot or backup, determine what it protects, whether a valid recovery point remains, and whether the data is unique or expensive to recreate. Google Cloud guidance recommends retaining backups for data that is unique or costly to regenerate. Check retention locks, legal holds, immutable policies, versions, snapshots, and soft-delete behavior before configuring expiration.

Pilot changes before broad rollout

  1. Define a narrow scope. Choose a small set of resources or a positively identified prefix or tag scope. Record the candidate list and the inactivity evidence used.
  2. Get the required approvals. Capture owner approval, applicable retention policy, and the policy version governing the action.
  3. Set success and recovery criteria. Estimate the expected capacity effect and cost assumptions, specify how to pause or reverse the change where possible, and define how recovery will work if the data is needed.
  4. Run the pilot and monitor it. Watch application errors, read latency, restore requests, lifecycle execution, and capacity actually released. Compare the result with the baseline rather than assuming the configured action had the intended effect.
  5. Expand only after reviewing results. Resolve unexpected accesses, failed actions, or capacity discrepancies before increasing the scope.

Do not promise immediate space reclamation. Azure lifecycle policy execution is periodic; Azure notes that changes can take up to 24 hours before the first run starts. Google Cloud also says lifecycle actions can lag after a condition is met. AWS S3 transitions can incur per-request ingestion charges, so include those in the pilot’s cost assumptions.

Automate only decisions that have an approved scope

Use explicit tags or prefixes and conditions tied to an approved data class. Keep transition and deletion actions separate: moving data to a colder tier retains it, while an expiration rule can initiate deletion. For every rule, document its scope, owner, retention basis, expected effect, monitoring, and recovery path.

Check how each provider handles versions, snapshots, holds, immutability, and soft deletion. In Azure, a current blob version will not be deleted until associated prior versions or snapshots have also been deleted; soft delete and immutable containers also affect delete actions. Azure lifecycle rules have account and resource-type limitations and cannot express exclusion filters, so use positive scoping carefully. Policy execution is periodic, can compete for request capacity, and exposes completion events and metrics or logging for monitoring.

In Google Cloud Storage, soft delete, retention, holds, and versioning affect what a deletion rule does and when storage is actually released. Versioning increases storage use, and soft-delete retention keeps recently deleted objects stored for a period. Do not treat a successful delete request as proof that related data has disappeared or that capacity has been reclaimed.

For AWS S3 general-purpose buckets, do not assume a bucket policy can block a configured S3 Lifecycle action: AWS says lifecycle rules continue to function despite bucket-policy denials in general. Review lifecycle configuration precedence and monitor actions before deployment. Transitions can also incur per-request ingestion charges.

Measure actual results, not assumed savings

Compare before-and-after capacity, utilization, application performance, access and restore activity, and the bill. Include storage, request, retrieval, migration, and early-deletion charges where applicable. Track premium capacity released separately from total capacity deleted: tiering may relieve a high-performance tier without reducing the amount of data stored.

There is no universal inactivity threshold or savings percentage established across the storage environments covered here. Set targets from your own platform measurements and verify them after the change.
