A 403 from an encoder running on an Azure VM does not, by itself, prove that your YouTube stream key is invalid. First verify that the encoder uses the current key and URL for the correct stream in YouTube Live Control Room, then confirm the selected ingest protocol matches the key and endpoint. If those settings are correct, investigate the VM’s outbound network path separately: an Azure connectivity test can identify a blocked route or port, but it cannot validate YouTube authorization.
Diagnose the rejection in the right order
Work from YouTube’s stream configuration outward to Azure transport. A rejection from YouTube and a timeout or failed TCP connection are different observations; do not treat them as the same fault. YouTube’s startup troubleshooting recommends getting a new stream key in Live Control Room and updating the encoder, but its guidance does not define every HTTP 403 as an invalid-key error.
- Confirm stream identity: Identify the intended stream in YouTube Studio’s Live Control Room. Copy the key and stream URL shown for that stream into the encoder; do not reuse a value from an older broadcast or guess a server address.
- Refresh a suspect key: If the key may be stale or compromised, reset it in Live Control Room and update the encoder with the new key. YouTube says only a channel owner or manager can reset a key.
- Check protocol and endpoint alignment: Verify the encoder’s protocol, the stream key’s protocol, and the URL are a matching set. See the RTMPS and HLS checks below.
- Test Azure egress: Check DNS, routes, outbound security rules, and the guest firewall for the hostname and port used by the selected protocol.
- Revisit encoder and stream health: If the network path is reachable but YouTube still rejects the feed, recheck the stream-specific settings and encoder configuration. Review YouTube’s error list and Live Control Room health indicator for other format problems.
YouTube’s guidance for an encoder startup error is: “To fix it, get a new stream key in the Live Control Room and update your encoder.” That is a useful check for a mismatched or stale key—not evidence that all 403 responses have the same cause. YouTube: Fix encoder issues.
Verify the current YouTube key and URL
In YouTube Studio, open the Live Control Room and select the stream you intend to send to. Use the URL and key belonging to that stream, then update the encoder’s corresponding fields. A valid key paired with the wrong stream URL, or a correct URL paired with an old key, is still a configuration mismatch. YouTube’s setup instructions describe retrieving the stream URL and key from the stream settings: Set up your encoder for live streaming.

- Check that the encoder is configured for the intended YouTube channel and stream.
- Copy rather than retype the key, and avoid whitespace accidentally added around it.
- If you reset the key, update every encoder configuration that uses it; the previous value should not be left in use.
- If you sign in to YouTube through a third-party encoder instead of entering a stream key, YouTube directs users to that software’s support team.
Match the ingest URL to the protocol
RTMP, RTMPS, and HLS are not interchangeable endpoint settings. Use the URL supplied by Live Control Room for the selected protocol; do not construct a URL from a remembered hostname or substitute one protocol’s endpoint for another.
RTMP and RTMPS
For RTMPS, use the RTMPS URL shown through the lock control in Live Control Room. YouTube’s instructions say the URL should use rtmps. If a certificate error persists, YouTube documents specifying port 443. For a timeout, verify the URL and confirm the encoder supports RTMPS. If connection errors continue, check the encoder vendor’s documentation for RTMPS support and configuration. YouTube: Stream using RTMPS.

Do not switch to RTMPS just because an encoder reports a 403. First establish which protocol the stream and encoder are configured to use, then use the matching URL and key.
HLS
Use HLS only when the encoder and stream key are configured for HLS. Select or create an HLS key in Live Control Room and use its HTTPS ingestion URL. YouTube’s HLS requirements include TS segments, segment durations of 1–4 seconds, rolling playlist limits, and HTTPS POST/PUT requests. An encoder that cannot meet those requirements is not configured for YouTube HLS merely because it can send an HTTPS request. YouTube: HLS ingestion protocol.

Separate an Azure egress failure from a YouTube rejection
A stream encoder sends traffic outbound from the VM. Azure’s default network security group rules include outbound internet allowance, but custom NSG rules, rules applied at both NIC and subnet scope, user-defined routes, network appliances, firewalls, and guest operating-system firewall rules can change the effective path. A blocked outbound connection can prevent the encoder reaching YouTube; it is not proof of an invalid key.
- Identify the destination: Take the hostname and port from the current YouTube endpoint and the encoder’s selected protocol.
- Check effective Azure controls: Review effective NSG rules and routes for the VM’s NIC and subnet. Look for a deny rule, a route through an unavailable appliance, or another egress control affecting that destination.
- Inspect the guest firewall: Check the VM’s operating-system firewall and any installed security software for outbound restrictions.
- Run a targeted connectivity test: Use Azure Network Watcher connectivity tools to test the destination hostname and port, and use IP flow tools where appropriate to investigate NSG decisions.
- Change only the identified restriction: If a rule or route blocks required outbound traffic, adjust that specific egress path according to your organization’s security policy. The encoder needs outbound connectivity; opening broad inbound access is not a fix.
Microsoft documents how to troubleshoot outbound connectivity and use Network Watcher to test a hostname and port: Troubleshoot outbound connectivity in Azure and Connection troubleshoot overview. A successful TCP test confirms only that the tested path is reachable; it does not establish that YouTube accepts the stream key, protocol, or broadcast.

Check bandwidth after the connection is accepted
YouTube recommends leaving 20% of upload bandwidth beyond the total stream bitrate, including primary and backup bitrates where applicable. The available guidance does not provide a bitrate target for this stream: calculate the requirement from the encoder’s actual configured primary and backup bitrates, then compare that total with the VM’s available outbound capacity. Bandwidth headroom is a reliability check, not an explanation for every 403. If the connection is rejected before a usable stream is established, prioritize the key, URL, protocol, and Azure path checks above.

Common causes and fixes
- Old or mismatched stream key: Copy the key for the selected stream from Live Control Room; reset it if needed, then update the encoder.
- URL copied from another stream or protocol: Replace it with the current URL shown for the selected stream and protocol.
- RTMP/RTMPS mismatch: Use the RTMPS URL from Live Control Room when configured for RTMPS, and verify encoder support; follow YouTube’s certificate and port guidance if applicable.
- HLS configured as if it were RTMP: Use an HLS key and HTTPS URL, and ensure the encoder supports YouTube’s HLS requirements.
- Azure egress blocked or diverted: Review effective NIC/subnet NSG rules, routes, appliances, and the guest firewall; test the actual destination and port.
- Third-party sign-in rather than a key: Contact the encoder software’s support team, as YouTube directs.
- Stream starts but reports poor health: Inspect Live Control Room warnings and encoder format settings; confirm the output bitrate fits available bandwidth with YouTube’s recommended headroom.
