The precaution—called a Public Safety Power Shutoff, or PSPS—reduces one possible ignition source; it does not mean a fire is certain or that every windy day will trigger an outage.
How a preventive shutoff can reduce wildfire risk
Electricity is normally kept flowing through power lines and other utility equipment. During severe fire-weather conditions, that infrastructure can become an ignition source if something goes wrong. Strong wind may topple poles, damage or detach lines, or push trees and debris into equipment. If damaged equipment remains energized, it may create a spark.
Dry fuels and wind can make the consequences of an ignition more severe by helping a fire spread rapidly. Deenergizing at-risk lines reduces the chance that damage to those lines will produce an energized ignition source. Cal OES describes very dry, windy conditions and damage from trees or debris as part of this risk picture (Cal OES); the California Public Utilities Commission (CPUC) describes PSPS as a proactive shutoff that can affect transmission or distribution lines (CPUC wildfire information).
A shutoff is therefore a risk-reduction measure, not a prediction that a fire will definitely start. It addresses the possibility of ignition from utility infrastructure; it cannot prevent fires that begin for other reasons.

Why the decision varies by place
There is no single statewide switch that turns off power whenever wind reaches one universal speed. In California, CPUC guidance describes a decision based on whether conditions pose an imminent and significant risk, including the possibility that strong winds could topple lines or cause serious vegetation-related problems. Utilities assess local weather and fuel conditions, fire consequences, and the equipment and circuits exposed to risk. The CPUC describes PSPS as a last resort when a utility reasonably believes that risk exists (CPUC consumer guidance).
A Red Flag Warning may inform an assessment, but it does not automatically mean that every utility will shut off power. Wind thresholds, procedures and circuit-level criteria vary by utility and location, so there is no general numeric threshold that applies to every California shutoff.

Why some neighborhoods lose power and others do not
Risk is geographically targeted, but the boundary of an outage does not always match a neighborhood, city or county line. The CPUC says shutoffs may affect areas in High Fire Threat Districts and may extend into neighboring areas depending on geographic fire risk. The statewide threat district map was developed with CAL FIRE, Cal OES, utilities and other stakeholders (CPUC High Fire Threat District information).
Maps help identify areas of concern; they do not mean every customer in a mapped area will lose power in every event. Local weather, vegetation exposure, equipment and how circuits are laid out can all affect which customers are connected to lines that a utility deenergizes. That is why one area may be affected while another remains powered, even when both are in the same broad region.

Why power can be shut off when there is no nearby fire
A PSPS is preventive: utilities may act on forecast or observed danger before an ignition occurs. Waiting until a fire is visible would not address the risk that a wind-damaged, energized line could start one. As a result, a customer can lose power even if no fire is burning nearby.
Some utilities may also adjust protective settings in fire-prone areas during risky conditions so that a line trips more quickly if a problem occurs. That response is different from a planned, area-wide PSPS: a protective device trips when it detects a fault, while a PSPS is a deliberate deenergization based on wildfire risk (CPUC wildfire information).

How a PSPS differs from other outages

The distinction matters when a neighborhood loses power: a preventive PSPS does not necessarily mean local equipment has already failed or that a fire is underway.

Deenergizing lines can lower the chance that utility equipment contributes to a catastrophic wildfire, but it also removes electricity from customers. A shutoff can affect people who rely on powered medical devices, communications, refrigeration or other essential services. The CPUC says utilities must balance the risk of harm from utility-ignited fires against the public harms of shutting off power (CPUC decision; CPUC public safety information).

That trade-off is why a PSPS is a risk-management decision, not a guarantee of safety or a claim that shutting off power is always the safest choice in every circumstance. It targets one possible ignition source, while the outage itself can create serious risks for customers.
What the California rules do—and do not—tell you
This explanation concerns California. The CPUC’s Wildfire Safety and Enforcement Branch says a 2018 ruling found that state law, including Public Utilities Code sections 451 and 399.2(a), authorizes electric utilities to shut off power to protect public safety. The CPUC oversees electrical and PSPS safety rules and utility compliance (CPUC Wildfire Safety and Enforcement Branch).
That California legal framework should not be assumed to apply nationwide. In another state, the utility’s authority, regulator guidance and outage procedures need to be checked with that jurisdiction’s own sources.
