Neither satellite laser ranging (SLR) nor GNSS is universally more accurate. They measure different things and serve complementary roles: GNSS provides broad, routine observations from receiver stations, while SLR measures the distance to satellite-mounted reflectors with laser pulses and contributes distinct information to Earth’s reference-frame origin and scale. The right comparison depends on whether you care about a range measurement, an orbit, a station coordinate, a global reference frame, or a particular positioning task.

How SLR and GNSS measure satellites

GNSS: receiver measurements of navigation signals

GNSS—Global Navigation Satellite Systems—refers to satellite constellations that transmit navigation signals and the systems built around them. For geodesy, ground receivers observe those signals and their measurements are combined into solutions for station positions and other Earth-related products. GNSS here means geodetic observations and solutions, not simply the position shown by a consumer navigation receiver.

SLR: laser pulses and satellite reflectors

Satellite laser ranging is an optical technique: a ground station sends laser pulses toward an approved satellite target equipped with retroreflectors and measures the returning light. The International Laser Ranging Service (ILRS), a service of the International Association of Geodesy, coordinates data and products from SLR and lunar laser ranging. It makes these data freely and openly available for geodetic, geophysical, lunar, and planetary research (ILRS mission).

SLR is not the same as using a handheld laser distance meter. The latter measures nearby objects; SLR is a coordinated space-geodetic observation of satellites.

Which is more accurate?

There is no defensible overall winner without specifying the measurement and task. “Accuracy” could mean the precision of an individual range or signal observation, the accuracy of a satellite orbit, the uncertainty of a station coordinate, the scale or origin of a terrestrial reference frame, or the positioning accuracy delivered to an end user. Those are different quantities, and a number for one cannot be used as a proxy for another.

The available IERS material does not provide a current, matched benchmark comparing SLR and GNSS on the same observable under the same conditions. A sound numerical comparison would need to identify the product, epoch, processing strategy, geography, and accuracy metric. Without that information, claims such as “SLR is more accurate than GNSS” or the reverse overstate what the comparison establishes.

Coverage and observation schedules

Coverage can mean station distribution, visibility of a particular satellite, temporal sampling, or availability of a processed geodetic solution. The ITRF2020 input series illustrate different processing schedules and network sizes, but they are historical inputs to one reference-frame realization—not a live inventory or a universal coverage score.

These counts are not directly comparable measures of accuracy: GNSS counts both solutions and retained stations, while the SLR figures describe a sequence of solutions over time. Nor should they be read as current totals for active stations. The IERS describes the International GNSS Service (IGS) and ILRS as distinct services contributing their respective data and products to geodetic work (IERS: International GNSS Service; ILRS mission).

How they contribute to Earth’s reference frame

The International Terrestrial Reference Frame (ITRF) is built from multiple space-geodetic techniques rather than relying on one measurement method. IERS’s analysis of ITRF2020 describes the benefit of combining techniques with different strengths. GNSS supplies extensive station observations and solutions; SLR adds a different ranging observable and contributes information used in reference-frame products.

The ILRS identifies contributions to Earth’s center of mass and reference-frame scale among SLR’s important roles. That makes SLR valuable even where GNSS provides the denser routine station-observation series: the methods inform different aspects of the frame and are combined rather than treated as substitutes (ILRS mission; IERS Technical Note No. 41: Analysis and results of ITRF2020).

When to use each technique

GNSS is suited to routine, broad station observation

  • Use GNSS when the need is widespread receiver-based station observations and regular geodetic solutions.
  • For ITRF2020, IERS reports daily combined GNSS solutions, making that input series a clear example of frequent processing. This describes that realization, not a guarantee about every GNSS product or service.

SLR is suited to laser-ranging observations and its distinctive geodetic contributions

  • Use SLR when optical ranging to approved satellite targets and SLR-specific products are relevant.
  • SLR is particularly significant in the combined reference-frame context for contributions involving Earth’s center of mass and scale, as well as related geodetic and Earth-orientation products.

Use both for global reference-frame work

For constructing and maintaining a global terrestrial reference frame, the practical answer is integration. GNSS and SLR contribute different observations and strengths; neither replaces the other in the multi-technique approach described by IERS.
