Oracle’s published Always Free allowance includes 10 TB of outbound data transfer per month. By raw data volume, that can cover an uninterrupted 30-day YouTube stream at the platform’s recommended H.264 1080p bitrates—but it does not guarantee that a free VM can sustain the network throughput or encoding workload. Treat bandwidth volume, VM capacity, and actual stream stability as separate questions.
What Oracle Free Tier allows
Oracle’s Always Free Resources documentation lists a monthly 10 TB outbound data transfer allowance. It is a data-volume allowance, not a promise of a particular sustained upload speed.
The same documentation describes these Always Free compute resources:
- Ampere A1: 1,500 OCPU hours and 9,000 GB hours per month, described as equivalent to 2 OCPUs and 12 GB of memory in aggregate. The allowance is shared across A1 instances; splitting it among instances does not increase the total.
- AMD VM.Standard.E2.1.Micro: up to two instances, each with 1/8 OCPU and 1 GB of memory.
Always Free compute instances must be provisioned in your tenancy’s home region. Actual availability depends on your account and region; Oracle notes that an out-of-host-capacity error can be temporary. Check your tenancy’s current values under Limits, Quotas and Usage rather than assuming every listed resource is available to you.

Oracle’s Free Tier page distinguishes Always Free resources from trial credits of up to $300 for up to 30 days. Trial credits and paid resources are not perpetual Always Free capacity.
How much data does a 24/7 stream use?
YouTube’s current live encoder guidance recommends H.264 bitrate ranges of 5–14 Mbps for 1080p30 and 6–17 Mbps for 1080p60. The following estimates use decimal Mbps and a 30-day month, multiplying bitrate by the seconds in that period:

These are arithmetic estimates, not Oracle or YouTube transfer guarantees. They exclude protocol overhead, reconnects, additional simultaneous streams, backups, and other outbound traffic. Leave room below the 10 TB allowance and monitor actual transfer. A stream can remain under the monthly volume limit and still fail from insufficient throughput, compute limits, host capacity, configuration problems, or YouTube ingestion issues.
Will a free VM encode or relay the stream?
The VM’s workload matters. Encoding video on the instance uses CPU, and whether a particular shape can encode your chosen resolution, codec, and frame rate reliably depends on the software and workload. Oracle’s published resource quantities do not establish encoder performance for a nonstop livestream.

If another machine or service generates the stream and the VM only relays it, its CPU needs may differ from those of a VM doing the encoding. That distinction is a practical consideration to test, not an Oracle guarantee. The AMD micro instances are especially limited in listed CPU and memory compared with the aggregate A1 allowance; neither shape has a documented nonstop-stream performance benchmark in Oracle’s resource figures.
Use YouTube-compatible encoder settings
YouTube supports RTMP and RTMPS for live ingestion and recommends RTMPS. Its current guidance lists H.264, H.265, and AV1 options, supports up to 60 fps, and recommends constant bitrate encoding with a two-second keyframe interval (no more than four seconds). For H.264, use YouTube’s recommended bitrate range for your resolution and frame rate; the 1080p values are shown above.

Check that total stream bitrate fits the upload bandwidth actually available to the sending system. As YouTube puts it in its streaming tips, “The total bitrate you’re streaming cannot exceed the amount of upload bandwidth available.” Test with representative audio and motion, watch stream health, and review any warnings before relying on the setup continuously.

- Check your tenancy’s limits and quotas. Confirm the available Always Free compute and outbound transfer in your home region. Oracle’s Limits by Service documentation directs users to consult current tenancy values; limits may be scoped to the tenancy and service.
- Choose the workload and shape. Decide whether the VM will encode video or relay a stream produced elsewhere. Confirm software and architecture compatibility, memory and CPU needs, and that the desired instance can be provisioned.
- Configure the encoder for YouTube. Use a supported ingestion protocol, constant bitrate, a two-second keyframe interval (never over four seconds), and a bitrate within YouTube’s recommendation for the selected output.
- Run a representative test. Test the actual instance, region, video, audio, resolution, frame rate, and stream path. Check YouTube stream health and warnings, and verify that the instance sustains the required throughput and encoding or relay workload.
- Monitor during operation. Track actual outbound transfer against the monthly allowance, along with resource use, connection interruptions, and YouTube ingestion status. Reassess if you add streams or other outbound traffic.
Common failure causes and what to check
- The instance cannot be created: an out-of-host-capacity response may be temporary. Check the tenancy’s home-region availability and retry later; do not assume another region qualifies for the home-region Always Free compute allowance.
- The stream drops or reports unstable health while transfer remains below quota: the 10 TB allowance says nothing about sustained throughput. Test the actual network path and bitrate, and inspect YouTube’s stream-health warnings.
- Encoding overloads the VM: reduce the workload or test a different eligible shape or encoding approach. Published OCPU and memory allowances alone do not confirm real-time performance.
- The stream exceeds expected monthly usage: account for overhead, reconnects, multiple streams, backups, and other outbound traffic. Compare observed transfer with the 10 TB monthly allowance, not just the raw video estimate.
- YouTube rejects or degrades the incoming feed: verify protocol, codec, constant bitrate, keyframe interval, total bitrate, and available upload bandwidth against YouTube’s current guidance.
