If it was terminated, check whether its boot volume still exists. Oracle documents creating a replacement instance from a retained boot volume, or creating a volume from a boot-volume backup. Once the VM and encoder are running, reconnect the encoder to the correct YouTube live event and confirm its preview before treating the stream as restored.
1. Confirm what happened to the OCI instance
Do not choose a recovery method based only on the word “reclaimed.” Check the instance’s current state in the OCI Console, read any Oracle notification, and review relevant event history. A stopped instance, a terminated instance, and an instance that is otherwise unavailable can require different actions.
Preemptible capacity is one specific possibility: Oracle says preemptible instances can be terminated at any time, and notes that they are not suitable for long-running workloads. That statement applies to preemptible instances; it is not evidence that every stopped or terminated free-tier VM was preemptible. Oracle’s Preemptible Instances documentation explains the distinction.
2. Check whether the boot volume is recoverable
If the original boot volume still exists
Look for the instance’s boot volume in the same region and availability domain. If it is retained, Oracle’s manual migration procedure documents creating a new instance using the boot volume from a terminated instance. Review Oracle’s Live, Reboot, and Manual Migration instructions and confirm that the selected volume is the one associated with the system you need to recover.

If the original boot volume is missing
Check whether you created and retained a boot-volume backup. Oracle documents creating a new boot volume from a backup for disaster recovery, including a cross-region recovery route. A backup only helps if one exists and is available to you. See Oracle’s cross-region boot-volume backup guidance.
If neither the volume nor a backup is available
The documented recovery routes above depend on a retained boot volume or a usable backup. They do not establish that Oracle can recover a volume that no longer exists, so do not assume the old system can be restored. You may need to build a replacement system from another image or source and restore your application data from whatever backups you maintain.

3. Create and prepare a replacement instance
- Start from the retained volume or backup. Use the appropriate OCI workflow to create a replacement instance from the original boot volume, or create a volume from a retained backup and use that for recovery.
- Reconstruct configuration that is not on the boot volume. Oracle warns that instances with extra VNICs, secondary IP addresses, attached block volumes, TPM, or load-balancer membership can require additional migration steps. Recreate the networking and attachments your setup needs; do not assume that a recovered boot disk restores every dependent resource.
- Start the replacement and test the application. Verify that required services start, files are present, and the encoder can run before reconnecting YouTube. The boot-volume procedure can preserve more installed system state than starting from a clean image, but external resources and application dependencies still need checking.
4. Separate quota errors from host-capacity errors
If OCI will not place the replacement instance, identify the exact error before changing settings. A service limit is a tenancy quota; host capacity is whether physical infrastructure is available for the requested placement. Oracle distinguishes these issues in its Compute Service Overview and documents service limits separately in its Compute service limits reference.
- Service-limit issue: Check the relevant service limit for your tenancy, region, and requested resource. A quota issue is not the same as a lack of host capacity.
- “Out of host capacity” issue: This points to physical availability, not simply a quota setting. Changing a service limit alone may not resolve it.
Oracle’s documentation does not promise when a region, availability domain, or shape will have capacity. A retry or a different placement or shape may be worth considering only if it fits your workload, but none is a guaranteed fix.

5. Reconnect the encoder to YouTube
- Open the intended live event in YouTube Studio’s Live Control Room. Confirm that you are using the event you mean to resume rather than creating or selecting a different broadcast by mistake.
- Retrieve that event’s stream URL and stream key. The encoder sends its feed to the stream URL; the key identifies or authenticates the feed. Follow YouTube’s Manage live stream settings and Create a live stream with an encoder guidance.
- Enter the current details in the encoder. If you use a saved configuration, verify that it points to the correct event and that its key is current. Keep the key private. If you think it was exposed, reset it in YouTube and replace it in the encoder.
- Wait for YouTube’s preview and check stream health. Confirm that the preview has picture and sound and that the live output is working before considering the stream restored. YouTube recommends monitoring streams for audio and video quality; see its Live-streaming tips.
6. Protect the broadcast and its archive
Monitor both the live output and any separate local recording or archive. YouTube’s encoder guidance says streams under 12 hours are automatically archived; do not assume that one continuous 24/7 broadcast will be saved as a single complete archive. For important programming, keep an independent recording or backup plan and test any encoder failover setup rather than treating failover as an automatic guarantee. Also make sure the videos you rebroadcast are yours or that you have the necessary rights. A working VM and valid stream key do not resolve copyright or other YouTube policy issues.

7. Choose the recovery path by what remains
