Capture the normal and zoomed states to document what changed, but operate the page too: screenshots alone cannot show whether controls still work.
What do 200% and 400% zoom test?
They address related but distinct accessibility checks. WCAG Success Criterion 1.4.4, Resize Text, concerns enlarging text to 200% without loss of content or functionality. WCAG Success Criterion 1.4.10, Reflow, checks whether vertically scrolling content can be presented at a width equivalent to 320 CSS pixels without loss of information or functionality and without requiring scrolling in two dimensions, subject to limited exceptions. A quick check at 200% does not by itself test Reflow. WAI explains that a 1280 CSS-pixel-wide starting viewport at 400% browser zoom corresponds to 320 CSS pixels. Browser chrome and operating-system display settings affect the usable viewport, so measure the browser’s CSS-pixel viewport instead of assuming every 400% setting produces precisely 320 CSS pixels.
For content designed to scroll horizontally, the corresponding Reflow dimension is a height equivalent to 256 CSS pixels. Do not treat every horizontal scrollbar as a failure: some content genuinely needs two dimensions, and horizontally scrolling content is assessed against its height dimension. WCAG 2.1 specifies these parameters in Success Criterion 1.4.10.

How do I test website accessibility at 200% or 400% zoom?
1. Choose representative pages and states
Cover different structures, not just the homepage’s initial viewport. Include a long article, navigation, a form, a modal or dialog, and pages with tables or other complex components. For interactive pages, test states after opening menus, expanding accordions, showing tooltips, submitting forms, or triggering validation. A layout may work on first load and fail after an interaction.
2. Record the baseline
At normal browser zoom, capture the relevant page or state. Record the URL or page name, browser, operating system, CSS-pixel viewport dimensions, zoom level, and interaction state. These are practical reproducibility details, not prescribed WCAG screenshot requirements.

3. Check text at 200%
Enlarge text to 200% and inspect content and controls for clipping, overlap, obscured text, or anything that becomes unavailable. Check that functionality remains accessible as well as legible. This is the Resize Text pass under SC 1.4.4; do not use it as a substitute for the Reflow test.
4. Check Reflow at the target viewport
Use a 1280 by 1024 CSS-pixel starting viewport and zoom to 400%, or set an equivalent viewport if the browser cannot reach that zoom level. Confirm the effective viewport dimensions in CSS pixels. The W3C’s example procedures use these dimensions and permit proportionally reduced dimensions: see Technique C37 and Technique C32.

At the target size, inspect the entire page and operate its controls. For ordinary vertically read content, check whether following lines requires scrolling horizontally. Also inspect menus, dialogs, accordions, tooltips, forms, images, and fixed or sticky elements. WebAIM’s Responsive Design and Reflow guidance recommends checking common interactive components through 400% zoom.
5. Document the result and retest fixes
Capture the default and zoomed states, plus close-up images of specific problems. Label each image with the page or state, zoom, viewport dimensions, and observed issue. File defects with reproducible steps and describe the content or operation that was lost. After a fix, repeat the check at the same viewport and zoom so the before-and-after evidence is comparable.
What should I look for in a zoomed layout?
- Content remains available: text, labels, instructions, and meaningful images are not clipped, hidden, or covered.
- Functionality remains available: navigation, form fields, buttons, dialogs, and other controls can still be found and used.
- Ordinary content reflows: reading vertically does not require moving back and forth horizontally to follow lines.
- Responsive changes preserve access: columns may stack, navigation may relocate, and images may adjust as long as information and functionality remain available.
- Complex components are tested in context: check overlays, expanded content, validation messages, and fixed elements at the target viewport, not just static text.
W3C’s C32 describes media-query and grid approaches that can reflow columns, while C37 discusses fitting images within available layout space. These are informative implementation examples, not the only acceptable techniques and not proof of conformance on their own.

When is two-dimensional scrolling allowed?
Some content has a genuine two-dimensional purpose. W3C gives examples such as maps, diagrams, video, games, presentations, data tables, and interfaces that need persistent toolbars while a user manipulates content. The exception is limited to the part that needs both dimensions; a page is not exempt in full merely because it contains a map or table. For each such component, explain why both dimensions are essential to its use or meaning, then test the rest of the page for Reflow.
For horizontally scrolling content, assess the separate 256 CSS-pixel height dimension in SC 1.4.10 rather than declaring all horizontal scrolling a failure. The criterion’s behavior and exceptions are described in WCAG 2.1 and WAI’s Reflow explanation.

What screenshots should I take when checking accessibility zoom?
- A baseline image at normal zoom for the same page and interaction state.
- A 200% image for the text-resizing pass.
- A Reflow image at the measured target viewport, commonly reached from 1280 CSS pixels wide at 400% zoom.
- Focused images showing any clipping, overlap, hidden content, lost controls, or problematic layout change.
WCAG’s cited criteria describe required behavior and viewport dimensions; they do not mandate a screenshot format or number of images. Screenshots are useful records of visual states, not conformance certificates. Separately use the keyboard or pointer to verify that controls operate: an image cannot establish that an interaction works.

Does one 400% screenshot prove a site meets WCAG Reflow?
No. It documents a visual state, but Reflow also requires checking content and functionality and considering any genuinely two-dimensional component.
Do I need a particular browser to perform the check?
The cited criteria do not prescribe one. Record the browser and operating system you use so the test can be repeated.
