For most Indian small businesses, the best way to archive useful web pages is to save a searchable article clip in a dedicated notebook or database, keep its original URL and capture date, and add a brief note explaining why it matters. For pages where appearance or visual evidence matters, also save a full-page screenshot or PDF. Export important captures to a separate backup and test that you can reopen them.
Build a repeatable web-page archiving workflow
- Create one archive destination. Set up a notebook or database called something like “Business reference archive.” Choose a small, stable set of tags such as
tax,supplier,market, andpolicy. - Clip the readable article. Use an article or simplified-article mode when you want searchable, annotatable text. - Keep provenance with the clip. Make sure the saved item retains the original page URL and record the date you captured it. Add a short note covering why it matters, who should act on it, and any review date. - Save a visual copy when needed. If a price display, layout, notice, or other visual detail matters, save a full-page screenshot or PDF as well as the article text. - Name exports consistently. For example, use
2026-10-03_supplier-policy_source-domain_topic.pdf. Use the capture date, not an assumed publication date. - Back up important captures separately. Export or copy them to a second location on a schedule that suits the business. Periodically restore a sample and check that it opens. A portable drive is one optional way to keep a second copy; the rules do not mandate particular hardware.
- Keep primary business records. For tax, contract, compliance, or payment matters, retain the relevant invoice, official notice, signed document, portal confirmation, or other primary record. Do not rely on a web clip as the only evidence of a transaction.

When an ordinary web clip is not enough
Article extraction and visual capture serve different purposes. Extracted text is easier to search and annotate; a screenshot records how the page appeared at capture time. Neither format guarantees that a dynamic, logged-in, or frequently changing page has been captured completely. Test the specific sites your business depends on. For critical material, use a second capture format and keep official downloads where available.
A clipper is a reference and retrieval aid, not a preservation guarantee. Export important captures, reopen them periodically, and retain original documents where those are the actual business records.

India-specific recordkeeping: what GST rules do and do not say
CBIC’s Accounts and Records Rules require proper electronic backup for covered records, maintained so information can be restored within a reasonable time after destruction due to accidents or natural causes. The rules also address producing relevant records in hard copy or electronically readable form on demand. They do not say that every webpage a business clips is a GST record.
The GST Council’s 2019 flyer on accounts and records describes retention for 72 months (six years) from the due date for furnishing the annual return for the year pertaining to covered accounts and records. For records relating to an appeal, revision, proceeding, or investigation, it describes retention until one year after final disposal or for the stated period, whichever is later. This is not a blanket six-year rule for all web clippings. Applicability depends on the record and circumstances; check current requirements and amendments with an Indian tax professional.

Section 7 of the Information Technology Act, 2000 sets conditions under which statutory retention may be met electronically: the information remains accessible for later reference, is retained in its original format or a format that accurately represents it, and has identifying details such as origin, destination, and dispatch or receipt date and time. A clipper’s features alone do not prove that a particular capture meets every legal requirement for a particular record.
