Yes. Viewers can generally join a channel membership while a 24/7 YouTube live stream is running, provided the channel offers memberships and the viewer can access and complete YouTube’s Join flow. YouTube’s help guidance covers becoming a member during a live stream but does not address 24/7 broadcasts specifically, so applying that guidance to a continuous stream is an inference.
Joining a membership is different from joining the stream
A channel membership is a paid, typically monthly subscription for perks set by that channel. Watching a public live stream is a separate matter: viewers do not need to become members just to watch a public broadcast.
YouTube says that when someone becomes a channel member during a live stream on that channel, a green “New Member” message appears in live chat and the member’s profile picture is pinned at the top of chat for five minutes. The creator’s settings determine which perks the new member receives. YouTube Help: Use & manage your channel membership benefits.
Public stream, members-only chat, and members-only stream

YouTube documents both members-only live chat and members-only live streams. For a members-only stream, non-members can see the thumbnail and stream metadata, but only eligible members can watch. YouTube Help: Live stream to members-only.

What can affect whether the Join option appears
- The channel must offer memberships. Membership availability and creator eligibility depend on YouTube’s requirements and policies.
- The viewer must be able to use YouTube’s membership purchase flow; availability can depend on location and account circumstances.
- A channel’s live-stream eligibility is separate from membership availability. YouTube says live streaming requires channel verification and no live-streaming restriction in the preceding 90 days. YouTube Help: Get started with live streaming.
- These general rules do not guarantee that a particular channel, account, location, or device will display a Join control at a particular moment. If it is missing, check the channel’s membership availability and try the channel page or another supported way to access YouTube.

Can a creator switch a public stream to members-only?
YouTube documents a feature for moving a public stream to members-only. Its help page says this transition feature is limited to desktop streams that are not in vertical mode; it is currently unavailable on vertical live streams. This is a creator-side change to stream access, not a requirement for viewers who simply want to join a membership.
