Connection refused means FFmpeg did not establish a TCP connection to the configured YouTube ingest endpoint. First copy the current stream URL from YouTube Live Control Room, verify whether it is RTMP or RTMPS, and check that the machine running FFmpeg can reach that host and port. The message alone does not reveal which part is wrong; changing bitrate or video settings will not fix a connection that never opened.
What “Connection refused” tells you
This is a connection-stage error: FFmpeg attempted to connect to the configured host and port, but the TCP connection was not established. The message does not by itself identify a bad URL, a blocked port, or another specific cause. A stream key can determine whether YouTube accepts a connected encoder, but it is not the first explanation to assume when the connection itself is refused.
Work through the endpoint, protocol, and network checks before changing encoding settings. Once FFmpeg connects, use YouTube Live Control Room’s preview and stream-health messages to diagnose any later delivery or format issue.
Check the ingest URL and stream key
- Copy the current Stream URL. In YouTube Studio, open the relevant live stream in Live Control Room and copy the Stream URL shown for that stream. YouTube describes this URL as the address that tells the encoder where to send the feed. Do not rely on a remembered hostname, an old setup, or an ingest address copied from another platform. - Enter the URL in FFmpeg’s destination field. Keep the server URL separate from the stream key if your command or encoder interface provides separate fields. If you use a combined RTMP destination, make sure it matches the current URL and key format expected by your FFmpeg setup.
- Copy the current stream key separately. YouTube describes stream keys as password-like identifiers used to route and accept the encoder feed. If YouTube reports an encoder startup problem after a connection is made, its troubleshooting guidance includes copying a stream key from Live Control Room and pasting it into the encoder. - Check for accidental endpoint mix-ups. Confirm that the URL belongs to the selected YouTube stream and that FFmpeg is not using an address or key left over from a different platform or stream.
Verify RTMP versus RTMPS
YouTube recommends RTMPS, the secure extension to RTMP: “We recommend streaming to YouTube Live with RTMPS, a secure extension to the popular RTMP streaming video protocol.” YouTube: Choose live encoder settings, bitrates, and resolutions

- If you intend to use RTMPS, obtain the RTMPS URL using the lock control in Live Control Room and use that exact URL. Check that the URL scheme and server are actually for RTMPS rather than leaving an RTMP endpoint in place. YouTube: Encrypt your stream using RTMPS
- Confirm that your FFmpeg build and selected protocol handler support the protocol you chose. A URL scheme that the active build or handler cannot use will not produce a valid connection.
- YouTube’s RTMPS troubleshooting guidance suggests trying port 443 for the SSL error case it documents. Treat that as specific guidance for that SSL error—not as a universal fix for every
Connection refusedmessage. Use the endpoint and port supplied for your stream.
Check network reachability from the FFmpeg host
If the current URL and protocol are correct, investigate the network path from the actual machine running FFmpeg. Check outbound firewall rules, corporate or venue network restrictions, VPN or proxy settings, routing, DNS resolution, and whether outbound traffic to the supplied endpoint and port is allowed. These are diagnostic possibilities, not a confirmed cause without the host, port, logs, and network details.
A timeout and a refusal are not the same message. YouTube’s RTMPS troubleshooting example failed to connect to server — connection timed out describes a timeout; do not treat it as identical to a TCP refusal. In either case, compare the exact message with the stage where the connection fails before changing video settings.

Reliable connectivity and sufficient outbound capacity matter for a sustained stream, but low bandwidth more directly risks unstable delivery than proving the cause of an initial TCP refusal. YouTube advises leaving 20% upload-bandwidth headroom and notes that a shared network can limit the bandwidth available to an individual stream. YouTube encoder settings and YouTube streaming tips
After it connects: check stream settings and health
Do not tune bitrate, codec, or keyframes as the first response to a TCP connection refusal. Those settings matter after a connection is established. YouTube’s encoder guidance lists RTMP/RTMPS; H.264, H.265, and AV1; up to 60 fps; constant bitrate (CBR); and a recommended 2-second keyframe interval that should not exceed 4 seconds. These figures are from YouTube’s encoder settings page, which did not state a publication year in the retrieved version (accessed 2026). Match the output to your stream and make sure total bitrate, including audio, fits your available upload capacity with the recommended headroom.
- Once FFmpeg connects, send a test stream with representative motion and audio.
- Open the stream preview in Live Control Room and confirm YouTube is receiving the feed.
- Check the stream-health messages. If YouTube reports bitrate, codec, or format issues after connection, adjust the relevant encoder settings rather than treating those later warnings as the cause of the original refusal.
