For example, YouTube recommends 14 Mbps for 1080p at 30 fps or 17 Mbps for 1080p at 60 fps when using H.264. Then check that your upload connection can sustain the stream’s total bitrate with about 20% headroom. If it cannot, lower the resolution and use the matching bitrate instead.
Fix the warning in this order
- Check the stream YouTube is receiving. In YouTube Studio’s Live Control Room, note the selected resolution and frame rate. YouTube detects these automatically by default; with a custom stream key, you can set resolution manually.
- Identify the encoder’s video codec. Use the matching codec column in the live bitrate table below. A bitrate intended for H.264 may differ substantially from the recommendation for AV1 or H.265.
- Set the live video bitrate to YouTube’s recommended value for that resolution, frame rate, and codec. The minimum is a floor, not the target for a dependable stream.
- Verify the other encoder settings: use CBR, a two-second keyframe interval (no more than four seconds), a supported codec, and a frame rate no higher than 60 fps.
- Check upload capacity, not just download speed. Make sure the connection can carry the total stream bitrate while leaving YouTube’s recommended 20% headroom. Include audio and any other simultaneous upload traffic in your check.
- If capacity is short, reduce resolution and select the bitrate recommended for the new resolution, frame rate, and codec. Test with representative audio and motion, then watch the Live Control Room preview, stream health, and timestamped warnings.
YouTube Live bitrate recommendations
These are YouTube’s live ingest figures, checked October 3, 2026. Each entry is minimum / recommended in Mbps. Match the row to the resolution and frame rate being sent, and the column to the encoder codec.

Encoder settings to verify
Bitrate mode and keyframes
- Rate control: CBR (constant bitrate) for live encoding.
- Keyframe interval: two seconds recommended, and no more than four seconds. If the encoder asks for frames rather than seconds, two seconds at 30 fps equals 60 frames; at 60 fps it equals 120 frames.
- Frame rate: no more than 60 fps. Choose the rate you intend to send and use its matching bitrate row.
Codec, audio, and color
- Video: YouTube lists H.264, H.265, and AV1 among supported live codecs. Confirm the encoder is actually sending the codec whose bitrate column you selected.
- Audio: YouTube lists AAC or MP3 and recommends stereo at 128 Kbps. The error guide also identifies audio codec and sample rate as settings to check if a warning persists.
- SDR color: YouTube lists Rec. 709.
- Protocol: YouTube lists RTMP and RTMPS.
These are live-stream settings. Do not substitute YouTube’s uploaded-video recommendations: its upload guidance discusses MP4/H.264 and variable bitrate, and gives 8 Mbps for 1080p standard-frame-rate SDR uploads and 12 Mbps for 1080p high-frame-rate SDR uploads. Those upload figures are not live ingest targets.

Tell an encoder problem from an upload problem
A bitrate warning can appear because the encoder is sending a value below the recommendation, but increasing that value will not help if the connection cannot carry it reliably. YouTube says the stream’s total bitrate must not exceed available upload bandwidth and recommends leaving 20% room. Run a speed test that reports upload speed; download speed is often higher and does not establish that the upstream connection is adequate. Other people and devices sharing the network can use capacity too.
For example, if your stream’s total bitrate is 10 Mbps, a connection with only 10 Mbps available upload has no spare capacity. Applying YouTube’s recommended 20% headroom means planning for roughly 12.5 Mbps of available upload capacity, before accounting for competing network use. If that margin is unavailable, lower resolution or frame rate and choose the matching live bitrate rather than forcing a higher encoder setting.

YouTube’s error guidance specifically advises lowering the chosen resolution when bandwidth cannot support it. A more reliable network connection may help an unstable link, but a cable or router change cannot overcome an internet plan whose upload capacity is too low or correct an encoder configured to send the wrong bitrate.
Test before going live
- Start a private or otherwise appropriate test stream before the event.
- Use audio and movement similar to the real stream; a static image or silent test may not reveal problems that occur during normal content.
- Watch the Live Control Room preview and stream-health status, and read warnings with their timestamps.
- If low bitrate remains after correcting the video bitrate, recheck codec, resolution, frame rate, keyframe frequency, audio codec and sample rate, and upload capacity.
YouTube’s guidance is to test before starting the live stream and monitor stream health and messages during the event. Its exact low-bitrate wording can vary; one listed message says the current stream bitrate is lower than the recommended bitrate.
