A retreat or a setback under unusual conditions is not automatically evidence of general weakness. Zygarde is not evidence for a “weakest” list
The official summary for Pokémon Horizons Season 2, Episode 43, “The Earthshaking White Zygarde,” describes four young Trainers struggling to keep up with the Legendary Pokémon after several of their Pokémon are knocked back (official episode summary). That is a high-stakes confrontation, not a showing that supports calling Zygarde one of the weakest.

Form is essential to the comparison. The official profile identifies Zygarde Complete Forme as its 100-percent form and describes its power as overwhelming when it suppresses threats to ecosystems (Zygarde Complete Forme profile). That profile is not an anime battle ranking, and it should not be used to conflate Complete Forme with other presentations of Zygarde. The anime also identifies Zygarde in Season 19, Episode 40, “Coming Apart at the Dreams!” (official episode page).
Articuno’s legend is not a battle measurement
The official summary for Season 4, Episode 32, “Freeze Frame,” says travelers believe Articuno protects Snow Top Mountain, then raises the question of whether it is a guardian or merely a legend (official episode summary). That wording supplies atmosphere and uncertainty; it does not report a defeat, a limitation, or a comparative measure of Articuno’s strength.

What a defensible ranking would need
To rank seven anime portrayals rather than repeat fan assumptions, each candidate would need to be checked against specific scenes and compared on the same basis:
- Battle outcome: Record wins, losses, draws, retreats, or cases where a Pokémon is captured or controlled.
- Opponent: Identify who it faced and whether that opponent’s exceptional strength makes the result a poor measure of ordinary capability.
- Conditions: Note injury, surprise, restraints, environmental disadvantages, team support, or an incomplete form.
- Consistency: Prefer repeated limitations over a single gag, setback, or plot-driven outcome.
- Agency: Consider whether the Pokémon could use its abilities effectively in the scene.
Those factors help structure an editorial judgment; they are not an official scoring system. If the evidence remains uneven, the ranking should say so rather than imply that widely different scenes establish precise positions.

How to read “weakest Legendary Pokémon in the anime” lists
Any finished order should be understood as a fan-made interpretation, not Pokémon canon. Check whether it cites specific anime battles, distinguishes forms, and accounts for circumstances before treating a low placement as evidence that a Legendary Pokémon is generally weak. Game stats, lore, or an episode’s dramatic framing cannot substitute for comparable anime outcomes.
