Start by finding out who is buffering: one viewer, several viewers on the same network, or viewers on unrelated networks. That pattern helps separate a playback or network problem from an encoder, YouTube ingest, or broadcaster upload problem. Then check YouTube’s Live Control Room health messages, verify your encoder settings, inspect its output, and test stable outbound upload before changing equipment or raising bitrate.

First, identify who is affected

Ask affected viewers how many streams are buffering and whether they are watching through the same network. Compare their reports with your own playback, but do not assume a healthy local preview proves the stream is reaching YouTube reliably.

  • One viewer: The viewer’s device or internet connection is a likely place to start. Ask them to try another device or connection and compare playback. YouTube’s live stream troubleshooting guide recommends checking another way to watch.
  • Several viewers on one shared network: Check that network’s capacity and health. YouTube notes that simultaneous streams require corresponding inbound capacity; its example is that 10 users watching 10 streams require 10 times the inbound network speed. Treat that as an illustration, not a universal bandwidth guarantee.
  • Viewers on different networks: Check the broadcaster’s encoder, YouTube’s ingest and stream health, and outbound connection. YouTube recommends reviewing Live Control Room errors, checking the encoder’s output and CPU load, and testing the connection if the encoder output looks healthy.

Check YouTube’s stream health before changing settings

Open YouTube Studio’s Live Control Room and inspect the stream’s Health Indicator and any errors shown beside it. YouTube’s troubleshooting guidance says these messages can point to configuration problems; an overly long keyframe interval, for example, can cause buffering.

YouTube’s Live Streaming API documentation describes an insufficient-ingestion warning this way: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.” If you see an ingestion-related warning, investigate what the encoder is sending and whether the upload path can sustain it.

Verify encoder settings against the connection

Keyframe interval

Set the encoder’s keyframe interval to 2 seconds, YouTube’s recommendation, and do not exceed 4 seconds. Check the value in the encoder rather than relying on a preset name. YouTube lists an overly long interval as a possible cause of buffering in its stream troubleshooting guidance and specifies the 2-second recommendation in its live encoder settings.

Resolution, codec, and bitrate

There is no single bitrate that fixes every stream. YouTube’s recommended bitrate depends on codec, resolution, and frame rate. Check the recommendations for your chosen combination in YouTube’s live encoder settings, then compare them with the settings actually configured in your encoder and the stable upload capacity available to it. If the connection cannot reliably sustain the chosen bitrate, reduce it or choose a lower resolution, using a YouTube-recommended combination rather than guessing.

Check the encoder’s own output

Inspect the stream directly in the encoder, including its picture and sound, encoder errors, CPU load, and any local recording or archive output. YouTube recommends checking these signals and updating encoder software when troubleshooting. If the encoder’s own output is faulty, look at its sources or operation before treating the problem as viewer playback.

A clean-looking encoder output is useful evidence, but it does not rule out an unstable connection between the encoder and YouTube. Continue to the upload test if viewers on unrelated networks still report buffering.

Test outbound upload and connection stability

Test the connection carrying the stream, especially outbound upload; download speed alone does not show whether the encoder can deliver video to YouTube. YouTube recommends enough outbound bandwidth for the stream bitrate, including primary and backup streams, with 20% headroom. That is a recommendation, not a guarantee that a connection will remain stable during a continuous broadcast.

Observe the Live Control Room health messages while the problem is happening and compare them with the encoder’s connection and output. A single speed-test result cannot establish that upload will remain stable over time. If connection tests show a problem, YouTube advises contacting your internet provider.

If you use OBS, check dropped frames

OBS’s stream connection troubleshooting guide explains that dropped frames or intermittent disconnections indicate an unstable connection to the remote ingest server or a connection that cannot keep up with the configured bitrate. Dropped frames point to the encoder-to-ingest path; viewer buffering can also occur without OBS dropping frames.

  • Compare the configured bitrate with YouTube’s recommendation for your codec, resolution, and frame rate, and with the stable upload you have measured.
  • If the connection cannot sustain the bitrate, try a lower bitrate that still fits YouTube’s recommendations. OBS includes lowering bitrate among its troubleshooting steps.
  • Check whether a VPN, security software, or a network-prioritization utility could be interfering with OBS’s connection; OBS lists these as possible causes.

Apply OBS-specific guidance only if OBS is your encoder. A hardware encoder or another streaming application has its own controls and diagnostic messages.

Choose Normal latency for a non-interactive ambient stream

For a 24/7 ambient stream that does not depend on fast audience interaction, select Normal latency in YouTube’s live stream settings. YouTube says Normal latency is best for non-interactive streams and gives viewers the lowest buffering. Low and Ultra-low latency reduce the player’s read-ahead buffer to deliver a faster response; that trade-off can increase buffering. Ultra-low latency is intended for highly interactive streams. Checks for a viewer whose playback alone is buffering

If the issue is isolated to one viewer, have them try these playback-side checks before changing the broadcast:

  • Switch to another internet connection or playback device.
  • Select a lower or otherwise different playback quality manually in the YouTube player.
  • Reopen or update the browser, then restart the device if the problem persists.
  • For the YouTube app, clear its cache.

YouTube lists these kinds of device, connection, and playback checks in its live stream troubleshooting guidance. If playback works elsewhere, the evidence points more toward that viewer’s setup than a fault affecting the broadcast for everyone.
