Remux compatible streams into a suitable container without re-encoding; re-encode only when the codecs or stream settings are incompatible. Then play the resulting media through an encoder that sends a continuous feed to YouTube. Converting FLV to MP4 alone does not start or sustain a live broadcast.
FLV conversion and 24/7 streaming are separate jobs
FLV is a container, not a guarantee about the video and audio codecs inside it. Two files ending in .flv may need different handling. The correct approach depends on the streams in each file and the format you plan to send to YouTube.
A remux changes the container while copying the existing audio and video streams. It is generally faster and avoids another lossy encode, but it works only if the streams are suitable for the target workflow. Re-encoding decodes and compresses the streams again; use it when the existing codecs or other properties are incompatible with the intended live feed. FFmpeg documents both conversion and stream-copy workflows: FFmpeg command-line documentation.
Neither operation makes the file live. For a live broadcast, an encoder must play the video and send its output to YouTube using the stream URL and key.

Inspect each FLV before choosing a conversion
Use a media-inspection tool such as FFmpeg’s ffprobe to identify what each file contains. For example, run ffprobe input.flv in a terminal, replacing input.flv with the file’s path. Review the output for:
- Video codec, resolution, and frame rate.
- Audio codec, sample rate, and channel layout.
- Additional audio, subtitle, or data streams that may need separate handling.
The file extension alone cannot tell you whether stream copy will work. Because the codecs in your FLV files are unknown until inspected, there is no single safe conversion command for every input.

Choose remuxing or re-encoding

For a conversion that requires re-encoding, FFmpeg’s documentation explains how to select codecs and output options. If you are unfamiliar with command-line media settings, test a short representative segment first, then check both picture and sound before preparing a long playlist.
Set a YouTube-compatible encoder profile
YouTube’s current standard RTMP/RTMPS encoder guidance lists H.264, H.265 (HEVC), or AV1 video and AAC or MP3 audio. It recommends constant bitrate (CBR), a two-second keyframe interval, and says the interval should not exceed four seconds. Use the bitrate range in YouTube’s table for the specific resolution, frame rate, and codec you choose; there is no universal bitrate for every stream. The standard settings page recommends RTMPS. HDR has separate HLS requirements, so do not apply those requirements to an ordinary SDR setup.

See YouTube’s encoder settings, bitrates, and resolutions for the current profile details. YouTube also recommends running a speed test to check upload bitrate. Its live-stream tips recommend 20% upload-bandwidth headroom above the stream’s bitrate; allow for other activity on the connection as well.
Connect the encoder to YouTube and start the live feed
- Check channel eligibility. The channel must be verified, must not have a live-stream restriction from the previous 90 days, and the person livestreaming must be at least 16. See YouTube’s live-streaming eligibility requirements.
- Create or select a live stream. In YouTube Studio, open Live Control Room and set up the stream. YouTube’s encoder setup guide explains the connection workflow.
- Copy the server URL and stream key into your encoder. Treat the key like a password: do not publish it or share it with anyone who should not be able to broadcast to your channel.
- Start playback and preview the incoming feed. Confirm that YouTube receives the picture and sound, then start the broadcast through Live Control Room. Monitor stream health and audio/video quality rather than assuming a successful file conversion guarantees a healthy feed.
YouTube describes an encoder as a tool that converts video into a digital format for streaming. For a prerecorded 24/7 channel, the playback system must keep sending the feed continuously; a converted file sitting on disk is not enough.

Test the full 24/7 workflow and plan for archives
Before relying on a continuous playlist, test the complete setup with representative clips. Check audio continuity, transitions between files, encoder restarts, and what happens after a network interruption. YouTube’s live-streaming tips recommend previewing and monitoring the stream, testing beforehand, checking local archive integrity and file growth, and allowing upload headroom.
YouTube says streams under 12 hours are automatically archived. A stream that runs longer than 12 hours is outside that stated automatic-archive window, so arrange a separate recording or archive workflow if you need a dependable copy. Storage capacity depends on the bitrate and how long you want to retain recordings; YouTube’s cited guidance does not prescribe a particular drive or capacity.

Troubleshoot common problems
YouTube does not receive a signal
- Check that the encoder is using the correct server URL and current stream key for the selected YouTube stream.
- Confirm that the encoder is running and that the network can upload at the required bitrate with headroom.
- If you regenerated the key, update it in the encoder. Keep the key private.
The feed arrives but video or audio is missing
- Recheck the input’s streams and the encoder’s selected video and audio tracks; a container conversion does not fix a missing or unsuitable stream.
- Confirm the chosen codecs and profile against YouTube’s current RTMP/RTMPS settings, then preview the feed in Live Control Room.
The stream stutters or drops
- Run an upload speed test and compare available upload capacity with the selected profile, leaving the recommended 20% headroom.
- Check whether other devices or applications are consuming upload bandwidth. Test again with the encoder and network conditions you expect to use continuously.
The broadcast stops after a long run
Check the encoder’s playback and restart behavior, the source playlist, and the network connection. If you need a YouTube archive, remember that the automatic archive guidance applies to streams under 12 hours; longer broadcasts need a separate archive plan.
