For H.264, start at 14 Mbps for 1080p30, 17 Mbps for 1080p60, or 8 Mbps for either 720p30 or 720p60. Choose the rate for your ingest codec, resolution, and frame rate, then confirm your upload connection can sustain it with headroom.
Choose a live-ingest bitrate for your stream
A prerecorded video becomes a live ingest stream when an encoder plays it and sends its output to YouTube Live. The file’s prerecorded status does not change which bitrate guidance applies: use the live encoder table for the codec, resolution, and frame rate you send. YouTube then transcodes live streams into formats for viewers, so the encoder bitrate is the feed sent to YouTube, not a guarantee that each viewer receives that bitrate.
YouTube’s current live encoder recommendations include these common starting points:

These are YouTube’s recommended live-ingest targets, not a special 24/7 preset. Its table also specifies minimum settings: for H.264 they range from 0.4 Mbps at 480p30 to 14 Mbps at 2160p60; for AV1 or H.265 they range from 0.3 Mbps at 360p30 and 480p30 to 10 Mbps at 2160p60. A minimum is not the same as a recommended target; use the recommendation when your connection can sustain it.

Pick the resolution, frame rate, and codec
Make the choice in this order: decide the resolution and frame rate that suit the program, choose a supported ingest codec in your encoder, and check that your stable upload capacity can carry the corresponding bitrate. YouTube’s table varies its recommendation by resolution, frame rate, and codec. Its general advice is to use the highest supported resolution and bitrate you can stream reliably.
- Resolution and frame rate: Higher settings require more upload capacity. Match the encoder output to the program you intend to deliver rather than selecting a number without checking its corresponding row.
- Codec: YouTube lists H.264, H.265 (HEVC), and AV1 for live video. The recommended rate differs by codec; do not use the H.264 figure for an AV1 or H.265 feed.
- Motion and detail: A quiet, mostly static scene may look acceptable at a lower bitrate with some encoders, while fast motion or fine detail may need more. YouTube’s table does not set a motion-based discount, so test representative footage instead of assuming a lower rate will suffice.
Leave upload headroom for continuous streaming
YouTube Help says the total streaming bitrate must not exceed available upload bandwidth and recommends leaving 20% room. Treat that 20% as YouTube’s general guidance, not a guarantee of uninterrupted service or a separate formula for 24/7 broadcasts.

- Measure outbound upload speed under conditions similar to the planned stream, including the times when your network is busiest.
- Compare usable upload capacity with the encoder’s sustained output. Keep the stream below capacity with room for normal variation; include the combined bitrate if other live outputs share the same connection.
- Test the complete playback-to-encoder-to-network chain with representative content and monitor stream health. For continuous operation, repeat checks under realistic conditions: shared network use or a temporary connection disruption can affect a stream.
Bandwidth speed-test results are snapshots, not proof that an upload rate will remain available around the clock. If the connection cannot reliably sustain a recommended target with headroom, reduce the output resolution or frame rate and use the corresponding bitrate row.
Set the encoder and validate the feed
YouTube’s live encoder guidance lists RTMP or RTMPS as the protocol, supports H.264, H.265, and AV1 video, and allows up to 60 fps. It recommends constant bitrate (CBR), a two-second keyframe interval, and AAC or MP3 audio. Do not set the keyframe interval above four seconds.

- Choose the protocol: Use RTMPS when available; YouTube recommends it as the secure extension of RTMP.
- Set video output: Select the intended resolution, frame rate, and supported codec, then enter the matching live-ingest bitrate from the table.
- Set rate control and keyframes: Choose CBR and set keyframes to every two seconds; keep the interval at four seconds or less.
- Set audio: Use AAC or MP3 for the live feed.
- Test before going live: YouTube Help advises testing before a live stream. Use a segment with audio and motion similar to the actual program, then review stream health and messages during operation.
Choose latency according to the program. YouTube notes that lower latency can increase playback buffering; it matters less when viewers do not need to interact with the stream. Latency is a separate setting from bitrate.
Do not use uploaded-file bitrate guidance for live ingest
YouTube maintains a separate page for recommended upload encoding settings. For example, that page recommends 8 Mbps for H.264 1080p uploads at standard frame rates and 12 Mbps at high frame rates. Those figures concern video files uploaded to YouTube, not the live encoder feed produced when a prerecorded program is streamed through YouTube Live. Choose the table that matches the workflow.

Troubleshoot bitrate and stream-health problems
- The stream is unstable or disconnects: Check whether the encoder’s total output, including any simultaneous streams, is close to or above available upload capacity. Measure again under realistic network use and leave the headroom YouTube recommends.
- YouTube reports poor stream health: Review the encoder’s resolution, frame rate, codec, bitrate, and keyframe interval against the live settings above. Test with representative content and read YouTube’s stream-health messages.
- Picture quality is poor despite a high bitrate: Confirm that the encoder is using the intended codec and output resolution. A high bitrate alone does not establish that the right settings or source material are being sent.
- The connection cannot sustain the selected target: Lower resolution or frame rate, then choose the matching recommended bitrate. Do not simply substitute an uploaded-file bitrate figure.
- Playback buffers at low latency: Consider a less aggressive latency setting if real-time interaction is not needed; YouTube warns that lower latency can mean more buffering.
