For an ordinary YouTube playlist, you may not need to convert an MPEG-2 file at all: YouTube lists MPEG-2 as a supported format. If you want a broadly compatible upload in YouTube’s recommended format, convert it to an MP4 file containing H.264 video and compatible audio such as AAC-LC. “Playlist stream” can also mean a live broadcast; that uses a different delivery method, explained below.
First, decide what “playlist stream” means

The FFmpeg command below is for converting a file for an ordinary upload. It does not package or send HLS segments for a live broadcast.
Inspect the MPEG-2 file before converting
Check the source’s video and audio streams, resolution, frame rate, scan type (progressive or interlaced), and color characteristics. MPEG-2 files can differ in all of these; do not assume that the picture is progressive or that there is only one audio track. FFmpeg documents stream selection with -map, but the right selections and any filters depend on the file.
Use an FFmpeg build with the libx264 encoder enabled. FFmpeg supports MPEG-2 video and can encode H.264 through external libraries such as libx264 or OpenH264, but encoder availability varies by build; see the FFmpeg general documentation and format documentation.

Convert to H.264 in an MP4 container with FFmpeg
For a common case with a single video stream and one or more audio streams, use this starting command, replacing the filenames with your own:
ffmpeg -i input.mpg -map 0:v:0 -map 0:a? -c:v libx264 -crf 18 -preset medium -pix_fmt yuv420p -c:a aac -b:a 192k -movflags +faststart output.mp4
-i input.mpgopens the source. Change the extension and filename as needed.-map 0:v:0selects the first video stream.-map 0:a?includes audio streams if present. It can select multiple audio tracks; change the mapping if you want only one. The question mark makes audio optional, so a file without audio can still be processed.-c:v libx264encodes video as H.264, if your FFmpeg build includes libx264.-crf 18and-preset mediumare example quality and speed choices, not YouTube requirements. A lower CRF generally targets higher quality and a larger file; slower presets take longer to encode.-pix_fmt yuv420poutputs 4:2:0 chroma subsampling, which YouTube recommends.-c:a aac -b:a 192kencodes audio as AAC at the chosen bitrate. YouTube lists AAC-LC as a supported recommended audio format; the example bitrate is not a universal requirement.-movflags +faststartmoves MP4 metadata toward the beginning of the file to support playback startup.output.mp4creates a new file, preserving the MPEG-2 original.
This is a starting point, not a file-specific tested recipe. Confirm that the selected streams, frame rate, scan type, and color treatment suit your source. If you need a particular language or audio track, map that stream explicitly rather than retaining every audio stream.

Match frame rate, scan type, and color
Frame rate
Keep the output at the rate the source was recorded. YouTube’s upload guidance says, “Content should be encoded and uploaded in the same frame rate it was recorded.” Do not add an arbitrary frame-rate conversion to the command; first inspect the file and adjust only if needed to preserve its recorded rate.
Interlaced footage
YouTube says, “Interlaced content should be deinterlaced before uploading.” If the source is interlaced, identify its field order and choose a deinterlacing filter accordingly. Do not blindly apply a filter to every MPEG-2 file: progressive sources do not need deinterlacing, and the correct treatment depends on inspection.
Resolution and bitrate
The example command uses quality-based CRF encoding rather than a target video bitrate. If you choose a target bitrate instead, YouTube’s current upload recommendations list SDR 1080p at 8 Mbps for standard frame rates and 12 Mbps for high frame rates. These are recommendations, not guaranteed minimums or universal settings. The same guidance recommends MP4, H.264, progressive scan, variable bitrate, two consecutive B-frames, a closed GOP, CABAC, and 4:2:0 chroma subsampling. For SDR uploads, it recommends BT.709. Check the current encoding settings for the resolution and frame rate you are uploading.

Upload the file and add it to a playlist
- Upload the converted MP4 through YouTube’s creator workflow. You can also upload the original MPEG-2 file if you do not need to convert it; YouTube lists MPEG-2 as supported.
- After upload, add the resulting video to the intended YouTube playlist using the playlist controls in your account. YouTube’s interface labels may change, so follow the current controls shown in Creator Studio or the video’s playlist options.
- Check playback and audio on the uploaded video before relying on it in a playlist. Confirm that the intended language or audio track was retained if the source contained multiple tracks.
Live HLS is a separate workflow
If by “playlist stream” you mean broadcasting to YouTube live, an MP4 file uploaded to a normal playlist is not an HLS live feed. YouTube’s HLS ingestion protocol expects media playlists and segments, with audio and video muxed in M2TS. Its guide specifies H.264 or HEVC video, AAC audio, and closed GOP. A file conversion command alone does not perform this packaging or establish a live connection.

FFmpeg reports that libx264 is unknown or unavailable
Your installed FFmpeg build may not include the libx264 encoder. Use a build that includes it, or another available H.264 encoder; check the encoder list and build documentation for your installation before retrying.
The output has no sound or the wrong language
The source may have no audio, or it may contain multiple tracks and the default mapping may not select the one you want. Inspect the streams and adjust -map to select the intended audio stream. The example’s optional audio mapping can include more than one track.

The converted video looks combed or motion is uneven
Combing can indicate interlaced footage that was not deinterlaced correctly. Verify whether the source is interlaced and determine its field order before choosing a deinterlacing filter. Motion judder can also result from changing the recorded frame rate; match the source rate instead.
The converted file is much larger or smaller than expected
CRF targets visual quality rather than a fixed file size, so the result depends on the source and content. Change the CRF if you need a different quality-size balance, or use a target bitrate based on YouTube’s recommendation for the resolution and frame-rate class.
You need an actual live feed, not a playlist upload
Do not treat the MP4 upload command as HLS setup. HLS needs a live encoder and protocol-compliant playlists and M2TS segments as described in YouTube’s HLS ingestion documentation.
Copyright and monetization checks
Changing MPEG-2 video to H.264 changes the encoding, not the rights to the footage, music, or other material. Make sure you have permission to upload and use every included work. A technically valid upload does not guarantee monetization; YouTube’s copyright and monetization policies apply independently of the codec.
