Test real property journeys—not just whether the homepage fits—including project details, approvals, documents, filters and enquiry forms. This is an accessibility and responsive-quality check, not a claim that every Indian phone has a 320-pixel screen.
What the 320-pixel test checks
WCAG 2.1 Success Criterion 1.4.10 is a reflow criterion. The Indian government’s GIGW guidance adopts a 320-pixel width check for vertically scrolling content: users should not have to scroll in two dimensions to access ordinary content and functionality. Content that inherently needs a two-dimensional layout to convey meaning or be used is excepted. See the GIGW guidelines and conformity matrix.
Use 320 CSS pixels, not a device’s physical pixel count. A phone’s physical display pixels and the browser’s CSS-pixel layout viewport are different measures; use the responsive viewport readout in your browser’s developer tools.
GIGW guidance is written for Indian government websites and apps. It is an India-specific reference for private property portals, but this guide does not determine whether a particular private site is legally bound by GIGW. It is not legal advice.

Why apply the check to real-estate journeys
RERA portals are intended to help homebuyers make informed decisions and check project status and approvals. An Indian Institute for Human Settlements policy brief reviewed RERA portals from 20 states and union territories and found variation in the information provided and its standardisation, limiting complete transparency. That review, published in 2023, describes variation in the portals it examined; it is not a finding that every portal fails mobile reflow or a national failure rate. See the IIHS publication.
On 25 September 2026, the Press Information Bureau reported TRAI’s launch of a Digital Connectivity Rating platform. Its public interface lets people search rated properties, view and compare published ratings, and verify certificates. This is a separate property-information service, not part of the 320-CSS-pixel accessibility criterion. See the Press Information Bureau announcement.
Run the 320 CSS-pixel test
1. Select pages and representative tasks
Choose pages that cover the paths a prospective buyer would use:
- Homepage and primary navigation.
- Property or project listings, including filters and sorting if offered.
- An individual project detail page, including status, approvals and document links where available.
- Enquiry or contact forms and any confirmation step.
These are practical test targets based on the information and tasks associated with property portals; they are not evidence that any particular site has been tested.

2. Set the layout viewport to 320 CSS pixels
Open your browser’s developer tools and use its responsive or device viewport controls. Set the viewport width to 320 CSS pixels; choose a height that lets you scroll through the page. Confirm the displayed width is the layout viewport width in CSS pixels, rather than relying on a device model name or physical resolution.
3. Inspect the whole page for reflow failures
Move from top to bottom. Look for:
- Horizontal page scrolling on ordinary page content.
- Text or controls clipped at the viewport edge, overlapping sections, or columns that have become too narrow to use.
- Important content hidden behind sticky headers, footers or floating controls.
- Buttons, links, form fields or document actions that are off-screen or unreachable.
- Navigation, cards or filters that visually fit but no longer expose their labels or usable controls.
The aim is not to force every component into a single column regardless of its purpose. Apply the criterion’s exception where a genuinely two-dimensional presentation is essential to the content’s meaning or use; do not use that exception to excuse ordinary page content that could reflow.
4. Complete the actual interactions
At the same viewport width, operate the site rather than only inspecting a static screenshot. Open and close navigation, apply listing filters, open project details, follow document links, expand accordions and complete enquiry fields. Check that keyboard focus and touch-sized controls remain visible and that menus or dialogs do not trap important content outside the viewport.
5. Repeat for languages and environments
GIGW recommends checks across multiple browsers and versions, operating systems, connection speeds and screen resolutions. It also calls out Hindi and regional-language fonts: check that the fonts do not cause text clipping or layout loss. Repeat the narrow-width checks for each language the site offers, using the site’s actual Unicode text.

6. Combine a person’s review with tools
GIGW calls for manual evaluation of the 320-pixel criterion as well as accessibility-tool checks; its responsive-design checkpoint also points to browser tools or extensions. Use tooling to help find issues, but manually verify whether content and task flows remain available. Automated checks alone do not complete an interaction review.
7. Record actionable defects
For each issue, save a screenshot and record the page URL, viewport width, browser and version, operating system, language, steps to reproduce, expected result and actual result. This is a practical QA record, not a prescribed GIGW reporting template. A precise reproduction record helps another person confirm the defect and verify a fix.
Choose a test approach that matches the question

The page still scrolls sideways
Check whether the scrolling comes from ordinary page content or from a component that genuinely requires two dimensions. Inspect overflowing text, fixed-width sections and controls near the viewport edge, then confirm that the rest of the page remains usable without horizontal scrolling.
The screenshot looks narrow, but the test result is unclear
Verify the developer tools show a 320 CSS-pixel layout viewport. A screenshot’s apparent size or a device’s advertised physical resolution does not by itself establish the CSS viewport width.

Hindi or regional text breaks the layout
Repeat the check with the site’s actual language and font rendering. GIGW specifically recommends checking Hindi and regional-language fonts for layout loss; record which language and page reproduce the issue.
A tool reports a problem but the page seems fine
Reproduce it manually at the target viewport, then follow the actual task flow. Tools are useful evidence, but GIGW’s approach also calls for manual evaluation.
A screenshot service captures a challenge or blank page
Do not treat that image as proof that the site’s normal mobile layout works or fails. A bot challenge, blank page, timeout or failed load means the intended page was not reviewed; retry in a browser and record the loading condition separately.
What this check can—and cannot—establish
A successful 320-CSS-pixel review shows that the tested pages and tasks remained available under the particular conditions recorded. It does not establish that all Indian websites or devices use that width, nor that a site has been tested at every resolution, browser, operating system, language or connection speed. No India-specific share of users, devices or real-estate websites at exactly 320 pixels is established here.
