A YouTube live stream “403 error” in FFmpeg is a symptom, not a diagnosis. First find where it appears: in a YouTube Live Streaming API response, while FFmpeg connects to or publishes to YouTube’s RTMP/RTMPS ingest, or in YouTube Studio after ingest begins. Those are different failure points, so an API permission error should not be assumed to explain a raw FFmpeg publish failure.
Start by saving the exact error and command context, without exposing your stream key. Then follow the matching branch below. YouTube’s encoder-start guidance specifically recommends replacing the stream key when a third-party encoder cannot start.
Identify where the 403 occurs
FFmpeg can send media to YouTube’s ingest endpoint, while a separate application or script can call the YouTube Live Streaming API to create or manage broadcasts and streams. A 403 returned by an API operation is not interchangeable with an ingest rejection. A stream that reaches YouTube can also have health or configuration problems that are not authorization errors.
- API call: Your software is making a request to create, bind, modify, or inspect a broadcast or stream. Record the API operation and its exact error detail.
- FFmpeg connection or publish: FFmpeg is connecting to an RTMP/RTMPS address and sending media. Capture the relevant FFmpeg output and check the ingest address, stream key, and protocol.
- After ingest: FFmpeg appears to connect, but YouTube Studio reports a problem or the stream is unhealthy. Inspect the stream’s health and configuration issues rather than treating every warning as a 403.
Keep the stream key private. Redact it from command lines, logs, screenshots, and support requests before sharing them.

Fix an FFmpeg encoder startup or publish failure
1. Replace the stream key
For a third-party encoder startup problem, YouTube Help recommends getting a new stream key in the Live Control Room and updating the encoder. Replace the saved key in the FFmpeg configuration or command, then try again. Treat a stream key as a credential: do not post it publicly, and replace it if it has been exposed.
If the software signs in to YouTube directly rather than using a stream key, YouTube directs users to contact that software provider for support.

2. Verify the ingest address and protocol
Use the server address and stream name shown in the current YouTube stream settings. YouTube’s liveStream resource includes ingestion information such as the ingestion address and stream name; use the values associated with the stream you intend to broadcast.
Check that the URL scheme in FFmpeg matches the endpoint: use an RTMPS URL for an RTMPS endpoint. YouTube’s RTMPS guidance recommends checking the server URL; for specified SSL errors or timeouts it also advises trying port 443. That port advice is for those SSL/timeout symptoms, not a universal cure for every 403.

3. Recheck the FFmpeg target and credentials
Compare the destination FFmpeg is publishing to with YouTube’s current server address and stream name. Confirm that the key belongs to the intended stream and has not been mistyped, replaced, or copied with extra characters. Do not include the key in diagnostic output you share.
FFmpeg’s protocol documentation explains RTMP-family transport behavior; it does not define one universal YouTube 403 cause. The exact FFmpeg message and the point in the connection or publish sequence where it occurs are essential clues.

When the 403 comes from the YouTube Live API
If the response is from an API request, use the operation and the specific error reason in that response. YouTube’s Live Streaming API errors reference associates 403 responses with operation-specific details, including:
liveBroadcastBindingNotAllowedinsufficientLivePermissionsliveStreamingNotEnabledliveStreamModificationNotAllowed
These reasons point to different permission or resource-state issues. Some require different authorization or a different broadcast/stream state; some stream fields cannot be changed after creation. Check the precise reason and the operation that returned it, then follow that error’s remedy. Do not apply an API-specific reason such as liveStreamingNotEnabled to a raw FFmpeg RTMP/RTMPS failure unless the log shows that API response.

If YouTube accepts the ingest but reports a stream problem
When media reaches YouTube but the broadcast is unhealthy, inspect the stream’s status and health rather than assuming a key or permission rejection. The API stream resource includes status.healthStatus.configurationIssues, where reported issues can include unsupported codecs, missing audio or video, rate or frame mismatches, and insufficient video input.
YouTube’s general live streaming troubleshooting guidance also recommends using a current encoder version, checking the local audio/video source and dashboard errors, reviewing CPU load, and testing outbound internet connectivity. These checks help with stream quality and connection problems; they do not, by themselves, establish an authorization cause.
