Yes, it could attract subscribers, but there is no reliable evidence that a 24/7 stream of public-domain films will do so consistently—or any basis for predicting how many. Treat it as a measured pilot, not a proven growth tactic. Rights clearance and YouTube’s channel-level reused-content rules also matter: a film may be in the public domain and still present monetization risks if the channel simply republishes it without meaningful original value.
What a 24/7 film stream can—and cannot—promise
A continuous stream gives viewers a place to watch and interact live, but that feature alone does not establish that YouTube will recommend the channel or that viewers will subscribe. YouTube’s live-stream features vary by format; they are not evidence of audience demand for a particular channel. No reliable audience benchmark specific to 24/7 public-domain-film streams is available here, so subscriber forecasts or claims that this format is a growth hack would be speculative. YouTube’s live-streaming overview describes platform features, not likely results for this format.
The useful question is whether a clearly defined version of the idea earns discovery, repeat viewing, interaction, and subscriptions with rights and production demands you can sustain. Those are outcomes to measure, not guaranteed effects of going live around the clock.
Plan a pilot that can answer the audience question
Choose a distinct programming identity
Rather than treating “old films, all day” as a complete proposition, decide what makes the channel legible to a viewer: for example, a defined period, genre, theme, or editorial point of view. Consider adding original introductions, commentary, context, or curation that helps viewers understand why the films belong together. This can make the channel more distinctive, though it does not guarantee discovery or monetization.

Compare formats as experiments
There is no established winning format for this subject. If you test different approaches, compare them using the same practical questions:
- Discovery and conversion: Which approach brings viewers who subscribe?
- Returning audience and interaction: Do viewers come back, watch for longer, or participate in chat?
- Rights and reach: How much work does clearance require, and where may each title lawfully be shown?
- Distinctiveness and policy fit: Does the channel add meaningful original context, or mainly rebroadcast existing films?
Account for stream format in the test. YouTube describes differences between vertical streams, which may be discoverable in the Shorts feed, and horizontal streams, which support live ad features. Do not assume either format will produce better results for public-domain films; compare actual channel data. YouTube’s live-stream feature information explains the format differences.
Track results instead of relying on assumptions
For a limited pilot, note the programming and format used, then review viewer counts, returning viewers, watch time, chat participation, and subscriber conversion. Keep the schedule and measurement period consistent enough to make comparisons useful. These are sensible measures for evaluating the experiment, not proven predictors of future growth.

Clear rights for each film, version, and territory
“Public domain” is not a universal label that automatically clears every version of a film everywhere. Check the exact film and the places where the stream will be available. Also check separate elements such as the soundtrack, screenplay, score, restoration, intertitles, subtitles, and any other added material.
Use U.S. dates as starting points, not worldwide rules
The U.S. Copyright Office says works published in the United States before January 1, 1931, are currently in the public domain because their copyright protection has expired. That is U.S.-specific guidance and is not a worldwide clearance rule. The Copyright Office’s duration guidance explains the stated threshold.
The Library of Congress gives film-specific guidance stating that films made before January 1, 1923, are public domain and may be duplicated unless donor restrictions apply; many later films may remain protected. These statements address different contexts and should not be used as substitutes for checking an individual title. The Library of Congress film-copying guidance also notes the possibility of donor restrictions and the need to research later films.

Check the online source and underlying material
A film appearing on an archive’s website does not itself grant permission to reuse it. Review the archive’s stated rights information and restrictions for your intended use. The Library of Congress rights guidance explains that users must assess restrictions rather than infer permission from access.
Some foreign works had U.S. copyrights restored, and rights in underlying works such as a screenplay or score can affect a film. The Copyright Office’s materials support caution, not a decision about any title you have not examined. The Copyright Office Compendium discusses these issues. Keep records for the exact version you plan to stream: the source, rights basis, territory analysis, and any permissions or restrictions that apply.
Public domain does not automatically mean monetizable
YouTube’s reused-content policy is separate from copyright permission. It applies to the channel as a whole and can affect monetization review even when you have permission to use a film or believe it is public domain. YouTube says reused content includes repurposed material without significant original commentary, substantive modification, or educational or entertainment value. Its examples of potentially eligible content include critical review, changed dialogue or voiceover, commentary, or editing that makes the result substantively unique. YouTube’s channel monetization policies describe the standard; its reused-content guidance explains how it differs from copyright, permission, and fair use.

Simply scheduling a large collection of unchanged films may therefore leave a channel exposed to reused-content concerns. Original framing or commentary can help make the channel meaningfully distinctive, but no format guarantees that YouTube will approve monetization. The platform assesses the channel, not just an individual upload.
Understand live-stream rights and YouTube monetization
Have the necessary rights before going live
YouTube’s livestream terms require the person streaming to have the necessary rights to exploit the live content through Google services, including music rights, and to comply with applicable laws. That makes soundtrack clearance important even if the film image itself appears to be public domain. Retain evidence for the film and all material included in the stream, and check the territories where it will be available. YouTube’s terms set out the livestream rights representation.

Keep the stream running: DIY or cloud
A 24/7 broadcast requires a playback and streaming setup that stays available. Common reasons the experiment can disappoint
- Few viewers arrive: An always-on schedule is not a discovery guarantee. Review how viewers find the stream and whether the programming identity is clear; test a different format or editorial approach rather than assuming continuous availability creates demand.
- Viewers watch but do not subscribe: Compare which programming attracts returning viewers and subscriptions. Give viewers a clear reason to return, while treating any change in conversion as something to measure rather than assume.
- Monetization is declined or limited: Public-domain status does not settle reused-content review. Review the channel as a whole and whether it adds meaningful original commentary, modification, or context.
- A copyright or rights issue arises: Recheck the exact film version, soundtrack, underlying works, added material, territory, and any archive or donor restrictions. Do not rely solely on a film’s age or online availability.
- Watch hours do not qualify: Check whether the livestream was public, remained undeleted, and was converted to VOD, as required for the stated livestream watch-hour treatment.
