New labor agreements at three major U.S. shipyards are reported to deliver substantial raises, but higher pay is a recruiting and retention lever—not proof that the yards are already building ships faster. The agreements cover workers at General Dynamics NASSCO in San Diego, Bath Iron Works in Maine and Ingalls Shipbuilding in Mississippi; their reported schedules differ, and the details come from reproductions of one news report rather than published signed contracts.
Why shipyard pay matters to the Navy’s shipbuilding push
Shipyards need skilled tradespeople to build and maintain vessels, and employers compete with other industries for workers. The reproduced report describes early-career attrition as a particular concern and says workers weigh compensation alongside healthcare, retirement, flexibility and job conditions. It also describes demanding work in confined spaces and, for some NASSCO employees, difficult commutes.
John Phelan, identified in the report as Navy secretary until late April 2026, argued that wages are central to recruitment: “I think this is really an issue of wages, to be honest.” He contrasted shipyard work with jobs at convenience stores or Amazon, saying that comparable pay can make it difficult to attract people to uncomfortable work. These are the views of a named official, not a measured estimate of how much wages affect hiring.
Pay is only one part of the capacity problem. The report also points to training, transportation, infrastructure and automation as possible parts of the response. Better compensation may strengthen an employer’s offer, but it cannot by itself establish that a yard has enough experienced workers, equipment or other resources to meet production schedules.

What the three reported agreements provide
The figures below were reported in 2026 by reproductions of a Business Insider story. The available copies do not include the signed agreements, so treat the terms as reported rather than independently verified contract language. The schedules are not perfectly comparable: one account describes cumulative growth through a date, while the others list staged annual increases.

These are separate agreements, not a common industry-wide contract. Their percentages describe the schedules as reported; they should not be read as identical measures of total compensation or as directly comparable without the contract texts.

What higher wages could—and could not—change
Higher wages can make shipyard jobs more competitive and may encourage workers to stay. Benefits and workplace conditions also matter, particularly in physically demanding trades. George Edwards, identified in the report as an IAM Eastern Territory Coordinator, said he believed recent contract wins would help bring the industry back to where it needs to be. That is an assessment of the agreements’ potential, not evidence that retention has already improved.
The report also highlights an experience challenge at Ingalls. HII senior vice president of government relations Tom Moore said an electrical supervisor had more than 20 years of experience in the mid-1990s, compared with about four and a half years “as of February last year.” Because that wording comes from a 2026 reproduction, it refers to February 2025. It is one supervisor’s comparison, not a workforce-wide average or a measure of the agreements’ effect.

Acting Navy secretary Hung Cao said the industrial base needs to build ships and protect workers. Those priorities reflect the policy case for improving shipyard jobs, but the contract announcements alone do not show that ship construction or delivery rates have risen.

The reproduced reports do not establish that these raises have increased hiring, reduced turnover, restored average worker experience, accelerated deliveries or expanded the Navy fleet. Nor do they isolate wages from other influences on output, such as training pipelines, infrastructure, transportation, equipment and production planning. A more attractive compensation package may be part of the solution; proving results requires subsequent workforce and production data.
