What Islamabad Technology Park is—and where it is planned
Also referred to as IT Park Islamabad, the project is a planned technology campus led by the Ministry of IT and Pakistan Software Export Board, with support from South Korean consultants. The Special Technology Zones Authority describes its intended role as supporting IT companies, startups, entrepreneurs, IT-enabled services, software development, research and development, and incubation. The Ministry of Planning’s November 6, 2024 description gives the site/building area as 66,893 square metres and specifies two basement levels, a ground floor and nine upper floors. STZA lists 719,775.60 square feet of covered area and 14.9 acres of land. These are published specifications using different area labels; they should not be treated as interchangeable measurements. What facilities and capacity are planned?
Company and startup offices
The Ministry of Planning’s November 2024 release describes 120 office spaces for IT and IT-enabled services companies and 15 offices in an incubation center for startups. Business, research and data-center services
The same published plan includes a business support center for legal, marketing and financial services, an industry-academia linkage center, and a Tier III data center with uninterrupted power supply. Capacity figures are not tenant counts
STZA lists capacity for 100 technology companies and 8,400 technology professionals. These are planned capacity figures, not reported companies, staff, jobs or occupancy. STZA’s categories differ from the Ministry’s counts of 120 company offices and 15 startup-incubation offices, so the figures should not be combined into a single estimate of tenants. What is the project cost?
Published costs differ by date and source. The Ministry of Planning reported a total project value of US$88.384 million in November 2024, comprising US$76.310 million from Korea’s Economic Development Cooperation Fund through Korean EXIM Bank and US$12.476 million from Pakistan’s Public Sector Development Programme (PSDP). The listed funding components do not add exactly to the published total, so these figures are quoted as reported rather than recalculated. Ministry of Planning project release
A National Assembly committee briefing in September 2025 described the cost as about US$88 million, with a US$76.3 million Korean soft loan and a US$12.5 million PSDP contribution. Has the park opened? What is the latest confirmed status?
The latest located parliamentary update is a target, not confirmation of completion or opening. On June 2, 2026, the National Assembly Standing Committee on IT and Telecommunication directed the Ministry to ensure inauguration during the first week of August. That record does not say that the inauguration subsequently took place. National Assembly committee update, June 2, 2026
The schedule had already slipped. On October 22, 2025, the committee reported that construction was 80% complete against an October 31 schedule. The Ministry attributed the delay to changes in the Korean contractor and consultant. The committee cited a revised expected completion date of December 31, 2025, following a Prime Minister’s direction to complete the work within the year. A Ministry jobs page listed project staff roles in April 2026, but recruitment activity by itself does not confirm tenant admissions or full operation. STZA’s project page showed an “Under Construction” label when accessed on October 3, 2026; because that label may not reflect later developments, it is not definitive proof of the park’s status on that date. What benefits are projected, and what has been demonstrated?
Government sources present the park as infrastructure intended to support technology businesses, entrepreneurship, research, technology transfer, IT exports and employment. Those are goals, not demonstrated results. The available records do not establish actual tenant occupancy, operating startup services, realized export growth or completed job creation.
A May 2021 government release projected more than 5,000 direct and indirect construction-phase jobs and about 15,000 employment opportunities after completion. Those were projections published at that time, not verified jobs created. Press Information Department release, May 26, 2021
