For Indian green-card applicants, the main immediate change is the start of fiscal year 2027 on October 1, which reset annual visa-number limits after India’s FY 2026 EB-2 and EB-5 unreserved numbers were exhausted. The October 2026 Visa Bulletin sets new cutoffs, but it does not erase India’s backlogs or promise approval. Two other changes reported for October concern Medicaid and CHIP eligibility for some lawfully present immigrants and social-media screening for specified visa applicants; neither is a general change to Indian green-card priority dates.

1. The new fiscal year reset annual visa-number limits

The U.S. Department of State reported that all FY 2026 visa numbers for India in EB-2 and EB-5 unreserved had been used. Annual limits reset on October 1, 2026, the first day of FY 2027, so numbers could become available again in those categories for qualified applicants.

A reset is not a backlog reset. Applicants still need to meet the applicable priority-date cutoff, and a visa number becoming available does not guarantee that a case will be approved. The State Department’s October 2026 Visa Bulletin supplies the current cutoffs.

2. The October bulletin sets India’s employment-category cutoffs

These are India’s October 2026 Final Action Dates for the employment-based categories listed below. The State Department’s rule is that the priority date must be earlier than the listed date for a visa number to be authorized; the cutoff date is not itself an approval date.

India’s dates remain far behind several other chargeability areas

In the same October bulletin, EB-2’s Final Action Date was January 1, 2025 for most chargeability areas and Mexico, compared with November 1, 2013 for India. EB-3 was May 15, 2024 for most areas and Mexico, compared with January 1, 2014 for India. The chargeability column is generally based on country of birth, with exceptions under immigration law; citizenship alone does not necessarily determine which column applies.

Final Action Dates and Dates for Filing serve different purposes

The Final Action Dates chart governs when a visa number may be issued or a case can reach final action. Dates for Filing can let some applicants in consular processing submit documents earlier, subject to notice from the National Visa Center. For adjustment of status inside the United States, applicants generally use Final Action Dates unless U.S. Citizenship and Immigration Services (USCIS) announces that the Dates for Filing chart may be used that month.

Check USCIS’s chart selection for the month you plan to file; a chart from an earlier month may no longer apply. A bulletin date also can move backward (retrogress) if demand or visa-number availability changes. A cutoff should therefore be treated as the current month’s eligibility line, not a forecast of when a particular case will finish.

3. Medicaid and CHIP eligibility reportedly narrows for some immigrants

Hindustan Times reported that federal Medicaid and Children’s Health Insurance Program (CHIP) eligibility narrows from October 1, 2026 for some lawfully present immigrants. The report also describes exceptions and the possibility of state-funded coverage. It does not establish how the change applies to every immigration status, household, or state, so affected families should check current official program rules with their state rather than infer eligibility from a green-card category or this summary.

The same article attributes to the Congressional Budget Office, via KFF, a projection of $6.2 billion in lower federal spending and approximately 100,000 additional uninsured people by 2034. Those are reported projections, not an estimate of an individual family’s coverage or costs.

4. Reported social-media screening applies to specified visa categories

Hindustan Times also reported that expanded State Department social-media review took effect October 1 for I visa applicants (international media representatives), TN professionals from Canada and Mexico, and TD dependents, and that those applicants were instructed to make social-media accounts public. This is reported visa-screening guidance; the underlying State Department notice is not established here, so applicants in those categories should confirm the current instructions directly with the Department or the relevant consulate.

This reported screening expansion is not a change to Indian employment-based green-card priority dates. It should not be read as a blanket instruction for all Indian green-card applicants to change account settings.
