The setup has three parts: an eligible VM in your OCI home region, an encoder such as FFmpeg configured for YouTube’s ingest requirements, and a YouTube broadcast that is set up to consume the feed. It can reduce dependence on a home computer, but it is not guaranteed to stay up: free capacity can be unavailable, and Oracle may reclaim instances that meet its idle criteria.
What Oracle Cloud Free Tier can—and cannot—provide
Oracle documents an Always Free Ampere A1 allowance equivalent to 2 OCPUs and 12 GB of memory, 200 GB of combined boot and block storage, and 10 TB per month of outbound data transfer. These are Oracle service limits, not a promise that an instance will be available in every region or remain uninterrupted. Free resources must be provisioned in the tenancy’s home region. - Capacity is not assured: OCI can show “out of host capacity” when Always Free shapes are temporarily unavailable in your home region. Oracle suggests trying another availability domain when available or waiting.
- Idle-instance reclamation is possible: Oracle’s policy looks at utilization over seven days. An instance may be deemed idle when CPU and network utilization are each below 20% at the 95th percentile; for A1, memory utilization below 20% is also part of the condition. A stream workload may generate activity, but do not assume that it exempts the VM from reclamation.
- Trial credits are separate: Oracle documents $300 in trial credits for up to 30 days. That temporary trial is distinct from eligible Always Free resources. Oracle says already-provisioned eligible resources can remain after the trial expires; excess A1 resources may be disabled and deleted after 30 days unless the account is upgraded. Check the current Free Tier terms for your account.
Oracle’s launch tutorial uses 1 OCPU and 6 GB of memory as an example A1 configuration, not as a required streaming specification. Choose an Always Free eligible shape and size within your account’s allowance; leave capacity for the operating system and encoder as well as the video workload. The tutorial’s steps and labels may change, so follow the current OCI console prompts: Oracle Always Free launch guidance.
How the continuous stream works
The VM runs an encoder process that reads a local video or playlist and sends a live ingest to YouTube. YouTube represents the ingest feed and the live broadcast as separate resources in its Live API. Configure the stream and broadcast lifecycle consistently in YouTube Studio, and verify that the intended broadcast is consuming the incoming feed. The VM, encoder and YouTube broadcast are separate failure points. A running FFmpeg process does not by itself prove that YouTube is receiving healthy video or that the broadcast is live. Plan to inspect YouTube’s stream-health status and encoder logs, and test behavior after a reboot or brief network interruption.
Before you create the VM
- Sign in to the OCI tenancy and confirm its home region. Always Free resources must be provisioned there.
- In the OCI console, create an Ampere A1 compute instance and select an Always Free eligible shape. Check the displayed OCPU, memory and storage allocations against your allowance before creating it.
- Use a supported Linux image and configure secure SSH access. Restrict inbound access to the ports you need; the encoder’s outbound connection to YouTube is the essential streaming path.
- Check that you have storage for the operating system, encoder, logs and media. Your combined boot and block volume allowance is 200 GB; uploaded media consumes space on the VM if you store it there.
- Expect provisioning to fail temporarily if your home region lacks host capacity. Try another availability domain if OCI offers one for the shape, or retry later; do not select a paid shape if your goal is to remain within the free allowance.
Configure YouTube Live before encoding
- Enable live streaming for the channel. In YouTube Studio, open Create and choose Go live. Complete any channel eligibility or activation steps YouTube presents; availability and activation requirements are controlled by YouTube and can vary by account.
- Create or schedule the broadcast. Set the title, audience, visibility and other broadcast details in YouTube Studio. Select the option to stream with encoder software and locate the stream settings.
- Choose the ingest protocol. Prefer RTMPS, YouTube’s secure extension to RTMP. Use the server URL and stream key shown for that broadcast. Do not publish the key or store it in a publicly readable file: anyone with access to it may be able to send video to your channel.
- Keep the stream key private. Store it in a protected environment file or other secret store accessible only to the account running the encoder. Avoid putting it in shell history, screenshots, public logs or a shared service definition.
- Confirm the broadcast lifecycle. Make sure the broadcast is prepared to receive the selected stream. For a 24/7 setup, verify how your Studio settings handle stream termination and whether the broadcast remains available as intended. Reconnecting an encoder should not be assumed to recreate or resume the same event automatically.
YouTube advises a test broadcast and ongoing checks of stream health and messages. Its current encoder settings and bitrate guidance should take precedence if the supported codecs or recommendations change.

Choose resolution, codec and bitrate
YouTube recommends constant bitrate (CBR), a keyframe interval of 2 seconds (not exceeding 4 seconds), and a supported video codec: H.264, H.265/HEVC or AV1. It lists AAC or MP3 audio; for stereo, its advanced settings recommend 44.1 kHz and 128 Kbps. Select the bitrate from the matching codec, resolution and frame-rate column on YouTube’s live guidance page. Do not apply a figure from one codec’s column to another.

These are YouTube’s displayed H.264 recommendations, not measured results for an OCI VM. YouTube’s page includes separate ranges for H.265/HEVC, AV1 and higher resolutions; consult the live table for those combinations. Higher resolution or frame rate requires more bitrate and sustained outbound capacity. YouTube’s guidance states: “We recommend streaming to YouTube Live with RTMPS, a secure extension to the popular RTMP streaming video protocol.”

Install an encoder and start a test feed
FFmpeg is one possible encoder, but the commands below are implementation examples, not a tested OCI configuration or a guarantee of uninterrupted recovery. Install FFmpeg using the package source appropriate to your chosen Linux image, then verify the installed build supports the input format and codecs you plan to use. The example assumes an H.264/AAC-compatible video file and an RTMPS ingest URL and key supplied by YouTube.
- Put the video on the VM. Copy your file to a private directory with enough free disk space. Check that FFmpeg can read it and that its audio/video streams are present.
- Protect the stream key. Create a restricted environment file, for example
/etc/youtube-stream.env, readable only by the service account. Put the RTMPS destination and key in it rather than embedding the secret in a shared script. Protect backups and logs too. - Run a short test first. Replace
/path/to/video.mp4andRTMPS_URL_WITH_KEYwith your file path and the full server URL/key combination from YouTube Studio. This sample loops one file, scales it to 1080p, encodes H.264 at 30 fps with a 2-second keyframe interval and CBR target, and encodes stereo AAC. Adjust the video bitrate to the matching YouTube recommendation for your chosen output and confirm your input can sustain the encode.

The sample’s 10 Mbps video target corresponds to YouTube’s listed H.264 recommendation for 1080p30. If you choose a different resolution, frame rate or codec, change the output settings using the matching current YouTube table. The -re option reads media at its intended playback rate; -stream_loop -1 repeats the input. A single-file loop may repeat visibly, and it does not create a varied playlist. Test aspect ratio, audio, keyframes, network stability and YouTube’s ingest health before relying on it.
Keep the encoder running and recover safely
For continuous operation, run FFmpeg under a service manager or another supervisor configured to restart the process after failure. Capture logs with restricted access and rotate them so they do not fill the boot volume. Add an alert or a regular check for a stopped process, a failed ingest or a degraded YouTube stream-health status. The exact service unit and restart policy depend on your Linux distribution and must be tested on your VM; a restart can restore the encoder process without necessarily recreating a YouTube broadcast.

- Test recovery from a deliberately stopped encoder and a temporary network interruption, using a non-public test broadcast if possible.
- Check that the stream key remains available to the service after reboot but is not readable by unrelated users.
- Inspect free disk space, memory, CPU load, outbound network use, FFmpeg errors and YouTube’s stream-health messages on a recurring schedule.
- Keep a recovery path for OCI instance loss or reclamation: a free-tier VM is not a substitute for a separately maintained backup plan.
Copyright, reused content and channel rules
Only stream video and audio you have the right to broadcast. A 24/7 loop does not create permission to use copyrighted music, television, films, sports or other creators’ material. YouTube may restrict, block or remove a live stream when its systems or rights holders identify copyrighted content. Repeatedly broadcasting the same material can also raise channel monetization and reused-content questions; meeting technical ingest requirements does not guarantee monetization eligibility. Review YouTube’s current live streaming guidance, applicable copyright rules and the channel’s monetization policies before starting a continuous feed.
