To put a PDF on a website, upload it through your CMS or a controlled application endpoint, store it according to whether it is public or restricted, then link to it or embed a viewer. For user uploads, validate the file and enforce permissions on upload, management, and retrieval—an embedded viewer or an unlisted URL does not make a document private.
Choose how the PDF will be published
Start by deciding who manages the document, who may read it, and what visitors need to do with it. These choices determine whether a simple CMS workflow is enough or a custom upload and delivery system is warranted.

Classify each document as public or restricted before choosing storage and delivery. Upload authorization, permission to manage a file, and permission to retrieve it are separate decisions. If a PDF is private, serve it through authenticated delivery or an appropriate short-lived access mechanism; do not depend on hiding its URL or placing it in an iframe.
Upload PDFs safely
Treat every user-supplied file as untrusted. OWASP’s File Upload Cheat Sheet recommends layered controls rather than trusting a filename or the request’s Content-Type header.

- Require authorization. Authenticate uploaders and check that each one is allowed to submit a document. Protect upload requests against cross-site request forgery (CSRF).
- Allow only what the feature needs. Allowlist required file extensions, inspect the file content, and do not accept a file solely because its Content-Type header says it is a PDF.
- Set limits. Enforce a maximum upload size and reasonable filename length and character rules. If your system extracts, converts, or otherwise processes PDFs, account for expanded file size and resource consumption too.
- Use an application-generated storage name. Do not use a user-supplied filename as a filesystem path. Keep the original name only as display metadata if needed.
- Store and deliver deliberately. OWASP recommends storing uploads outside the webroot or on a separate server. Where appropriate, map public retrieval through application identifiers instead of exposing storage paths.
- Scan and process defensively. Use antivirus or sandbox scanning when available; consider Content Disarm & Reconstruct for supported document types. Keep file-processing libraries securely configured and up to date.
- Protect later operations too. Require suitable permission to replace or delete files, log administrative changes, and test that one user cannot retrieve another user’s restricted PDF by changing an identifier.
Reject files that fail configured checks rather than storing them and hoping later display controls will make them safe. These are implementation safeguards; a CMS or storage provider should not be assumed to apply every control automatically.
Manage documents through their lifecycle
Give each PDF a human-readable title, stable identifier, responsible owner or team, publication status, visibility policy, and revision date. Decide how revisions work before publishing a link.

- Replacement: If a new version replaces an old one, preserve a stable public URL when practical and clear stale cached copies. Tell readers whether earlier revisions remain available.
- Access: Use actual permissions to protect confidential documents. A read-only or content-lock setting is not an access-control mechanism. Google Drive’s documentation makes this distinction explicitly: a content restriction isn’t an access restriction.
- Deletion and audit: Limit replacement and deletion to authorized roles and record administrative changes so a document’s status and history can be understood.
Display the PDF as a link or an embedded viewer
Use a direct link for a straightforward public document
A direct link is usually the simplest option when visitors only need to open or download a public PDF. Use descriptive link text that identifies the document and makes the action clear, such as “Download the 2026 benefits guide (PDF).” Keep the PDF itself accessible: use structured headings, meaningful reading order, selectable text, the document language, and text alternatives for informative graphics.
Embed a viewer when in-page reading helps
Adobe PDF Embed API is a JavaScript option with several display modes, including inline and lightbox presentations. Consult the API overview and how-to documentation for current integration details. A URL-based PDF may require CORS configuration; the documented fileName metadata is required, and rendering can fail if it exceeds the documented timeout. Keep a direct PDF link as a fallback and test the result on supported browsers, mobile layouts, and with assistive technology.

Adobe says the PDF Embed API’s core functionality runs in a sandboxed HTML iframe. Its security documentation says server-side PDF Services and Embed API components are processed in Adobe Document Cloud, customers can choose a processing region, and content in transit is encrypted using TLS 1.2 or greater. Adobe also describes limited client-side Embed API calls and distinguishes opt-in analytics configuration. These are Adobe’s published service descriptions; check the current documentation against your organization’s data-handling requirements before sending sensitive files to a third party.
Account for WordPress embed rules
WordPress does not turn every pasted provider URL into an embed. Its core maintains a provider whitelist; a source may need to support oEmbed and be registered, or a developer may need to register an embed handler. WordPress also filters discovered embed HTML and applies sandboxing and restrictions in relevant cases. See the WordPress oEmbed handbook. A direct link to the PDF remains a practical fallback when a provider URL is not supported.

Choose a workflow for your site
- For a few public, editor-managed files: Upload through the CMS media library, give the file a clear title, and link to it. Check the CMS’s file limits, permissions, and URL behavior.
- For user submissions or restricted files: Build an authorized upload endpoint and managed storage workflow. Apply validation, size limits, generated names, and access checks at both upload and retrieval.
- For a richer reading experience: Add an embedded viewer only if it materially helps visitors. Check its browser and mobile behavior, CORS needs, privacy implications, and fallback link.
- For a third-party document service: Verify sharing permissions and data handling, and account for the service as an external dependency.
Whichever route you choose, test as both an authorized user and an unauthorized one. Confirm that intended visitors can open the file, restricted visitors cannot, and replacing or removing a document produces the behavior you planned.

Troubleshoot common problems
- The upload is rejected: Check the configured extension and content validation, size ceiling, and uploader permissions. Do not solve the issue by trusting the request’s Content-Type header or accepting arbitrary file types.
- A private PDF opens for the wrong user: Check authorization on retrieval, not just upload. Do not treat an obscured URL or an embedded viewer as a privacy control; test access using another user’s identifier.
- An embedded PDF does not load from its URL: Check whether the host permits the required cross-origin access (CORS), confirm required metadata such as Adobe’s
fileName, and consult the viewer’s current timeout guidance. - A WordPress URL remains a plain link: The provider may not be on WordPress’s embed whitelist. Check whether it supports oEmbed and is registered, or use a supported handler or a direct PDF link.
- The displayed revision is stale: Check whether the old file or a cached copy remains available. Plan URL replacement and cache invalidation as part of the revision workflow.
- The document is difficult to use with assistive technology: Review the PDF’s reading order, headings, selectable text, language, and text alternatives, and keep a clearly labeled link available outside the viewer.
