Pennsylvania has not yet introduced a bill requiring online gambling activity statements. A September 16, 2026 co-sponsorship memorandum from state Representative Joe Webster asks House members to support legislation that would require licensed online gaming companies operating in Pennsylvania to provide users with monthly statements. The House page said the proposal had not been submitted for introduction as of its last update that day.
What Webster is proposing
Webster, a Democratic representative for Pennsylvania’s 150th District, circulated a memorandum titled “Monthly Online Wagering Activity Statements” to all House members. It proposes requiring licensed online gaming companies operating in Pennsylvania to provide monthly activity statements to users. The memorandum describes the intended benefit as greater transparency: helping Pennsylvanians understand what they are wagering.
The official Pennsylvania House co-sponsorship memorandum says: “This document has not been submitted for introduction yet.” That means this was a request for legislative support, not a filed bill or an enacted requirement. The page provides no bill number or bill text.
What a monthly statement would show is not specified
The memorandum does not define the information a statement would contain, how a company would deliver it, or which accounts would qualify as active or eligible. It therefore does not establish that statements would include deposits, individual wagers, net results, time spent, or any particular reporting period beyond the proposed monthly cadence.

If legislation is introduced, its text would determine the actual requirements. Key details to check would include which online gaming products and licensees are covered, the statement’s contents and delivery method, any deadline for sending it, and the rules for account eligibility. None of those implementation details is settled by the memorandum.
Why the sponsor says the measure is needed
Webster’s memorandum frames the proposal as a consumer-protection and transparency measure in response to gambling-related harm. It reports that calls and texts to Pennsylvania’s problem-gambling hotline related to online or sports betting increased by more than 300 percent between 2021 and 2024.

The memorandum also says that 37 percent of hotline calls in fiscal year 2024/25 related to internet gaming, attributing that figure to the Pennsylvania Department of Drug and Alcohol Programs. Both figures are claims published in the sponsor’s memorandum; the memo does not provide the underlying dataset or methodology.
The Australian example cited in the memo
Webster’s memorandum says the Australian government introduced a requirement in July 2022 for online gambling organizations to provide monthly activity statements to every active user. It also says a University of Sydney study found the statements helped the most severe problem gamblers make a positive change in behavior.

The Australian policy and study are therefore the sponsor’s account of a precedent, not enough detail to assess the evidence or conclude that the same outcome would follow in Pennsylvania.

The proposal would need to be submitted for introduction before it could proceed as legislation. The House memorandum page reported that this had not happened as of September 16, 2026. Until a bill is introduced and its text is available, Pennsylvania users should not treat monthly statements as a current legal requirement or assume what any future statement would contain.
