Keep the page’s exact URL and your capture date and time with the file. A browser-made PDF is a snapshot, not automatically an official, certified, or issuer-verified document.
Save a government webpage as a PDF in Chrome on a computer
- Open the exact page you need and wait for its main content to load. If the information appears only after you sign in or choose a service, make sure it is visible before printing.
- Open File > Print, or press Ctrl+P on Windows or Linux, or Command+P on Mac.
- In the print dialog, choose Save as PDF as the destination if it is offered. Adjust the page range, layout, paper size, margins, or scale if needed.
- Inspect the preview for missing content, clipped tables, blank pages, or text that is too small. Save with a descriptive filename.
- Open the saved PDF to verify it contains the intended page. Record the live URL and capture date and time separately if the PDF does not show them clearly.

Save a page as a PDF in Chrome on Android
- Open the page in Chrome.
- Tap More > Share > Print.
- In the print preview, choose Save as PDF.
- Select where to save the file, then open it to check that the expected content is present.

PDF snapshot or saved webpage?
Use print-to-PDF when you need a portable page snapshot for reading, sharing, or printing. Chrome’s More > More tools > Save page as is a separate option for saving a webpage; it is not the same as producing a PDF. Google Chrome Help

Identify the source and capture date
- Record the full URL and responsible agency. The Guidelines for Indian Government Websites and Apps (GIGW 3.0) describe a gov.in or nic.in address as a strong indicator of an official government website. This is an authenticity cue, not a guarantee that a particular page or linked item is current or correct. GIGW 3.0
- Note the page’s own date, if shown. GIGW calls for posting or last-reviewed/modified dates on homepages and important entry pages, but an individual page may not display one. Record both the date on the page and the date and time you captured the PDF; they describe different things. GIGW 3.0
- Keep the source URL with the file. Add it to a filename, cover note, or companion record, especially if it is long or not visible in the PDF.
- Retain linked original documents too. If the page links to an order, circular, notification, form, or certificate, save that issuer-provided file as well. The webpage snapshot preserves context; the linked file may be the document you actually need.
GIGW 3.0 provides guidance for government websites and applications across central, state, district, and local contexts, with objectives that include usability, user-centricity, and universal accessibility. Does a print-to-PDF copy count as an official document?
Call it a saved copy or PDF snapshot, not an official certified copy. Saving a webpage as a PDF does not by itself establish who authored it, certify its contents, or prove the page has not changed since capture. Whether a copy is accepted depends on the receiving authority, document type, and applicable procedure; there is no universal acceptance rule established here.

If the process requires an original, certified, digitally signed, or issuer-verifiable document, follow the department’s instructions and obtain it through the issuer’s own download channel or service. For an issued certificate or document, check whether its issuer makes it available through DigiLocker.
