Use PNG when you need a raster screenshot. PDF is a document output, so review its generation and downstream handling separately; conversion alone does not certify it safe.
Why rendering an SVG is a security decision
SVG is XML-based and can contain active features and references to other resources. Opening an SVG directly as a document is not the same security context as displaying it as an image. Browser restrictions that apply to SVG used as an image are not universal guarantees for SVG opened or embedded in other ways. MDN warns that accepting and executing arbitrary URLs from untrusted origins is risky (SVG as an image; SVG linking; SVGScriptElement href).
A static conversion step reduces exposure to active SVG behavior, but it does not remove every risk. A malicious or simply oversized file can consume resources, and an SVG may reference local files. Treat both the input and the renderer as untrusted-workload concerns.
Use an isolated conversion workflow
- Accept bounded bytes, not a trusted path or URL. Enforce an input-size limit before parsing. If a filesystem intermediary is necessary, write the content under a generated internal filename rather than trusting the submitted filename or path.
- Run a short-lived worker with a narrow view of the system. Use a non-privileged account, minimal read-only filesystem access, and no network access. Apply process or container CPU, memory, and wall-clock limits. These are application-level controls: librsvg explicitly notes that it does not impose total CPU and memory limits for the application.
- Choose static rendering. The librsvg project describes its scope as rendering non-animated, non-scripted SVG documents; it says it does not execute scripts or animation (librsvg overview). Do not serve the original untrusted SVG inline or as an active document merely because it has been converted.
- Keep the renderer’s protective defaults. Do not enable librsvg’s
--unlimitedoption or CairoSVG’s--unsafemode. The former disables parser and embedded-image safeguards; CairoSVG says unsafe mode resolves XML entities and permits very large files, warning of XXE and denial-of-service exposure (rsvg-convert options; CairoSVG documentation). - Set an explicit resource-reference policy. librsvg documents that its XML parser disables network access and external entities, but also that some external file references may be processed. Therefore, network blocking in the XML parser is not a reason to expose the worker’s host filesystem. Keep the worker’s filesystem and network view constrained (librsvg security guide).
- Bound output dimensions and inspect the result. Set output width and height where appropriate, then validate the resulting type, dimensions, and expected content before storing or publishing it. librsvg documents width and height controls, including proportional scaling (rsvg-convert options).
No single container configuration or size limit is established by the renderer documentation for every application. Choose limits according to your workload, then test rejection behavior and resource consumption in your own deployment.

Convert to PNG or PDF with librsvg
rsvg-convert documents PNG as its default output and PDF as a selectable output format. A basic command-line conversion is:
rsvg-convert --format=png --output=render.png input.svgFor a PDF output, use the PDF format option:
rsvg-convert --format=pdf --output=render.pdf input.svgWhere output size must be limited, provide explicit width and height options supported by the installed rsvg-convert version. Check that version’s help and documentation before deployment; the cited command reference is on librsvg’s main branch and option behavior should be verified against the release you actually install.

These commands show the conversion operation, not the security boundary. Run them inside the restricted worker described above, pass only the bounded input file, and do not grant the conversion process broad access to the host.
Choose output based on the deliverable
- PNG: Use it when you need a pixel-based screenshot. It is the natural raster output and can be checked as an image with expected dimensions.
- PDF: Use it when a document output is required. A PDF is not automatically a raster screenshot. Validate the resulting PDF and review the viewer, storage, or processing chain that will handle it; the cited renderer documentation establishes output capability, not blanket safety certification for every downstream consumer.

The choice depends on the behavior and output controls your application needs. Neither renderer’s conversion command replaces isolation, host-level limits, or a review of output handling.

Common failures and safer fixes
- The conversion hangs or takes too long: Apply a wall-clock timeout and terminate the worker when it expires. Investigate the input and renderer logs in the isolated environment; do not respond by removing resource limits.
- The worker uses excessive CPU or memory: Enforce process-level CPU and memory limits, reject inputs over your byte limit, and retain the renderer’s parser and embedded-image safeguards. librsvg does not cap total application CPU or memory use on its own (security guide).
- An SVG’s referenced image or resource is missing: Decide whether references are permitted. If they are unnecessary, keep the worker unable to access external resources. Do not grant broad filesystem or network access just to make a particular untrusted file render.
- The result has unexpected dimensions: Specify bounded width and height using options supported by the installed renderer, and inspect the actual output dimensions before accepting the file (rsvg-convert sizing options).
- A conversion fails on an SVG feature: Treat that as a renderer compatibility issue, not a reason to enable unsafe parsing or serve the original as an active document. Confirm the installed version’s supported behavior and decide whether to reject the file.
- A PDF is accepted but unsafe for a downstream workflow: Review the PDF consumer separately. The fact that a renderer can emit PDF does not establish that every viewer, parser, or later processing step is safe.
