It does not create more daylight. The United States adopted it partly to conserve energy and make more evening light available for recreation and commerce, but evidence that it delivers those benefits consistently is mixed.
What daylight saving time changes—and what it does not
DST changes the relationship between clock time and sunlight, not the length of the day. When clocks move forward in spring, sunrise and sunset both appear one hour later on the clock. That effectively shifts an hour of daylight from the morning toward the evening during the DST period.
The U.S. National Institute of Standards and Technology (NIST) describes DST as “the period of the year when clocks are moved one hour ahead.” The United States’ current DST interval lasts 238 days, about 65% of the year, according to NIST.
Why the United States adopted daylight saving time
Energy conservation was a central rationale
The U.S. Standard Time Act of 1918 established standard time zones and DST. A central policy idea was that shifting daylight later by the clock could reduce demand for artificial lighting when people were active in the evening. Energy conservation has remained part of the rationale for DST, although the size and consistency of any savings are matters for evidence, not assumptions.

Evening light was expected to support activity and commerce
Congress has also cited potential benefits such as more time for recreation and commerce, as well as possible improvements in traffic safety and reductions in crime. These were legislative expectations and policy aims; they should not be read as proof that DST achieves each result today.
The rule changed repeatedly
The Naval Observatory describes the 1918 measure as contentious. Congress repealed DST in 1919 but retained standard time zones. The country later used DST nationally during World War II. After local practice varied, the Uniform Time Act of 1966 standardized the dates while allowing exemptions. Congress changed the dates in the Energy Policy Act of 2005; the current, longer March-to-November period took effect in 2007.

When do clocks change in the United States in 2026?
Under the general U.S. rule, DST begins on the second Sunday in March and ends on the first Sunday in November. In 2026, clocks move forward on March 8 and back on November 1. The schedule is U.S.-specific; other countries and jurisdictions set their own rules.

Which U.S. places do not observe DST?
NIST lists these U.S. places as not observing DST: Hawaii, American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands. Most of Arizona also stays on standard time. The Navajo Nation does observe DST, including areas within Arizona. Do not assume that all states, territories, or countries follow the same schedule.

Does daylight saving time save energy or improve safety?
Energy findings are small in at least one prominent estimate and mixed overall
The U.S. Department of Energy evaluated the 2007 extension of DST and estimated a 0.03% decrease in electricity consumption in 2007. That is a specific estimate for that year and policy change, not evidence of large or guaranteed savings in every place or period. The Congressional Research Service (CRS), in a selected rather than comprehensive review, describes other energy research as inconsistent or contradictory, including studies that found increased electricity demand in some settings.
Safety evidence does not produce a simple verdict
Accounts of the 1970s experiment with year-round DST differ in emphasis and are limited by the data available. The U.S. Department of Transportation’s 1975 final report described indications of favorable effects on electricity use, fatal motor-vehicle accidents, and crime, and suggested a modest overall benefit. It also noted that some accident and fatality data for 1974–75 were unavailable and that some effects had to be inferred.

CRS recounts that a 1975 technical review of the experiment found no significant energy savings or overall traffic-fatality differences. It reported a statistically significant increase in morning fatalities among school-age children in a comparison period, while cautioning that other factors complicated attribution to DST. CRS also quotes the DOT interim report as concluding that “there is no unambiguous direct evidence that [the measurable effects of year-round daylight saving time] were either beneficial or harmful.” Different analyses and incomplete data help explain why the historical trial is not proof of a settled outcome.
These selected sources do not establish that DST reliably saves a large amount of energy or that one permanent clock arrangement resolves every safety or health concern. CRS’s review is not a full literature review; a detailed medical or circadian-health conclusion would require dedicated, current health research.

Why do we spring forward and fall back?
“Spring forward” means advancing clocks one hour when DST begins. “Fall back” means setting clocks back one hour when DST ends. The phrases describe the clock adjustment, not a change in the amount of sunlight. At the autumn transition, the repeated 1 a.m. hour can make a local-time appointment ambiguous unless the time zone or UTC offset is specified.
How the time change affects phones, computers, and clocks
Most time codes carried by Network Time Protocol (NTP) use Coordinated Universal Time (UTC); the computer’s operating system applies local time-zone and DST rules. Keeping an operating system current helps it use updated rules. Radio-controlled clocks generally receive DST status in the NIST broadcast, but an old, unsynchronized, or incorrectly configured clock may need manual attention.
- For a digital calendar or travel booking during the repeated autumn hour, include the time zone or UTC offset when ambiguity matters.
- If a computer or phone shows the wrong local time, check that automatic time and time-zone settings are enabled and that the operating system is up to date.
- If a radio-controlled clock does not adjust, check its synchronization and configuration rather than assuming that the broadcast or local rule changed.
What are the alternatives to seasonal clock changes?
Policy discussions commonly compare seasonal switching with permanent standard time and permanent DST. These are distinct choices: the first keeps the twice-yearly transitions; the other two keep one clock arrangement year-round. The trade-offs depend on season, latitude, region, and how neighboring jurisdictions coordinate.

The available historical and selected research does not settle those trade-offs or provide a comprehensive comparison.
