Cloudinary does not document a direct way to render an arbitrary webpage into a PDF. To preserve a webpage’s layout, first use a browser or another HTML-rendering system to create a PDF (or page images); then use Cloudinary for supported downstream storage, delivery, or image-based PDF assembly. Cloudinary’s PDF features operate on image assets, Office documents, or existing PDFs—not on a webpage’s HTML.
What Cloudinary can do with PDFs
Cloudinary documents several PDF workflows, but they start from different inputs than a live webpage. Its documentation says, “You can create a PDF file from images stored in your Cloudinary storage.” That is useful after a separate renderer has turned a page into images; it does not mean Cloudinary captures a webpage or preserves its live layout. Cloudinary’s image-to-PDF documentation describes the supported image-based process.
- Create a PDF from an image: Deliver a stored image with the PDF format or extension. The PDF is based on that image.
- Combine images into a PDF: Use the Upload API
multimethod with a shared tag and PDF output. Each image becomes a page, ordered alphabetically by public ID. - Convert an Office document: Upload a supported Office file as a raw resource and use the Aspose add-on conversion path.
- Preview a remote PDF: Fetch can retrieve remote media for transformation, including converting a selected PDF page into an image thumbnail. That is a PDF-page preview, not webpage rendering.
- Deliver a PDF you already have: Upload it to Cloudinary and use its delivery URL, or deliver selected PDF pages as images.
These are documented Cloudinary capabilities; using a separate browser renderer before Cloudinary is an architectural approach based on those inputs, not a Cloudinary-prescribed or tested integration.
DIY workflow: render first, then use Cloudinary
1. Make the webpage into a PDF or images
Open the page in a browser and use its print function to save it as a PDF, or use a browser-based rendering system that outputs a PDF or page images. Check the output before uploading: confirm page breaks, images, fonts, background colors, and any content that loads only after scrolling or interaction. If you produce images, prepare one image per intended PDF page.

2. Choose Cloudinary’s matching input path
- You have a PDF: Upload and deliver that PDF. Cloudinary is handling storage and delivery, not creating the webpage rendering.
- You have one page image: Use Cloudinary’s image-to-PDF delivery transformation.
- You have multiple page images: Use the documented multi-image PDF workflow. Assign public IDs whose alphabetical order matches the intended page order, such as
page-001,page-002, andpage-003.
The exact upload and delivery request depends on your Cloudinary account configuration and chosen upload method. Use the Upload API documentation for the upload request and PDF transformation documentation for the image-to-PDF behavior.
3. Check the result and delivery access
Test the resulting delivery URL and open the PDF itself. Verify that pages appear in the intended order and that the output is within your plan’s file-size constraints. Cloudinary blocks PDF delivery by default on Free accounts for security reasons; if a valid PDF URL is not accessible, check the account’s Console Security settings for PDF and ZIP delivery. Cloudinary’s PDF documentation describes this default and the image-to-PDF constraints.
Limits that affect image-based PDF assembly
Cloudinary’s documented multi-image method supports up to 100 images for synchronous processing and 500 for asynchronous processing; these are limits for that image-to-PDF workflow, not webpage capture limits. The generated file can also fail if it exceeds the plan’s maximum file size. Cloudinary suggests reducing input image size with transformations when needed. See the documented limits and guidance.

Because image order is alphabetical by public ID, do not rely on upload order. Zero-pad page numbers so lexical sorting matches numeric page order.
What Cloudinary Fetch does—and does not do
Cloudinary Fetch can retrieve remote media and make it available for transformations and delivery. Its documented PDF example turns a selected page of a remote PDF into an image preview; it does not establish a method for fetching arbitrary webpage HTML and rendering it as a PDF. Cloudinary’s remote-fetch documentation covers this distinction.
Fetched remote assets are cached. A change at the source does not automatically mean the fetched copy updates immediately; Cloudinary describes refresh behavior and plan-dependent regular checks. If freshness matters, account for that caching behavior rather than assuming every delivery reflects the current source. Review Cloudinary’s fetch refresh details.

Troubleshooting
A delivery URL returns an access error
On a Free account, check whether PDF and ZIP delivery are enabled in Console Security settings. PDF delivery is blocked by default for security reasons.
The multi-image PDF has pages in the wrong order
Cloudinary orders source images alphabetically by public ID, not by upload sequence. Rename or assign sortable, zero-padded IDs before running the multi-image method.

Check the documented image count for the processing mode: up to 100 images synchronously or 500 asynchronously. Also check the plan’s maximum output file size; reducing image dimensions or quality may bring the output within the limit.

A fetched PDF preview still shows old content
Fetched assets are cached, so an update at the remote source does not automatically refresh the stored fetched copy. Check Cloudinary’s refresh behavior and the plan-dependent regular-check schedule.
You need the original page layout, not a stack of image pages
Cloudinary’s documented PDF creation path from images cannot itself render the page’s HTML. Generate the PDF with a browser or another rendering system first, then use Cloudinary only if you need its storage, delivery, or image-based PDF capabilities.
