To livestream a town hall on YouTube, enable live streaming on the channel, schedule the event in YouTube Studio, choose webcam streaming for a simple single-camera meeting or an encoder for slides and more complex audio/video, then test the event link, sound, picture, and venue upload connection before attendees arrive. Enable live streaming early: first-time activation can take up to 24 hours.
Choose webcam streaming or an encoder
YouTube offers two main ways to go live. Choose based on what the meeting needs, not on the assumption that a town hall requires a complex production.

A panel with several speakers or a presentation with slides will often be easier to manage through an encoder; that is a practical choice, not a YouTube requirement. YouTube says expensive equipment is not necessary. An external microphone is an optional upgrade if the room audio is unclear or several people need to be heard; there is no particular model required by YouTube.
Prepare the channel and schedule the event
- Check eligibility and activation. Verify the channel and enable live streaming in YouTube Studio. Confirm there is no live-stream restriction that would prevent the event. YouTube’s current help guidance says streamers must be at least 16. First-time activation may take up to 24 hours, so do not leave it until the day of the meeting.
- Open YouTube Studio’s Live Control Room and schedule the stream. Enter an accurate title and description, choose the intended privacy setting, and set the event time. Confirm the selected webcam or encoder workflow matches your production.
- Copy and test the watch-page URL. Share the event page link with attendees, not an encoder configuration screen or stream key. Open the link yourself, and ask someone who is not signed into the organizing account to confirm the page is accessible as intended. Viewers can set reminders for scheduled streams.
- Decide what should happen to the replay. Choose the stream’s visibility with the replay in mind. You can review available visibility controls after the meeting as well.
Set up and rehearse the production
If you use a webcam
- Open the scheduled event in YouTube Studio and select the webcam option.
- Select the intended camera and microphone, then check the preview for framing, lighting, and readable presentation materials.
- Speak at normal meeting volume and have speakers move as they will during the town hall. Listen for echo, background noise, and uneven volume.
If you use an encoder
- Configure the encoder at least two hours before the event, following YouTube’s timing guidance.
- Connect it to the scheduled YouTube stream using the stream key. Treat the key as a credential: do not show it on a public screen share or include it in a recording. If it is exposed, use YouTube’s reset process.
- Use RTMPS where the encoder supports it. YouTube says RTMPS encrypts data in transit to and through Google’s servers.
- Begin sending the encoder feed at least 15 minutes before the scheduled start. Check the Live Control Room preview and stream health before you start the event for viewers.
Rehearse privately or unlisted if that suits the meeting. Test speech, representative movement, slides, and any switching between speakers. Verify that any local recording is actually being written. Open the attendee watch page on both desktop and a phone.

Check venue upload capacity
Test outbound upload speed at the venue using the actual connection you will use for the town hall. YouTube recommends upload bandwidth with 20% headroom beyond the combined stream bitrate. This is guidance, not a promise of uninterrupted service. Account for other people and devices using the same connection; if you send a backup feed as well, reserve capacity for it too.
- Prefer a stable venue connection and avoid unnecessary competing uploads during the event.
- Check the stream health in Live Control Room during rehearsal and keep monitoring it while live.
- For an encoder backup or failover arrangement, test the handoff before the town hall rather than assuming it will work.
Run the town hall and handle the replay
Before going live
- Confirm the scheduled event page is available and that attendee notices use its correct URL.
- Confirm the preview, audio, camera framing, and stream health are acceptable.
- Keep the stream key private and avoid exposing encoder setup details during screen sharing.
During the event
Monitor picture, sound, and stream health throughout. If a problem occurs, check the encoder or selected camera/microphone, the connection, and the Live Control Room status; use the tested backup plan if you have one. YouTube’s setup guidance does not guarantee that a stream will remain uninterrupted.

After the event
Stop the stream using the YouTube or encoder controls as appropriate, then check YouTube Studio’s Live tab for the archive. YouTube’s cited webcam and encoder guidance says streams shorter than 12 hours are automatically archived. Review the replay’s visibility and decide whether it should remain public, be unlisted, or be removed.
Follow YouTube rules and your event obligations
Livestreams must follow YouTube’s Community Guidelines and Terms of Service, and YouTube can restrict live-stream access. Use material you have the right to show or play, including presentation media and music. YouTube’s general setup guidance is not town-hall-specific legal advice: organizers should separately check any local requirements for public access, notices, records retention, or captions that apply to their meeting.
