What Sken.io can—and cannot—tell you
Sken.io is designed to monitor changes on a public webpage: it captures the page on a schedule, compares it with an earlier capture, and can alert you when the selected area changes. Its documentation does not describe the service as a country-specific reachability test or say that scheduled checks originate in India. If Sken.io loads a page, report that as success from Sken.io’s undisclosed monitoring vantage point—not as proof that Indian users can open it.
Access has two different meanings here: whether Sken.io’s own infrastructure can load a URL, and whether people using Indian internet connections can reach it. The first does not establish the second.
How to check access from India
- Use an India-based measurement. Choose a test whose network vantage point is inside India, and record the network or provider if available. OONI Explorer lets you explore measurements by country, network, or website: OONI Explorer. UpFromWhere describes its India checker as using probes on household internet connections; its probe coverage can change: UpFromWhere.
- Compare more than one provider when possible. A result from one connection is evidence about that connection at that time, not a verdict for the whole country.
- Record the conditions. Note the exact URL, timestamp, network/provider, DNS result, connection result, and any visible block page or error. Preserve the distinction between a DNS failure, a connection failure, an HTTP block page, and an ordinary site error.
- Check the specific records and dates. Explorers and household probes show sampled observations. Inspect the underlying measurements for the site, network, and date rather than relying only on an aggregated label.
- Use Sken.io only for the part it supports. It can monitor a public page for changes over time, but the reviewed product information does not establish that recurring checks run from Indian networks.
Why results can differ between Indian networks
Website access in India is not necessarily uniform across providers. In a paper presented at ACM WebSci ’20, Kushagra Singh, Gurshabad Grover, and Varun Bansal tested six major Indian ISPs and documented DNS-based and HTTP-based blocking, as well as SNI inspection at Jio. In their tested corpus, 1,115 of 4,033 websites detected on at least one of the six ISPs were blocked by all six. That is a result for the researchers’ tested sites, networks, and period—not a current nationwide rate. See “How India Censors the Web,” ACM WebSci ’20.

The study also cites a historical TRAI figure of 657.46 million internet subscribers, representing 98.82% of India’s subscriber base, as context for the six studied ISPs. It is not a current subscriber statistic. Its key practical lesson is that provider, time, and test location matter: keep conflicting results with their network context instead of treating one as definitive.
Set up Sken.io for page-change monitoring
If your goal is to watch a public page for changes, Sken.io’s described workflow is to enter the URL, select the area to monitor, choose a comparison mode, set an interval, and select an alert channel. Use content comparison for text or data and visual comparison for changes in rendered appearance. Sken.io says one check represents one page visit. It describes rendering pages that rely on JavaScript, while pages requiring multi-step sign-in are outside its intended use. These capabilities do not reveal where the monitoring visit originates. Common interpretation mistakes
- “Sken.io loaded it, so India can access it.” The monitoring origin is not stated in the public information described above; its success only establishes that its own check loaded the page.
- “One Indian probe failed, so the site is blocked across India.” A single observation identifies one network and time. Compare providers and preserve the measurement details.
- “A failure means censorship.” DNS, connection, server, and ordinary loading failures can look different. Record the outcome and visible error rather than assigning a cause the measurement does not establish.
- “A successful visit means there was never a blocking order.” Reachability at one moment does not establish legal or historical status. A 2010 Government of India statement noted that ISP blocking may not be completely effective; it is historical context, not a current blocklist or a complete account of present procedure.
