You can loop one local cartoon file in OBS with a Media Source, or play a sequence of files with OBS’s VLC Video Source. For a playlist, install VLC first, add the files, enable looping, and check how the source behaves when it becomes hidden in a scene. Before streaming, confirm you have the rights to broadcast the cartoons and set the YouTube audience designation accurately: a playlist does not grant distribution rights, and cartoon content may be made for kids.
Choose the right OBS source

OBS’s Media Sources guide lists supported formats including MP4, TS, MOV, FLV, MKV, AVI, GIF, and WebM for video, and MP3, AAC, OGG, and WAV for audio. The guide was published January 11, 2022; check current OBS and VLC compatibility if your setup differs.
Prepare the stream before configuring OBS
Confirm broadcast rights
Having a cartoon file on your computer, or access to it through a subscription or purchase, does not by itself establish permission to redistribute it in a public livestream. Confirm that your rights cover livestreaming, the platform you will use, and the territories where viewers may watch. OBS and YouTube’s guidance do not determine whether you have rights to any particular cartoon.
Check YouTube eligibility and audience settings
YouTube says livestreaming requires a verified channel with no live-streaming restrictions in the prior 90 days. Livestreams must also comply with YouTube’s Community Guidelines and Terms of Service. See YouTube’s live-streaming requirements for current account conditions.

You must designate whether the stream is made for kids. YouTube’s audience-setting guidance says to consider the content and intended audience; child-appealing characters, including cartoon figures, are among the relevant factors. Do not infer the answer from the file format alone.
Set up a playlist in OBS
- Install VLC if needed. OBS’s VLC Video Source is unavailable without VLC. Match bitness: a 64-bit OBS installation requires 64-bit VLC. Restart OBS after installing if the source is not listed.
- Add the source. In the relevant scene, use the Sources panel’s add control and choose VLC Video Source. Give it a descriptive name so you can identify it later.
- Add the local files. In the source properties, add the intended files to the playlist. Arrange them in the desired order, or enable Shuffle Playlist if you deliberately want randomized playback.
- Enable repeat playback. Confirm Loop Playlist is enabled so playback returns to the beginning when the list ends. Although this is the documented default, verify it in the source properties.
- Review visibility behavior. OBS documents the default as “Stop when not visible, restart when visible.” This concerns whether the source is visible in an OBS scene—not whether the OBS application window is on screen. If the source becomes hidden during a scene change, playback may stop and restart when shown. Inspect the source’s visibility behavior and test your actual scene transitions.
- Test the full sequence. Start playback and check that files appear in the intended order, the last item wraps to the beginning, and scene changes do not interrupt playback unexpectedly. Also test source activation and an OBS restart before relying on the setup for continuous operation.
- Connect YouTube and test cautiously. Add your YouTube stream key in OBS’s streaming settings, keep it private or otherwise controlled while checking the output, and confirm picture, audio, and audience designation before making the stream public.
OBS’s guide lists 400 ms as the VLC source’s default network caching value. That is a setting, not a promise of smooth playback or uptime; there is no universal value established here for every connection and media library.

Loop just one cartoon file
If you only need one file to repeat, add a Media Source instead of installing VLC for a playlist. Select the local file and turn on Loop, which is off by default. Also review Restart playback when source becomes active, on by default, and test what happens when you switch scenes or restart OBS.
Understand YouTube limits for made-for-kids streams
YouTube lists feature restrictions for streams set as made for kids, including live chat and personalized advertising. Its live-stream guidance says personalized ads are disabled for made-for-kids streams, although contextual ads may be shown. Do not promise standard live chat, Super Chat, or personalized-ad revenue for this stream. Confirm the current rules on YouTube Help before launch because platform policies can change.

Keep expectations realistic for 24/7 operation
A looping playlist automates playback; it does not guarantee that OBS, the computer, power, or internet connection will remain available continuously. The OBS documentation describes source controls but does not promise seamless transitions, crash recovery, or a universal hardware or connection specification. Monitor the stream and test the entire operating setup, including what you will do if OBS or the connection stops.
Troubleshoot common setup problems
- VLC Video Source is missing: Install VLC, ensure its bitness matches OBS (64-bit OBS needs 64-bit VLC), then reopen OBS.
- The list stops after its last file: Open the source properties and turn on Loop Playlist.
- Playback order changes unexpectedly: Check that Shuffle Playlist is off if you want a fixed sequence.
- Playback stops or restarts after a scene change: Review the source’s visibility behavior and whether it is hidden in the destination scene; test the chosen setting across real scene transitions.
- A single file does not repeat: In Media Source properties, enable Loop.
- The stream will not start: Check YouTube’s channel verification and recent restriction eligibility, the stream key, and the current live-stream requirements. Keep the audience designation and rights checks separate from technical troubleshooting.
