Use your browser’s print preview and save the page to its PDF destination. Then open the saved PDF and try selecting a sentence or searching for a distinctive phrase. If the words cannot be selected or found, the file may be image-based; use OCR to add a searchable text layer.
Save the webpage as a text PDF

Open the webpage and wait for the content you need to appear.

Open the browser’s Print command or print preview. In Firefox, open the print dialog from the menu; in Edge, use the menu or Ctrl+P on Windows or Command+P on Mac. See Mozilla’s Firefox print guidance and Microsoft’s Edge print guidance.

Choose the PDF destination. Firefox labels its option “Save to PDF”; other print dialogs may use a similarly named PDF destination. Adjust page range, orientation, margins, or background options if needed.

Save the file, open it in a PDF viewer, and test selection or search. Browser, site, extension, and PDF-driver behavior can affect the result, so verify the file rather than assuming the output has a usable text layer.
Check whether the PDF contains selectable text
Try selecting a few words and copying them, or search the PDF for a distinctive phrase from the page. If either works, the document has usable text for that content. If both fail, it may be image-only or otherwise lack a usable text layer; this check indicates a problem but does not establish its technical cause.
Why is my PDF just an image?
A PDF can contain text objects, page images, or a combination. A browser print-to-PDF workflow is intended to render a live webpage for printing, but the output can vary with the page and conversion path. If the saved file behaves like a picture, first distinguish text extraction from visual layout: selectable words with a poor-looking page are a layout problem, not a reason to apply OCR.
Firefox notes that a webpage may appear differently on paper than on screen. In Edge, inspect print preview and the Background graphics setting; where available, Immersive Reader can provide a plainer version to print. Compare these options before treating the result as an image-only PDF. Firefox print settings and Edge print controls are browser-specific, and options may vary.

Make an image-only PDF searchable with OCR
OCR—optical character recognition—attempts to recognize words in page images and add a text layer. Use it when you already have an image-only PDF and need searchable or selectable text; it is a recovery step, not a substitute for browser print preview when capturing a live webpage.

Chrome: Google says Chrome’s PDF viewer can OCR scanned PDFs of physical documents. It says conversion happens on-device and the document is not sent to Google or third parties. This specific privacy statement applies to the documented Chrome feature, not to OCR tools generally. See Chrome Help.

Adobe Acrobat: Adobe’s “Paper to PDF” tutorial describes opening an image or scanned document and choosing “Recognize text” to make it searchable and editable. Feature availability may vary. See Adobe’s tutorial.
OCR can misread characters, and it does not repair page layout. Check the recognized text against the original if accuracy matters.

Keep the PDF’s structure useful
If you are converting through Acrobat, its web-to-PDF settings describe creating PDF tags to preserve HTML structure for easier navigation and accessibility. Tags can help retain structure, but their presence is not a guarantee that the document meets accessibility requirements. See Adobe’s web-to-PDF settings.
Troubleshoot failed or poor print output

Print preview fails to open: For Edge specifically, Microsoft recommends testing another site or document and trying the page in Immersive Reader where available. Its troubleshooting guidance also considers whether the issue is with the site or document, Edge, printer driver, Windows, connectivity, or hardware. These are diagnostic possibilities, not universal causes. See Microsoft’s Edge printing troubleshooting.

Text selects, but layout is wrong: Adjust page range, orientation, margins, or background graphics in print preview. Try a simplified or reader view if your browser offers one. OCR will not fix missing backgrounds, awkward page breaks, or other layout differences.

Text does not select or search: Confirm you are testing the saved PDF in a viewer, then use OCR if it is image-only. A failed selection test alone does not prove why the text layer is missing.

Content is missing: Wait for the page to finish loading before printing. Web pages may display or print differently, so inspect the preview and saved document before relying on it as a complete record.

Can I make an image-only PDF searchable without converting the webpage again?
Yes. Run OCR on the existing PDF with a suitable tool, then test the recognized text for selection and search.
Does OCR make a badly formatted PDF look like the webpage?
No. OCR adds a text layer to images; it does not correct page breaks, backgrounds, or layout.
