First find out whether the low quality appears in Live Control Room, affects viewers on different networks, or is limited to one viewer. Then check the encoder’s actual output, stream health, and bitrate before changing settings. YouTube transcodes incoming live streams into multiple playback formats, and a viewer’s connection or device can affect the quality they see.
First identify where the 360p limit appears
Before adjusting the encoder, separate an ingest problem from a playback problem. Note whether the low resolution is visible in the encoder preview, Live Control Room, the player’s quality menu, or only on one viewer’s device.
- One viewer sees 360p: Ask another viewer to check on a different device and network. YouTube says an issue reported by one viewer is likely related to that viewer’s device or connection.
- Viewers on different networks see 360p: This can point to an encoder or stream problem. Check Live Control Room’s stream health and warnings.
- The encoder preview looks low-resolution: Verify what the encoder is actually outputting; a 1080p canvas or source does not prove that the encoded stream is 1080p.

Check the stream YouTube is receiving
Verify output resolution and frame rate
In your encoder, inspect the output or streaming settings, not just the source or canvas settings. Confirm the encoded output dimensions and frame rate are the values you intended—for example, 1920 × 1080 at 30 fps or 60 fps. A source may be 1080p while the encoder’s stream output is set lower.

Read Live Control Room’s stream health
Open the stream in YouTube Live Control Room and check its preview, stream health, and any error messages. YouTube’s official error guidance covers problems including incorrect video size or resolution, bitrate, video codec, and keyframe frequency. Treat a displayed warning as evidence of what to fix rather than changing unrelated settings: Live streaming troubleshooting and error messages.
Check codec, bitrate, and keyframes together
Bitrate targets depend on codec, resolution, and frame rate. For H.264 live ingest, YouTube’s current encoder guidance lists these 1080p values:

These are YouTube recommendations, not a guarantee that bitrate is the cause of a particular stream’s 360p symptom. Use the row matching your actual codec, resolution, and frame rate; do not apply live-ingest figures as if they were upload-video settings. When viewers alone see 360p
YouTube adjusts playback quality to viewing conditions. Internet speed, player or screen size, the original stream quality, and browser format support can affect the options or quality a viewer receives. The viewer can open the player’s Settings → Quality menu and manually select an available resolution; a quality option that is not available cannot be selected.

If one person is affected, have them test another supported browser or device and another network before you alter a healthy encoder setup. YouTube explains the playback factors in its video quality troubleshooting guidance and lists device and connection guidance under system requirements and supported devices.
Do not confuse the viewer-side recommendation with encoder ingest requirements: YouTube’s device guidance lists 5 Mbps sustained speed for 1080p playback, while the H.264 1080p live-ingest recommendations vary by frame rate and are given above.

Test the encoder’s outbound connection
If the encoder’s output and Live Control Room health look good but viewers still report problems, test the outbound internet connection from the streaming location. YouTube recommends testing outbound connection strength and contacting the ISP if the test indicates a network issue. A wired Ethernet test can help isolate Wi-Fi instability, but it will not correct a wrong output resolution, codec, bitrate, or keyframe setting. - Set the encoder’s intended output. Choose the required resolution, frame rate, codec, bitrate, and keyframe interval; confirm the output itself rather than relying on the source resolution.
- Start a test stream and open Live Control Room. Check the preview and stream health, and record any warning or error text.
- Check playback from another device and network. Compare the quality menu and actual playback with the creator-side status to establish whether the symptom is broad or isolated.
- Monitor audio and video during the test. If the encoder and preview are healthy but the audience result is poor, test outbound connectivity and involve the ISP if the evidence points to the connection.
YouTube recommends testing before going live and monitoring stream quality during the event. Its guidance also notes that creators can begin with equipment they already have; the 360p symptom alone does not establish a need to buy professional hardware. See YouTube’s live streaming troubleshooting.
