For a 720p30 YouTube Live stream on a limited connection, use CBR, a 2-second keyframe interval, and RTMPS where your encoder supports it. YouTube’s published minimum video bitrate is 3 Mbps for H.264 or 2 Mbps for AV1/H.265; those are minimums, not recommended quality targets. Your upload capacity must also cover audio and YouTube’s recommended 20% headroom.
Choose a bitrate your connection can sustain
YouTube’s live-stream bitrate guidance depends on the video codec. The figures below are for 720p at 30 fps, not for uploading a finished video.

These minimum and recommended figures are YouTube Help settings guidance accessed in 2026; its publication date is not stated. Choose only a codec your encoder supports, then confirm it works in a test. The published rates do not establish that one codec always looks better than another at the same bitrate.
If your connection cannot sustain YouTube’s recommended rate, a setting at the published minimum may be an option, but it does not guarantee stable delivery or the recommended picture quality. The official guidance does not publish a universal lower 720p30 bitrate. If you cannot support the full stream budget, lower the bitrate or resolution rather than assuming a measured connection equal to the video bitrate is enough.

Calculate the upload capacity you need
Use a speed test that reports upload speed, preferably under conditions similar to your broadcast. YouTube says the total outgoing stream bitrate must fit within available upload bandwidth and recommends leaving 20% headroom. That margin applies to the complete stream, not video alone.
For example, an H.264 stream at the 3 Mbps video minimum plus stereo audio at 128 kbps totals at least 3.128 Mbps before headroom. Applying a 20% capacity margin means the connection would need about 3.91 Mbps of sustained upload for that budget. This is an illustration based on YouTube’s settings figures, not a guarantee; network variation and other traffic can still disrupt a stream.

- Include audio and any additional outgoing stream in the total bitrate budget.
- Test while other devices and applications are using the network as they normally would; shared use can reduce bandwidth available to the encoder.
- Do not rely on download speed as a substitute for upload speed.
YouTube’s separate guidance for uploading finished videos is not the live-stream bitrate table: for example, its upload encoding page gives 5 Mbps for 720p SDR uploads at standard frame rates. Set up the encoder for 720p30
- Set output resolution and frame rate: choose 1280×720 and 30 fps in the encoder. YouTube Live Control Room normally detects an encoder’s resolution and frame rate. Manual selection requires a custom stream key with manual settings enabled.
- Choose a supported video codec: use H.264, AV1, or H.265/HEVC if your encoder supports it. Select the matching codec bitrate range from the table above.
- Set bitrate mode to CBR: use constant bitrate for the stream.
- Set keyframes to every 2 seconds: YouTube recommends a 2-second interval and says not to exceed 4 seconds.
- Choose RTMPS where supported: YouTube lists RTMP/RTMPS and recommends RTMPS.
- Configure audio: YouTube lists AAC or MP3 for RTMP/RTMPS. Its advanced settings list 128 kbps for stereo audio; count audio in the upload budget.
- Connect using your stream key: use the stream URL and key shown in YouTube Live Control Room. Treat the key as a credential: do not share it publicly, and reset it if it is exposed.

Test and monitor the stream
Before the broadcast, run a test with audio and video movement similar to the real program. A static screen alone may not reveal problems that appear with motion or sound. Check the encoder and YouTube Live Control Room for stream-health messages before and during the event. YouTube’s encoder guidance recommends testing before going live and monitoring health once live.
- Unstable stream or dropped frames: check sustained upload capacity and other network use. Reduce bitrate if the full stream budget plus headroom does not fit.
- Picture quality is poor: confirm resolution, frame rate, codec and selected bitrate. A bitrate at the published minimum is not YouTube’s recommended target.
- Audio problems: verify the encoder’s audio input and AAC/MP3 configuration, then repeat the test with audio enabled.
- Wrong detected output: verify the encoder is actually sending 1280×720 at 30 fps; use manual selection only with a custom stream key and manual settings enabled.
- Connection or ingest trouble: verify the stream URL and key in Live Control Room, confirm RTMPS support and selection where available, and review YouTube’s stream-health messages.
