A screenshot preserves the page’s visible appearance at one moment; it does not, by itself, preserve the page’s resources or the context needed to interpret and manage a web capture. For a long-term archive, capture the site and reachable resources in a web-archive format such as WARC, keep descriptive and preservation metadata with the files, document what the capture missed, and maintain additional readable copies. Save a labeled screenshot alongside the archive when a visual reference is useful.
What a long-term web archive needs to preserve
Treat preservation as a workflow, not as a file-format choice. A useful archive keeps the captured web resources together with information about when and how they were captured, what they represent, and what could not be captured.
- Web content: the page and reachable resources, rather than only a rendered image.
- Capture context: structured information about the capture and its resources.
- Description: information that helps people find and interpret the archived material.
- Preservation record: information about preservation objects, events, rights, and responsible agents where appropriate.
- Visual reference: an optional screenshot associated with the corresponding archive capture.
- Ongoing care: additional copies and periodic checks that files remain readable.
The Library of Congress identifies WARC as its preferred web-archive format and also lists WACZ and ARC_IA as acceptable in its Recommended Formats Statement for Web Archives. A format packages information; the capture tool determines what it can actually retrieve. Neither choice guarantees a complete capture or flawless future rendering.
Choose a capture format and tool
WARC is a container for multiple harvested resources and related records. Its records include fields documenting such details as date, type, and length, and can preserve capture context that supports later indexing and stewardship. See the Library of Congress WARC format description. The Library’s preferred-format guidance also lists WACZ and ARC_IA as acceptable; it does not establish that one is universally best for every handoff or replay workflow.

Capture the page, then add a visual record
- Select a web-archive capture tool. Confirm that it can export a format your collection can retain and your intended tools can handle. Consider the scope of its crawl and how it reports failures or access restrictions.
- Capture the page and reachable resources. A single screenshot records a visible rendering. A web-archive capture can package multiple resources and capture information, but it may still omit content the tool cannot access.
- Record capture context. Preserve the target URL, capture date and time, responsible person or organization, purpose or collection context, and known limitations in your collection description or associated metadata.
- Save a screenshot if it adds value. Keep it associated with the relevant archive capture and label it with the page URL and capture timestamp. This is a practical filing convention, not a naming schema prescribed by the cited sources.
- Validate the saved output. Check that the archive and screenshot files open in the tools intended for them, and note any missing or inaccessible content rather than implying the capture is complete.
- Maintain additional copies. Store copies separately enough that one damaged or lost copy does not become the only record, and periodically check readability. The Library of Congress describes managing multiple copies for long-term preservation and access; it does not specify a particular checksum schedule, storage architecture, or consumer drive in the cited FAQ.
A screenshot is useful as a visual reference or thumbnail, but it should not be treated as a substitute for captured resources and their context. That distinction follows from the Library of Congress’s descriptions of WARC and web-archive capture; the cited sources do not prescribe a screenshot-specific preservation standard.

Preservation actions and responsibility
PREMIS provides a preservation-metadata model for Objects, Events, Rights, and Agents. The Library of Congress identifies PREMIS 3.0 as its named resource for this model. Use it when your preservation workflow needs a structured account of what is being preserved, what actions occur, relevant rights, and who or what is responsible.
Collection description for people
Provide a human-readable description that gives researchers a way to discover and interpret the capture. At minimum, record the target URL, date and time, responsible person or organization, purpose or collection context, and known capture limitations. These descriptive details complement, rather than replace, technical capture records or a preservation-metadata model.
Document what the capture could not include
Web capture is incomplete by nature. The Library of Congress notes that streaming media, deep-web and database content, externally queried visualizations, some interactive maps, and restricted content may remain unavailable in captures. The Library of Congress web-archiving FAQ and its format guidance describe these limits.

State the limitation plainly in the archive’s description. For example: “The capture records the page as retrieved on [date and time]. The embedded map depends on an external query and may not be represented in the archive.” Do not say that a crawler captured everything or that an archive will reproduce every interaction or dynamic state.

- Use stable URIs and transparent links that crawlers can follow.
- Provide a sitemap.
- Avoid robots.txt rules that block essential CSS or JavaScript from crawlers.
- Use web standards and open, sustainable formats where practical.
- Embed character encoding and useful descriptive metadata.

Common preservation mistakes to avoid
- Keeping only an image: a screenshot records appearance, not the full set of archived resources and capture context.
- Assuming a successful download means completeness: dynamic, restricted, or externally supplied material can be absent; record known gaps.
- Confusing metadata layers: WARC capture records, PREMIS preservation metadata, and collection description have related but distinct purposes.
- Keeping one copy on one drive: a local drive can be an additional copy, but a drive alone is not a preservation strategy.
- Blocking essential assets from crawlers: site-owner guidance warns against rules that prevent capture of needed CSS or JavaScript.
- Assuming format choice guarantees future rendering: a preferred or acceptable format cannot restore resources that were not captured.
