Yes, Oracle Cloud’s Always Free allowance includes 10 TB of outbound data transfer per month, which is ample for one continuous YouTube stream at ordinary ingest bitrates: a constant 5 Mbps stream uses an estimated 1.62 TB in 30 days. But bandwidth is only one part of the answer. Compute availability and limits, the home-region requirement, possible idle-instance reclamation, and YouTube’s own streaming rules mean the Free Tier is not a guarantee of uninterrupted 24/7 broadcasting.
What Oracle Free Tier includes—and what it does not promise
Oracle says all tenancies receive Always Free resources in their home region for the life of the account, including 10 TB per month of outbound data transfer. That allowance is shared cloud egress, not a dedicated quota reserved for a livestream. Oracle’s documentation also describes up to two VM.Standard.E2.1.Micro instances and an Ampere A1 allowance equivalent to 2 OCPUs and 12 GB of memory for Always Free tenancies. Actual limits and available capacity depend on the tenancy and region; check the account’s current Limits, Quotas and Usage page before provisioning.
The 10 TB figure answers whether ordinary stream traffic can fit within the documented egress allowance. It does not establish that a particular VM can encode or relay a particular video continuously, that capacity will be available, or that the instance will remain running. How much outbound data a 24/7 stream uses
For a constant bitrate, estimated transfer is bitrate in megabits per second × seconds streamed ÷ 8, converted to decimal units. The following are calculations for an uninterrupted 30-day month, compared with Oracle’s documented 10 TB monthly outbound allowance; they are not Oracle-published usage figures.

These estimates assume constant bitrate and exclude protocol overhead, reconnects, restarts, and other outbound workloads on the tenancy. Leave room for those costs rather than planning to consume the full allowance. For YouTube’s recommended H.264 setting of 5 Mbps for 1080p at 30 fps, the corresponding estimate is about 1.62 TB in 30 days. Use the bitrate actually configured for your stream, not resolution alone, to estimate transfer.
Compute, region, and continuity risks
Home region and account-specific limits
Always Free compute must be created in the tenancy’s home region. The documented headline allocation does not ensure that a suitable host is available when you try to create an instance. Oracle’s service-limit documentation says limits vary by pricing model and tenancy; the console reflects resources currently signed up for, and individual services can have additional limits. Confirm your tenancy’s quotas and available capacity before designing around a specific VM shape. Oracle’s service-limits reference was updated 2026-09-11.

Idle-instance reclamation
Oracle documents a seven-day idle-instance assessment using CPU utilization below 20% at the 95th percentile and network utilization below 20%; for Ampere A1, the test also includes memory utilization below 20%. A low-activity or static stream could be relevant to this policy, but Oracle’s documentation does not establish how a particular streaming workload will be classified. Do not treat Always Free compute as an uptime commitment.
Encoding is a separate compute question
Egress math cannot show whether a VM can encode or relay your source at the required resolution and frame rate. The cited documentation does not provide controlled performance benchmarks for OCI instance shapes. Test the actual workload and monitor stream health instead of assuming a particular instance can sustain a given encode setting.

YouTube settings and channel requirements still apply
Oracle’s quotas do not replace YouTube’s encoder requirements. YouTube recommends settings according to resolution, frame rate, and codec. For H.264, examples include 5 Mbps for 1080p at 30 fps, 6 Mbps for 720p at 60 fps, and 4 Mbps for 720p at 30 fps. These are recommendations, not universal rates for every source. Consult YouTube’s current encoder settings, bitrates, and resolutions guidance for the intended output.
- Protocol: YouTube specifies RTMP or RTMPS encoder settings.
- Video: H.264, H.265, or AV1; up to 60 fps.
- Keyframes: YouTube recommends a two-second interval and says it should not exceed four seconds.
- Bitrate mode: Constant bitrate (CBR) is recommended.
- Audio: AAC or MP3.
- Channel eligibility: the channel must be eligible and verified, with no livestream restrictions in the prior 90 days.
YouTube recommends testing upload bitrate and monitoring stream health. Its encoder setup help lists software and hardware approaches, including Gyre for 24/7 streaming of prerecorded videos and CamStreamer for continuous and scheduled streams. Those examples are not endorsements or evidence that a particular OCI instance will support a given workload. YouTube’s live streaming eligibility and setup guidance also covers platform limits, including concurrent streams.

How to decide whether the Free Tier is suitable
- Check tenancy limits first. In the Oracle Cloud console, review Limits, Quotas and Usage for your home region and the compute resources you intend to create. Confirm capacity before relying on a particular configuration.
- Calculate egress using your configured bitrate. Estimate a 30-day month with bitrate × 2,592,000 seconds ÷ 8, then convert bytes to decimal TB. Add margin for overhead, reconnects, and other tenancy traffic.
- Validate the workload on the actual instance. Test the intended source, resolution, codec, frame rate, and streaming method; observe CPU, memory, network use, and YouTube stream health over time.
- Plan for interruption and reclamation. Decide how you will detect a stopped process or lost stream and recover it. A Free Tier VM is not a documented continuous-availability service.
- Check the channel separately. Confirm YouTube livestream eligibility and follow its current encoder guidance before scheduling a continuous broadcast.
