For most YouTube creators, the immediate action is to check YouTube Studio for updated monetization-module terms and accept the modules that apply by January 31, 2027. YouTube says the announced changes take effect February 1, 2027. Missing the deadline stops earnings from the affected features, but does not by itself remove a channel from the YouTube Partner Program (YPP); accepting later restores access to those features. These are announced future rules, not changes already in effect.
What creators should do now
- Sign in to YouTube Studio and check the dashboard or Earn tab for a terms notification.
- Open each applicable module, review its terms, and submit acceptance by January 31, 2027 if you want to continue earning through its associated features after February 1.
- For a standing record of agreements already accepted, go to YouTube Studio → Settings → Agreements. Confirm what is shown for your own channel; the modules can vary by account and features.
YouTube’s announced modules are the Watch Page Monetization Module, Shorts Monetization Module, and, where applicable, the Commerce Product Module. Creators may accept some or all modules. YouTube says earnings from associated features stop from February 1 if the relevant module is not accepted by the deadline, and resume when it is accepted later. YouTube also says this lapse does not itself change YPP status. YouTube’s YPP update and terms guidance describe the process.
If you are part of an MCN
For an owned-and-operated channel, YouTube says the managing MCN must accept the updated terms by the deadline. For an affiliate channel, the channel itself must accept the applicable modules. If you are unsure which relationship applies, check the notice and agreements for your account rather than assuming another channel’s steps apply.
What the announced 2027 YPP changes mean
YouTube groups its announced changes around Premium Lite, Shorts earnings, YPP entry thresholds, activity rules, and a contract migration for some creators. The table distinguishes who each rule concerns and what it measures. Unless noted otherwise, YouTube says these changes begin February 1, 2027; the figures below are announced program rules, not rules already in force.

#1 Best Overall
| Change | Who it concerns | What YouTube announced |
|---|---|---|
| Premium Lite and Premium views | Creators whose videos receive eligible Premium Lite or Premium views | YouTube says Premium Lite will expand to all countries where Premium is available. It describes a pool representing 60% of net subscription revenue for Premium Lite and 30% for Premium views. These are pool percentages, not a promise that an individual creator receives that percentage of a subscriber’s payment. Premium Lite earnings are to appear within standard YouTube Premium metrics in Analytics. YouTube Help |
| Shorts Creator Pool monthly earnings | Creators seeking monthly earnings from the Shorts Creator Pool | Creators will need 10 million qualified Shorts views in the prior 90 days to earn from the pool each month. Falling below this threshold does not remove a creator from YPP or affect other YPP earnings, including long-form video. YouTube Help |
| Other Shorts opportunities | Creators who meet the criteria for specific programs | YouTube describes possible YouTube Shopping bonuses, production credits for brand deals, and cultural-trend activations. Eligible creators may also earn a direct 45% share from ad placements when an advertiser targets a group of five or fewer channels, in addition to standard Shorts Creator Pool earnings. These opportunities are not guaranteed to every creator. YouTube Help |
| YPP entry for new creators | New applicants seeking YPP entry | The announced threshold is 1,000 subscribers plus either 8,000 qualified watch hours in the previous 365 days or 20 million qualified Shorts views in the previous 90 days. YouTube says this entry change does not affect existing YPP status. YouTube Help |
| Earlier earning features | Creators seeking fan funding, YouTube Creator Partnerships, or YouTube Shopping access | YouTube says those eligibility thresholds do not change in this update: access begins at 500 subscribers plus either 3,000 qualified watch hours in a year or 3 million qualified Shorts views in 90 days. YouTube Help |
| YPP activity | Channels already in YPP | A channel will count as active if it meets any one of these measures: 1,000 qualified watch hours in 365 days; 1 million qualified Shorts views in 90 days; or two long-form videos or five Shorts uploaded every 90 days. If an existing YPP channel falls below the activity standard, YouTube says it gets an additional 90 days to meet either the watch-hour or Shorts-view activity measure. YouTube Help |
| Commerce Product Module migration | Some creators who enabled memberships, Super Chat, or similar features before 2023 | Creators who remain on the Commerce Product Addendum need to accept the current Commerce Product Module by January 31, 2027 to keep earning from associated features after February 1. YouTube says the migration does not change eligibility thresholds, feature operation, or revenue share. YouTube Help |
Do not confuse the Shorts thresholds
The 20 million qualified Shorts views in 90 days is one alternative for a new creator’s YPP entry threshold, alongside 1,000 subscribers. The 10 million qualified Shorts views in the prior 90 days is the announced monthly eligibility measure for earning from the Shorts Creator Pool. They apply to different questions. Neither replaces the separate activity measures for existing YPP channels.
Terms of Service, monetization modules, and policies are different things
“YouTube terms” can mean several layers. The general Terms of Service govern use of the service. YPP modules are separate agreements for particular monetization features. Other requirements—including Community Guidelines, Platform Policies, monetization policies, advertiser-friendly content guidelines, AdSense Program Policies, and feature-specific rules—can apply as well. YouTube’s terms guidance and monetization policy pages set out these separate obligations: Terms of Service, YouTube Partner Program overview, and YouTube channel monetization policies.
Earlier general Terms update: historical context
A separate general Terms update took effect in the United States starting November 2020 and outside the United States starting June 1, 2021. YouTube’s FAQ said it covered explicit facial-recognition restrictions, YouTube’s right to serve ads in additional areas such as videos, the homepage masthead, and search results, and treatment of YouTube payments as royalties for U.S. tax purposes, with withholding as required by law. This historical change is not the announced 2027 YPP-module update. YouTube explained its periodic updates this way: “At YouTube, we periodically update our Terms of Service to make sure they are clear, easy to understand and meet the needs of our partners, advertisers and viewers.” Updated Terms of Service FAQs

Recent policy clarifications are not general Terms changes
“Inauthentic content” monetization policy
On July 10, 2025, TeamYouTube said the “repetitious content” monetization policy was being renamed “inauthentic content” to clarify that mass-produced or repetitive material was covered. TeamYouTube described this as a clarification of the existing requirement for original and authentic YPP content, regardless of how the content was made. It is a monetization-policy clarification, not a change to the general Terms of Service. TeamYouTube announcement
AI disclosure guidance
A TeamYouTube post dated May 27, 2026 described an updated creator-led disclosure model for content made with or meaningfully altered using AI, and said creators who consistently fail to disclose may face penalties. An August 3, 2026 update described how to find automatically labeled videos in Studio and correct some labels, while noting some automatic labels cannot be removed. These are disclosure-policy and tooling updates, not verified revisions to the general Terms. TeamYouTube AI disclosure update

If you received a separate-contract transition notice
This process applies only to partners who received an individual notice that YouTube is transitioning their separate contract to the general Terms of Service. YouTube says the transition can follow low activity during the preceding year or infrequent use of Content Manager tools. Affected accounts transition automatically; existing channels and videos remain on YouTube, but Content Manager access and some Analytics or Content Manager reports may be lost. Download any reports you want to keep before the transition. Eligible partners may apply to YPP afterward if it is available in their country. YouTube’s contract-transition FAQ
What to check before accepting
- Confirm the notice belongs to the channel you manage and identify which modules it lists.
- Review each module against the features you use; acceptance may be feature-specific rather than all-or-nothing.
- If an MCN manages the channel, establish whether it is an owned-and-operated or affiliate channel and who must submit acceptance.
- If you have a separate-contract transition notice, export reports you may need before the transition date.
- For questions about tax treatment or contract obligations, read the terms shown in your account and seek qualified advice where appropriate; this overview is not individualized legal or tax advice.
