Yes. A channel-permissions Manager or Editor can manage livestreams, and YouTube says channel delegates can start a stream only from YouTube Live Control Room. The key difference is that Managers can manage channel permissions; Editors cannot. Editors also cannot delete scheduled, live, or completed streams, and they cannot reset a stream key.
What Managers and Editors can do
YouTube’s channel permissions distinguish these roles in several important ways:

These are channel-permissions roles, not simply labels someone assigns informally. If an Editor needs a permission change or stream-key reset, ask a Manager or Owner to make it. A stream key is a credential that connects an encoder to the livestream, so share and handle it carefully.
How an Editor or Manager starts a livestream
- Confirm the channel is eligible. YouTube says the channel must be verified and must not have had live-streaming restrictions during the previous 90 days. Its stated minimum age for livestreaming is 16. A permitted role does not override these channel requirements.
- Open YouTube Studio and choose Create → Go live. This opens YouTube Live Control Room, where a delegate can start the stream.
- Set up the stream using the appropriate method. YouTube lists mobile, webcam, encoder, and console as streaming methods. Choose the one that fits the production; the method does not change what the Editor or Manager role allows.
- Start the stream from Live Control Room. YouTube’s guidance says channel delegates can start a livestream only from YouTube Live Control Room.
If the Editor cannot complete a task
- They cannot find a way to start from another interface: use Live Control Room; YouTube specifies it as the place delegates can start a stream.
- The channel cannot go live: check verification status and whether a live-streaming restriction occurred in the past 90 days.
- A stream key needs changing: an Owner or Manager must reset it; an Editor cannot.
- A scheduled, live, or completed stream needs deleting: an Editor cannot delete it, so have an authorized Manager or Owner handle the task.
- The Editor needs to invite another person or change access: a Manager can manage channel permissions; an Editor cannot.
