Reported employer responses range from lodging workers in hotel rooms or rented apartments to planning dedicated staff housing. These arrangements vary by employer and are not evidence of a single sector-wide policy.
Why housing has become a hotel staffing issue
Spain’s housing pressure reflects a gap between household growth and new construction. The OECD reported that Spain issued 345,000 building permits in 2022–2024 while net household creation reached 604,000. The OECD also cited a Bank of Spain estimate of a housing shortfall of about 600,000 homes over 2022–2025. Those are national housing estimates, not counts of hotel workers who lack accommodation. The pressure is uneven. Banco de España’s Annual Report 2025 estimated that tourist dwellings represented around 10% of Spain’s rental market, with much higher concentrations in some tourist-area centres. For hotels in destinations where rents are high or available homes are scarce, accommodation can affect whether a worker can take a job and remain near the workplace. Tourism is a large labor market: Spain’s Ministry of Industry and Tourism recorded 2,787,704 tourism workers in the first quarter of 2025, while accommodation-service employment rose 5.7% year over year. How are hotels accommodating workers?

These models differ in more than price. A short stay in a hotel room may help a seasonal worker arrive quickly, while a separate residence could offer a different arrangement for longer stays. To assess any specific offer, workers and employers need to know who qualifies, who pays, how long a place is available, whether rooms are shared, how close the housing is to work, and whether transport is practical. The reporting does not establish that one model works better than another.
What hotel housing projects have been reported?
EL PAÍS’s 14 July 2025 report described developments at several companies. The figures and terms below reflect what the report said at publication; they should not be read as confirmation of current availability or completed housing.
- Spring Hotels: The company was pursuing two employee-housing buildings with 32 and 75 homes intended for different employee groups. The report said staff would rent units for €200–€400 per month. These were reported project plans and intended rental terms, not a verified current offer or completion status. Chief executive Miguel Villarroya said, “Queremos ser parte de la solución” (“We want to be part of the solution”; translation ours) in reference to the company’s plans.
- Gloria Thalasso & Hotels: The report said the company had a Lanzarote plot with capacity for 60 employee homes, with construction dependent on financing. Capacity at a site is not the same as completed or occupied homes.
- Meliá: The report described property steps toward employee housing and free accommodation in its hotels for some workers. That does not establish a company-wide policy across roles or destinations. President Gabriel Escarrer said, “Estamos dando soluciones habitacionales que los gobiernos no están proporcionando” (“We are providing housing solutions that governments are not providing”; translation ours). This is Escarrer’s view, not an independently established finding.
Is there a Balearic Islands housing program for hotel staff?
No. Balearic Islands Law 3/2024 is a regional measure for specified public healthcare employees and public non-university teaching staff serving in Ibiza and Formentera in roles classified as difficult or very difficult to cover. Agreements with participating businesses set terms such as maximum rates, minimum reserved units and permitted stay periods; where possible, the accommodation is to be physically separated from ordinary guests. Qualifying workers who pay for their stay may receive reimbursement of up to €400 per month, subject to eligibility and the law’s provisions. Participating tourist-home operators may qualify, excluding primary-residence rental. This arrangement addresses temporary accommodation for particular public-service roles, not hotel employers’ broader staff-housing choices.
What this means for workers and hotel operators
For workers, “housing included” can describe very different arrangements: free lodging, a room in an operating hotel, shared or employer-rented accommodation, or a proposed rental in a building that is not yet complete. Before relying on an offer, the employee needs the actual terms—cost, duration, privacy, eligibility and location—rather than the label.
For operators, the examples suggest a move from using existing premises or rented accommodation toward more deliberate housing provision, including purpose-built projects. EL PAÍS’s reporting connects the effort to the difficulty of securing workers in destinations where housing is costly or scarce. The available evidence does not quantify effects on hiring, turnover, wages or hotel capacity, so these should be treated as employer responses rather than proven solutions to staffing problems.
