When FFmpeg reports “Permission denied” while reading playlist videos on Linux, check which account runs FFmpeg, then verify that account can read the playlist and every video it names. Also confirm the paths and quoting in the playlist. If the message is “Unsafe file name,” investigate the concat demuxer’s safe option instead: it validates paths but does not grant filesystem permissions.
First identify what kind of failure FFmpeg reports
Linux error EACCES is error 13 and means “Permission denied.” It tells you access was denied, but does not identify whether the blocked path is the playlist, one of its videos, or a directory along the path. FFmpeg also documents error codes and lists EACCES as “Permission denied” in its errno reference; Linux man-pages describes EACCES as error 13.
Read the exact diagnostic in the log. “Permission denied” points to an access check. “Unsafe file name” can instead come from the concat demuxer rejecting a path under its safe-path rules. The two errors need different remedies.
Check which account runs FFmpeg
FFmpeg may run as a different user from the one at your terminal. A service, scheduled job, container, or media application can have its own execution identity and filesystem view. Reproduce the failing command in the same context, and inspect that process or service configuration before changing permissions.

- Run
idin the context where the command runs to see the current user and groups. - If FFmpeg runs as a service or application, inspect its configured user and group. Do not assume the interactive shell user is relevant.
- Use read-only checks such as
ls -l /path/to/fileandnamei -l /path/to/fileto inspect file modes and each directory along the path. - If the system uses ACLs, inspect the ACLs as well as ordinary ownership and mode bits.
For a file to be opened, the process needs read access to it and traversal access through its parent directories. Check both the playlist itself and every referenced video.
Read the concat playlist and resolve its paths
The concat demuxer reads a text script of file entries and directives, then demuxes the listed files sequentially. Its documentation specifies that the files must have the same streams, including codecs and time bases. A typical entry is file 'video one.mp4'.

- Open the playlist and check each
fileentry for typos and unexpected characters. - Work out whether each path is relative or absolute, and resolve it from the directory and execution context used by FFmpeg.
- Check spaces, quotes, backslashes, and other special characters. The concat script requires special characters and spaces to be escaped with a backslash or enclosed in single quotes.
- If you use the optional
ffconcat version 1.0signature, make sure it is spelled exactly and appears on the first line for automatic script recognition. - Check whether a path component begins with a period or contains a character that triggers concat safe-path validation.
A path that looks correct when read from a shell may resolve differently when FFmpeg is launched by a service or from another working directory. Verify the actual file each entry names, rather than only checking that the playlist text looks plausible.
Fix only the specific access gap
If the execution account cannot read a listed video or traverse a directory, grant the required access to that account or an appropriate group, or move the media to a directory it can access. Make the narrowest change that fits your setup. Avoid blanket recursive or world-writable permission changes: they can expose or alter unrelated files without addressing the actual cause.

After correcting an identified access issue, test one video as the FFmpeg execution account, then test the playlist. If the individual file opens but the playlist does not, focus on the script syntax, path resolution, and safe-path behavior.
Handle “Unsafe file name” separately
The concat demuxer’s safe option defaults to 1. In that mode, it rejects paths containing a protocol specification, paths that are not relative, characters outside its documented portable set, and paths with a component that begins with a period. Setting -safe 0 allows any filename, but it does not give the process permission to read a file.

Only consider disabling this validation for a playlist you trust. Put the option before the relevant concat input, for example:
ffmpeg -safe 0 -f concat -i list.txt -c copy output.mp4

This example assumes that stream copying is compatible with the inputs. The concat demuxer requires matching streams, including codecs and time bases; if your inputs need to be re-encoded, use the concat filter approach described in the FFmpeg FAQ instead.

These are distinct mechanisms. Advice about the concat demuxer’s -safe option does not automatically apply to the concat filter or concat protocol.
Troubleshoot by symptom
