Start by documenting the symptoms and checking service-side and local causes; then ask your provider or satellite operator to investigate its network monitoring. If harmful interference is suspected, report it to your national communications regulator. Identifying or geolocating a transmitting source generally requires operator, regulator, or specialist monitoring capabilities.
Can you identify the satellite from the symptoms?
No. Reception problems show that something is wrong, not what caused it. The International Telecommunication Union (ITU) lists possible explanations including antenna misalignment, faulty equipment, an incorrect frequency or operating time, nearby terrestrial networks, interference from an adjacent satellite, unauthorized transmissions, and deliberate jamming. Until measurements and network-side analysis establish a cause, describe the event as suspected interference rather than naming a satellite.
A receiver, dish meter, frequency match, or spectrum display may help document what is happening, but none by itself identifies the satellite transmitting the signal. A unique Carrier ID embedded in a transmission can help an operator identify its source, but the ITU does not say every transmission carries one.
How to investigate suspected satellite interference
- Describe the service and symptom. Record which radio, satellite service, receiver, or channel is affected; whether the problem is continuous or intermittent; what changed; and when it began and ended. Write times in UTC and note the affected location.
- Check ordinary service and installation causes. Follow your provider’s troubleshooting steps for receiver status, cabling, antenna alignment, obstructions, weather, and configuration. These checks can narrow the possibilities, but neither a successful nor unsuccessful check proves whether a satellite caused the problem. ITU guidance includes misalignment, faulty equipment, and wrong frequency or timing among potential causes.
- Save measurable observations. If available, note frequency or channel, bandwidth, signal level or quality, polarization, and the pattern of the interruption. Keep time-stamped receiver logs or screenshots. A spectrum instrument can help an experienced user record RF measurements, but a measurement alone does not establish the transmitting satellite.
- Contact your service provider or satellite operator. Send your incident log and ask whether its network monitoring shows a carrier, a known outage, or a possible adjacent-satellite issue. The ITU says, “Interfering signals are first detected through carrier monitoring.” Operators may also use a Carrier ID, when present, to help identify a signal source.
- Escalate suspected harmful interference to your national regulator. Ask the regulator which process applies to satellite or space-service interference in your country. Contact procedures and jurisdiction vary. The ITU describes national administrations as the route for harmful-interference cases involving a non-domestic source; consumers should not assume they can submit a case directly to the ITU.
- Let the responsible authorities coordinate international cases. When bilateral action by administrations has not resolved a case, the ITU Radiocommunication Bureau can provide assistance. Its work may involve administrations or designated monitoring stations, and geolocation can help determine which territorial administration to contact.
What evidence to include in an incident report
A clear incident log helps a provider, operator, or regulator compare your observations with its own monitoring data. Record only readings you actually observed; leave unknown fields blank rather than guessing.

Do not transmit test signals on licensed satellite frequencies. If you use an RF instrument, use it to observe and save measurements; do not treat its display as proof of a satellite’s identity.
What the different investigation methods can establish

ITU-R Report SM.2424-0 (2018) describes monitoring for geostationary (GSO) and non-geostationary (non-GSO) satellites, satellite identification, orbit measurement, interference types, and geolocation methods. It discusses geolocation using two or three GSO satellites and, where the relevant system requirements are met, a single GSO satellite. Accuracy depends on technical and operational factors, so these are specialist methods—not a conclusion a home user can draw from a frequency coincidence.

Who to contact when you suspect satellite signal jamming
Start with the company providing the affected service or the satellite operator, because it can check service conditions and network-side monitoring. If the evidence suggests harmful interference rather than a local fault or service outage, contact your national communications regulator and follow its reporting procedure. ITU guidance says that when the source of harmful interference is non-domestic, reporting through the national regulatory agency to the ITU Radiocommunication Bureau can help assess and resolve the case and prevent recurrence.
The ITU’s Space International Reporting System (SIRRS) is not a general public consumer form. The ITU describes it as a system for reports of harmful interference affecting space services and information exchange among registered users and space stakeholders. Access is restricted to registered TIES users; administrations must nominate an Administration Manager who can assign users. An ordinary consumer should ask the provider or regulator to use the applicable reporting route.
