What to do, step by step
- Stop and keep your distance. Do not approach to inspect the object or try to confirm what it is. Munitions can be difficult to recognize, and their age, size, or apparent condition does not show that they are safe. The U.S. Department of War’s 3Rs guidance says to treat suspected munitions as dangerous regardless of age, size, or condition.
- Leave carefully. Retrace the route you used to reach the area where possible. Do not run, touch or disturb the object, or take another route to get a closer look. U.S. and Canadian guidance both advise leaving by the way you came.
- Report it from a safe place. Contact local police or the relevant emergency authority using the number for your location. Give the location and a general description based only on what you already observed safely. Do not return to gather details or mark the object.
- Follow local instructions. If the object is on managed property or at a worksite, notify the responsible manager, owner, ranger, contractor, or supervisor as appropriate—but do not substitute that notice for reporting it to police or the designated authority.
Who should you call?
Emergency numbers and reporting procedures vary by country and location, so use the local emergency number or contact local police. Do not assume that 911 is available everywhere. The U.S. and Canadian guidance cited here uses 911 or local police; Australian Defence directs finders to inform police, who can arrange for Defence experts to attend. Follow current local directions if they differ.
For a suspected item at a managed workplace or property, Canadian guidance also advises informing the manager. Australian Defence identifies a property owner, park ranger, contractor, or supervisor as relevant site contacts. Share the location from a safe place; do not go back to improve your description.
Why you should not try to identify or mark it
A suspected landmine or unexploded ordnance can be hard to identify and may be on the surface or buried. A photograph, label, or apparent lack of damage cannot establish that it is safe. The U.S. Department of War summarizes the approach as “Recognize, Retreat, Report” in its Explosives Safety Education Program.

Official instructions differ on marking: U.S. guidance says to mark the general area if possible, while Canadian advice emphasizes remembering the location and leaving. For an untrained person, the safe course is not to approach or return to place a marker. Report what you recall from a safe location instead.
Do not use a metal detector, tools, gloves, or other equipment to investigate, handle, or mark the item. Canada’s Department of National Defence warns that UXO may be encountered while metal detecting and advises people who suspect UXO to move away and report it.

What happens after you report it?
Police or the designated authority can coordinate the response and involve specialists. Identification, survey, and disposal of suspected ordnance are specialist tasks—not a do-it-yourself clearance job. UNMAS describes clearance as part of professional mine action, and Canada’s UXO program identifies trained explosive ordnance disposal professionals as responsible for identifying and disposing of UXO.

Keep clear and let specialists respond
The UNMAS Landmine and Explosive Remnants of War Safety Handbook gives the basic principles as not approaching and never touching ordnance, and advises reporting observations to the Mine Action Centre or another appropriate authority.
