For reliable HTML to PDF conversion for Indian tax invoices with rupee symbols, treat the work as two separate checks: include the invoice particulars that apply under GST, then verify that your chosen renderer produces a readable, correctly paginated PDF with a visible ₹ sign. GST rules specify invoice information, not an HTML template, PDF library, or special rupee-rendering method. A good-looking PDF alone does not establish GST compliance.
Separate GST invoice content from PDF rendering
CBIC Rule 46 sets out particulars for tax invoices, subject to conditions and exceptions. It does not require a particular visual layout or conversion technology. Build and validate the invoice data against the rule first; then test how your HTML, fonts, print styles, and PDF engine render it. See the CBIC CGST Rules, 2017 and confirm which particulars and exceptions apply to your taxpayer and transaction.
Practical Rule 46 checklist
Depending on the transaction and applicable conditions, check for:
- Supplier name, address, and GSTIN.
- A consecutive serial number unique for the financial year, and the invoice issue date.
- Recipient details, including the identifiers and address particulars required in the relevant case.
- HSN code for goods or Accounting Code for services, and a description of the supply.
- Quantity and unit or Unique Quantity Code where relevant.
- Total value, taxable value, applicable tax rate, and tax charged.
- Where applicable, place of supply, delivery address, reverse-charge status, and supplier or authorised representative signature or digital signature.
This is a practical review list, not individualized tax advice. Check the current rule text and applicable notifications for your circumstances. The older GST Council flyer says there is no prescribed invoice format and only applicable fields need to be filled, but the current CBIC rule text is the better source for legal specifics: GST Council flyer, Tax Invoice and other such instruments in GST.

Prepare HTML and print CSS for a stable PDF
Use semantic invoice sections and explicit print styling rather than relying on a browser’s screen layout. Set the intended page size and margins, then inspect line wrapping, table pagination, and totals. A Chromium-based workflow uses print media by default in the documented Gotenberg setup; print media can omit backgrounds unless they are enabled. Gotenberg documents the printBackground option and A4 support in its URL-to-PDF conversion guidance.

}This is a starting point, not a universal pagination guarantee. If your design depends on shaded rows, logos, or colored totals, enable background printing in the conversion setup too. Test long descriptions and tables that cross page boundaries; a CSS rule can help, but the final PDF is what determines whether content actually fits.
Make the ₹ glyph available and verify the output
The rupee sign is Unicode U+20B9. A page displaying the glyph in a developer’s browser does not prove the production renderer has the same font or will preserve the glyph in the PDF. Choose a font that includes U+20B9, ensure it is available to the conversion process, and wait for required font and image assets before capture. Validate both the visible PDF and selectable or extracted text.

Font behavior depends on deployment. WeasyPrint says it uses fonts available to Pango and embeds fonts in generated PDFs; that is useful implementation guidance, but it does not certify a particular rupee glyph result in every environment. Consult the WeasyPrint font documentation and test the actual output in your target PDF viewers and printers.

Renderer choice
Choose based on your existing stack and test results rather than assuming one engine is universally better. Chromium via Gotenberg provides documented print-media behavior and controls such as background printing. WeasyPrint integrates with fonts discoverable by Pango and embeds fonts in PDFs. Compare the options in your own deployment for:
- Fit with your application stack and operational setup.
- Font availability, loading, and output embedding.
- Print CSS behavior, page breaks, and long tables.
- Control of paper size and margins.
- Repeatability and ease of validating generated PDFs.
The cited documentation does not provide a head-to-head performance comparison or prove rupee rendering across environments, so test before standardizing.

Validate the generated invoice before using it
- Validate invoice data. Check applicable Rule 46 particulars and exceptions independently of the PDF appearance.
- Generate representative samples. Include ₹ in line items and totals, large amounts, decimals, a long description, and enough rows to produce multiple pages.
- Inspect pagination and styling. Look for clipped totals, split rows, missing backgrounds, omitted logos, and unexpected blank pages.
- Check the symbol twice. Confirm ₹ is visible in the PDF and that copied or extracted text contains the intended character rather than a blank, box, or replacement glyph.
- Test target environments. Open, print, and where relevant archive the PDF using the viewers and systems your recipients actually use.
Account for e-invoicing separately
If your issuer and transaction are covered by e-invoice requirements, reporting invoice details and receiving an IRN is an upstream step distinct from rendering the recipient-facing document. The official portal guidance says further customization can be made in ERP or billing software after IRN receipt: GST e-Invoice portal guidance. That page does not establish current coverage or thresholds for every taxpayer; check current official notifications rather than hard-coding an eligibility rule into a general PDF workflow.
Troubleshooting common PDF problems
₹ appears as a box, blank, or different character
The production process may not have loaded a font containing U+20B9, or the font may differ from the one used in the preview. Bundle or install the intended font where appropriate, verify asset loading before conversion, and inspect the resulting PDF’s visible and extracted text.

Background colors or fills disappear
Print rendering may omit background graphics. Enable the converter’s background-print option where available, as with Gotenberg’s printBackground, and confirm the print stylesheet does not override the intended design.

Totals or rows are clipped or split across pages
Review the actual page size and margins, reduce unnecessary width or spacing, and apply print break rules to critical blocks. Retest with long descriptions and a multi-page table; do not assume a screen preview predicts print pagination.
Fonts or images are missing intermittently
Automated conversion can begin before external assets are ready or available to the rendering environment. Make assets reachable to the process, wait for required fonts and images, and verify the output in the same deployment configuration used in production.
