For a narration-led 24/7 story stream, use −18 LUFS integrated per complete episode as a practical starting target, then check true peak and listen to the transitions. This follows Audio Engineering Society guidance for measurable speech in internet audio distribution; it is not a child-specific hearing-safety level. Measure every episode using the same BS.1770-compliant method so the results are comparable.

What episode normalization should accomplish

Normalization makes episodes more consistent in perceived program loudness. It is not simply a matter of matching peak sample values: an episode can have a low peak yet sound loud overall, or have sharp peaks while most of its narration sounds quiet.

ITU-R BS.1770 specifies methods for measuring programme loudness and true peak. LUFS is an absolute loudness scale relative to full scale. In practice, set a target for the complete episode, measure integrated loudness, and apply uniform gain toward that target. Check peaks after processing because raising a quiet episode can push its loudest moments too high.

The Audio Engineering Society describes loudness normalization as adjusting content to match a desired distribution loudness by applying uniform attenuation or gain. The guidance is in its 2021 AESTD1008 recommendations for internet audio streaming and on-demand distribution.

Choose a target that fits the stream

For mostly spoken stories, start at −18 LUFS integrated per episode. AES recommends −18 LUFS for measurable speech and also gives −18 LUFS as a drama example for radio-style streams. Treat it as a distribution target to validate in your playback chain, not as a universal setting for all content.

These figures belong to different distribution contexts and should not be swapped as if they were competing universal standards. For example, EBU R 128 is broadcast guidance, while Apple’s recommendation addresses podcast delivery and Apple playback behavior. An EBU supplement specifically addresses streaming, but the target for your own stream still depends on its destination and playback chain: EBU R 128 S2, Loudness in Streaming.

Measure and normalize each episode

  1. Write down the target and measurement scope. Specify integrated loudness per complete episode, and use the same target and meter method throughout the catalogue. For speech-led stories, begin at −18 LUFS.
  2. Measure the full rendered episode. Use a meter that implements ITU-R BS.1770 and record integrated loudness and true peak for each file. Refer to the in-force ITU-R BS.1770-5 recommendation. A meter should report both values; use the same settings and measurement scope for every episode.
  3. Calculate the needed gain. The difference between the measured integrated loudness and target gives the uniform gain adjustment to try. If a file measures quieter than the target, raising it also raises its peaks. If it measures louder, attenuation may be enough without peak processing.
  4. Control peaks only when needed. If the gain would create excessive true peaks, consider limiting the offending material. Listen for pumping, harshness, clipped transients, or other audible changes: AES notes that peak limiting can alter content. Do not flatten every performance just to make the meters match.
  5. Measure the final encoded file again. Encoding and the playback chain can affect what listeners receive. Apple’s page explains that compression algorithms may not modify loudness and discusses true-peak handling; its −16 dB LKFS and −1 dB FS figures remain Apple-specific podcast recommendations, not universal stream limits.
  6. Listen through the sequence. Check representative adjacent episodes at ordinary playback levels. Pay attention to narration audibility, music and effects, quiet openings, long pauses, and loud-to-quiet transitions. Meter readings help compare assets, but they cannot tell you whether an edit or mix sounds natural.
  7. Keep a quality-control record. For each episode, log source and final integrated loudness, true peak, gain applied, limiter use, and the measurement method. If your format supports loudness metadata, it may help a compatible player adjust playback gain; do not assume every streaming player honors it. The EBU ADM guidance describes loudness metadata fields.

Account for speech, music, and intentional dynamics

Equal integrated loudness does not always mean equal perceived loudness across different types of material. AES reports that speech normalized to the same BS.1770 integrated loudness as music may be perceived 2–3 dB louder, based on formal listening-panel tests. It notes that separately normalized music may be set 2–3 LU higher when speech and music are combined.

For a story stream, do not treat that figure as a mandate to raise every music bed. First compare speech-only episodes with music-heavy ones, and judge narration intelligibility and balance in context. Preserve intentional differences in dramatic delivery; the aim is to avoid distracting jumps between episodes, not to make every sound equally loud.

What this does—and does not—say about children’s listening

The cited standards and platform materials establish distribution and measurement guidance, not a pediatric exposure limit or a special loudness target for children’s programming. A −18 LUFS target is therefore a production consistency choice for speech-led internet audio, not hearing-safety advice. If you need a safety limit, these sources do not establish one.

Troubleshoot uneven episodes

  • The meter matches, but one episode sounds louder. Check whether it contains more music or effects, or more sustained dense sound. Integrated loudness comparisons do not erase differences in content or perceived speech-versus-music balance.
  • Raising a quiet episode causes harsh peaks. Inspect the loudest effects and transients. Reduce or limit only what needs control, then re-measure and listen for processing artifacts.
  • The episode measures correctly before upload but sounds different in the stream. Measure the final encoded file and check the encoder, player, and distribution platform. Do not assume loudness metadata is used by the player.
  • Episodes are consistent individually but transitions still jar. Listen across the actual episode order, including endings and openings. Integrated measurements do not assess pauses, edits, or the emotional contrast of adjacent scenes.
  • A target from another service seems more appropriate. Confirm that it is intended for the same destination. Broadcast, internet-streaming, and podcast figures reflect different contexts; use the platform’s guidance when delivering specifically to that platform.
