CogniRunner 3.3.0 adds two ways to start Jira automation beyond workflow transitions: listeners that respond to Jira events and scheduled jobs that run on a cron schedule. Transition-based rules remain available; the release expands when a rule can run rather than replacing transitions.
What changed in CogniRunner 3.3.0?
Atlassian Marketplace lists CogniRunner as an AI workflow agent for Jira Cloud, published by LeanZero SRL. The Marketplace version is 3.3.0, released September 7, 2026. The publisher’s explainer refers to the same release as 1.2.0 in its own release-note numbering; these are two numbering systems, not evidence of two separate releases. The practical change is a choice of trigger: keep a transition-bound rule, run a listener when a selected event occurs, or run a scheduled job. Which mode fits depends on whether the task follows a workflow change, an event, or a clock.
Which execution mode fits the task?

How listeners respond to Jira events
The Marketplace listing describes listeners for 68 Jira, Jira Software, and Jira Service Management events. Administrators can filter which events qualify and add an optional plain-English AI condition. A listener can then run code steps or an AI agent constrained by an action allow-list. Choose events with timing and volume in mind
LeanZero’s explainer says Forge event delivery can take up to about three minutes. Treat a listener as reacting to an event, not as a guarantee that the issue’s state is unchanged when the handler runs. If the rule depends on current issue data, make it re-check the relevant conditions at execution time.
The explainer also flags issue-viewed as a high-volume event. Use it only when the resulting work and its safeguards are appropriate for frequent triggering.

Prevent loops and duplicate work
According to the publisher explainer, CogniRunner has a default guard against app-generated events, plus two run brakes: a listener can run at most 120 times, and any one issue can trigger at most 30 listener runs, within a five-minute window. These are product-specific behaviors described by LeanZero, not Jira-wide limits.
Those brakes are not the same as duplicate-delivery handling. The explainer separately describes claiming an event so a redelivery does not execute it a second time. A run brake limits repeated executions; a duplicate claim addresses replay of the same event. Both matter for event-driven automation.

Test matching without mistaking simulation for delivery testing
The publisher says simulation can test whether a listener matches and how its execution behaves without consuming real-run brakes, claims, or statistics. It does not test event delivery, the brakes themselves, or self-event suppression. Use simulation to validate rule logic, but do not treat it as proof that the live delivery path or loop controls will behave as expected.
How scheduled jobs work
The Marketplace listing says scheduled jobs use cron and can run once or once per issue in a JQL scope, with per-issue outcomes reported in history. The publisher explainer gives additional implementation details: five-field cron expressions, IANA time zones, a five-minute scheduler tick, a 100-issue scope cap, and a 105-second listener-run budget. It also says missed ticks are replayed at most for the preceding hour and only once, and describes daylight-saving behavior. These are LeanZero-reported app details, not Jira platform guarantees. For an administrator, the key design choice is whether the schedule should run once or evaluate a JQL-defined set of issues. Check the JQL scope and expected workload against the reported cap, and account for the app’s scheduler and time-zone behavior when selecting a run time.

The Marketplace listing says administrators can provision listeners and scheduled jobs over REST. LeanZero’s explainer describes bearer-token authentication, JSON configuration, batches of up to 100, and partial updates. It also says the Rules REST API does not provision workflow rules; those remain attached through Jira’s workflow API. These API details are publisher-reported implementation information. Listener and scheduled-job work runs as the app rather than as an individual user, according to the explainer. Administrators should therefore consider the app’s execution identity and permissions when deciding what actions to allow.
What the release means for Jira administrators
- Keep transition rules for actions tied to a workflow step; use listeners when a Jira event is the meaningful trigger.
- Use scheduled jobs when timing or a JQL-defined issue set matters more than an immediate event response.
- For listeners, account for delivery delay, event volume, self-generated events, repeated runs, and duplicate deliveries.
- For scheduled jobs, verify the cron expression, time zone, scope, and reported limits before relying on a run cadence.
- Choose AI conditions or an AI agent when the task requires judgment; use code steps where deterministic behavior is preferable. The listing supports both execution styles.
