A proxy can change where a Google search request appears to come from, but a proxy alone does not guarantee that Google will show the exact results seen by someone in a particular city. Google estimates location from multiple signals, while third-party SERP APIs may offer explicit city-level controls. For repeatable captures, set the city, country, and language deliberately, record the request context, and verify the location shown on the results page.
What a proxy can—and cannot—do
Google says it uses location to make results more helpful and estimates it from signals that can include your device location and home or work addresses associated with your account. Its results page can indicate how Google estimated location. A proxy changes the apparent network origin of a request, but Google’s help documentation does not say that a proxy by itself guarantees a precise city-level result. Google Search Help
Adding a city name to a query can help Google understand local intent, but it is not the same as reproducing the unmodified search experience for a person located in that city. Keep those goals distinct when designing a test.
Choose a city-aware capture method
Use a SERP API when the city must be an explicit setting
Some hosted Google Search API providers document city-level location controls as well as country and language parameters. SerpApi, for example, documents a location value or a Google-encoded uule value, plus gl for country and hl for language. Its documentation says location and uule cannot be used together, and warns that Google may still take the proxy’s country into account when only location is set. Use a direct browser or HTTP request through a proxy when you need the page itself
Choose a proxy whose actual exit city is appropriate to the test, then inspect the resulting Google page. The evidence available does not establish that a proxy exit city alone selects an exact city SERP, nor that a UULE value alone will always override request origin. A September 2026 account from Searlo reports tests in which results followed request origin rather than UULE; SerpApi documents location and UULE controls but also notes proxy-country influence. Set and record the location context
- Write down the target. Record the city and country you intend to represent.
- Set the city in the provider, if supported. Use that provider’s documented city-level
locationoruulecontrol. Do not combine them when the provider says they are mutually exclusive. - Set country and language separately. Choose the intended country with
gland language withhlwhere available. These are not substitutes for a city selector. - Align the proxy exit when using one. Record the proxy’s observed exit location. Its country can affect results even when an API location setting is present.
- Keep the test context stable. Log the query, city, country, language, device type, proxy exit location, and capture time. This helps explain differences; it does not guarantee identical results on later runs.
- Verify the returned page. Check Google’s displayed location information and compare a known local query or local result set. If the observed location does not match the target, do not label the capture as that city’s results.
Google’s Custom Search API documentation describes gl as a country signal that boosts results associated with that country. That is documentation for the Custom Search API, not proof that gl selects a city on ordinary Google Search pages. Google Custom Search API reference

Capture a Google page yourself
For a direct browser workflow, configure the browser or HTTP client to use a proxy, open the intended Google search URL, and save the rendered page or screenshot. The exact proxy setup steps depend on the browser, operating system, and proxy provider; verify that traffic is actually routed through the intended exit before interpreting the capture. A screenshot records what that browser received, but it does not prove Google treated the session as a user in the target city.
For a SERP API, send the query together with the provider’s documented city, country, and language settings, then retain the returned raw page or structured response as needed. Do not copy a parameter recipe from one vendor into another without checking its documentation.

What to validate in the capture
- Google’s displayed location information corresponds to the intended city or otherwise clearly discloses a different estimate.
- A known local query or local-result set behaves plausibly for the target area.
- The recorded proxy exit location, city setting, country, and language match the test record.
- You distinguish a city-localized result from a query that merely includes the city name.
- If local ads matter, record whether ads were actually present; a search capture does not establish that every user in that city would receive the same ads.
Why results may not match the target city
- Google estimates location from more than IP address. Device location and account-associated home or work addresses may contribute.
- The proxy exit may be elsewhere. A city setting in a third-party API may still interact with proxy geography, including country.
- Country and language are not city controls. Setting
glandhlcan shape country and language context without proving an exact city selection. - UULE behavior is not settled for every direct request. Provider documentation and reported tests differ; test the actual path you plan to use.
- The result may be mislabeled. If Google’s displayed location conflicts with the target, report the observed context rather than calling it a verified city SERP.

Troubleshooting
The results look like the proxy’s country, not the requested city
Confirm the actual proxy exit location, set the provider’s city control if it offers one, and set country and language deliberately. SerpApi warns that Google may take proxy country into account when only its location setting is used.

The results show an unexpected location
Check Google’s displayed location information and review the device, account, and proxy context. If it does not match the target, treat the capture as an observed result from that context, not as a verified city result.
A UULE setting does not appear to localize a direct request
Do not assume UULE alone overrides the request origin. Provider documentation and reported tests differ on this point. Test with the proxy exit in the intended city and compare the resulting location cues; if using an API, follow that provider’s current guidance.
Results differ between runs
Compare the recorded query, city, country, language, device, proxy exit, and capture time. Keep those conditions consistent where possible and report any remaining variation instead of promising repeatability.
